To reduce the carbon footprint from our daily travel and commute, we will award
fossil-free, user-friendly personal transport services that meet the needs of
today’s commuter, and that reduce the need for privately-owned vehicles. We
invite applications from safe, reliable suppliers with a healthy business model
and the ability to coordinate and provide sustainable transport alternatives
within a region. More specifically, proposed solutions should: be built on an
open platform; enable secure integration with other systems; and have
opportunity for scale.

Sweden is committed to push boundaries to build a more sustainable future and
reach a fossil independent transportation sector by 2030. Our daily commute
accounts for a substantial part of our CO2-emissions and we need new ways to
improve transportation options and reduce the need for a privately-owned
vehicle. With this Challenge, Sweden invites the world’s most progressive and
innovative solution providers to submit proposals that address personal
transportation needs and other mobility challenges in Sweden.

A LEVEL PLAYING FIELD

ENSURING A LEVEL PLAYING FIELD

Scroll to discover

Once a registrant has completed an application, a minimum of five Evaluation
Panel members (judges) will be assigned to score each valid submission. Judges
will offer both scores and comments for each of four distinct traits. Each of
the four traits will be scored on a 0-5 point scale, in increments of 0.1. Those
scores will combine to produce a total score. Examples of possible scores for a
trait are: 0.4, 3.7, 5.0, etc.

The most straightforward way to ensure that everyone is treated by the same set
of standards would be to have the same judges score every application;
unfortunately, due to the number of applications, that is not possible. Since
the same judges will not score every application, the question of fairness needs
to be carefully explained. One judge scoring an application may take a more
critical view, giving every assigned submission a range of scores only between
1.0 and 2.0, as an example; meanwhile, another judge may be more generous and
score every submission between 4.0 and 5.0.

For illustrative purposes, let’s look at the scores from two hypothetical
judges:

The first judge is far more generous in scoring than the second judge, who gives
much lower scores. If your application was rated by the first judge, it would
earn a much higher total score than if it was assigned to the second judge.

We have a way to address this issue. We ensure that no matter which judges are
assigned to you, each application will be treated fairly. To do this, we utilise
a mathematical technique relying on two measures of distribution, the mean and
the standard deviation.

The mean takes all the scores assigned by a judge, adds them up, and divides
them by the number of scores assigned, giving an average score.

Formally, we denote the mean like this:

The standard deviation measures the “spread” of a judge’s scores. As an example,
imagine that two judges both give the same mean (average) score, but one gives
many zeros and fives, while the other gives more ones and fours. It wouldn't be
fair, if we didn’t consider this difference.

Formally, we denote the standard deviation like this:

To ensure that the judging process is fair, we rescale all the scores to match
the judging population. In order to do this, we measure the mean and the
standard deviation of all scores across all judges. Then, we change the mean
score and the standard deviation of each judge to match.

We rescale the standard deviation like this:

Then, we rescale mean like this:

Basically, we are finding the difference between both distributions for a single
judge and those for all of the judges combined, then adjusting each score so
that no one is treated unfairly according to which judges they are assigned.

If we apply this rescaling process to the same two judges in the example above,
we can see the outcome of the final resolved scores. They appear more similar,
because they are now aligned with typical distributions across the total judging
population.

Sponsor will determine any Winner, using judging criteria that may not
incorporate the same trait scoring rubric employed by any previous

applicant organizations are required to submit the following documents before
they are considered for any Award:

or interest in the Entry, except as expressly identified by You to us in writing
in Your application. You retain all right, title and interest in any inventions,
software or work of authorship You invent or create. The ownership and use of
Intellectual Property Rights arising from this competition remains with You.

Please note that, if you are selected as a Winner, you may be required to enter

ABOUT THE CHALLENGE

AWARDING €150,000 AND ACCELERATING MARKET INTRODUCTION FOR INNOVATIVE, SCALABLE
AND SUSTAINABLE MOBILITY SOLUTIONS

Scroll to discover

Global climate goals are set and the journey toward a sustainable future has
begun. Sweden is committed to push boundaries and build a more sustainable
future with a fossil-free transport sector at the latest by 2045.

Understanding that our daily commute accounts for a substantial part of our
CO2-emissions, we are exploring new ways to improve how we travel. Through the
Sustainable Mobility Challenge, Sweden invites the world’s most progressive
innovators and organisations to take part in unlocking the potential of
sustainable mobility services. To reduce the carbon footprint from our daily
travel and commute, we will recognise and implement fossil-free, user-friendly
personal transport services that meet the needs of today’s commuter, and that
reduce the need for privately-owned vehicles.

THE AWARD PROCESS

The Sustainable Mobility Challenge offers winners a direct path to more quickly
and easily access the Swedish market in 2019.

We are pleased to recognise the three most innovative, scalable, and
user-friendly solutions with an award in the amount of €50,000 each.

Once the Winners of the Sustainable Mobility Challenge are named in Summer 2019,
they qualify for facilitation support and a series of meetings with
representatives from the sites for accelerated market introduction with the goal
to launch 1-3 of the most promising and transformational sustainable mobility
solutions available. The Swedish Energy Agency has allocated €1.5 million for an
open call grant to accelerate this market introduction in Sweden starting in
Autumn 2019, including design, installation and evaluation required for
successful commercial adoption.

THE STAKEHOLDERS

This initiative has created a network of cities, employers, large companies and
property owners who are ready to test and invest in impactful, feasible, and
scalable solutions that take us one step closer to a sustainable future.

While only three solutions will receive cash awards, all applicants will receive
valuable feedback from our Evaluation Panel to help evolve or fine-tune their
ideas, and top-scoring applicants will have the unique opportunity to have their
ideas shared with our Stakeholder Panel — many of whom are potential investors
and changemakers in the sustainable mobility sector.

We are thankful and fortunate to have the tremendous support of the following
stakeholders.

SHARE YOUR SOLUTION AND THE WAYS IT WILL LEAD US TO A MORE SUSTAINABLE FUTURE

Scroll to discover

The Sustainable Mobility Challenge will award a total of €150,000 (three grants
of €50,000 each) to innovative solution providers, addressing the personal
transportation needs and other mobility challenges of Sweden. In addition to
these cash awards, €1,5 million is allocated by the Swedish Energy Agency to
accelerate market introduction of the most transformational sustainable mobility
solutions available. We thereby offer a path for Winners to more quickly and
easily access the Swedish market in 2019, including design, installation and
evaluation required for successful commercial adoption. By participating in the
Challenge, applicants also get exposure to potential investors, changemakers,
and our other stakeholders.

Please read all of the requirements before starting your submission. We
encourage you to review the Rules and Trait Scoring Rubric to emphasize how your
approach aligns with criteria used to assess each valid application.
Applications must be submitted in English. Portions of your application may be
published on this website (including, but not limited to, Organization Name,
Proposal Title, Executive Summary, and Video Pitch).

Please use Chrome as your browser and contact questions@challengefrom.se with
questions or technical issues. The application saves automatically as you enter
information. Any images you include should be used judiciously and not as a way
to get around word count, and image size cannot exceed 10 MB.

Before submitting, be sure to preview your application and confirm that any
changes have saved. When you have completed all of the requirements, a message
will display to Submit your final application. Once you have submitted the
application, you will no longer be able to make changes.

Applications are due no later than Tuesday, 26 March 2019 at 8:00 PM CET.

All fields are required unless otherwise indicated.

A. QUICK PITCH

Let’s begin with the opportunity to make a strong first impression. Share the
most succinct and compelling overview of your proposal. This Quick Pitch should
stand alone (requires no other context). We may reveal this information to the
public, other potential funders, and leaders in Sweden and around the world, who
are change-makers and investors in the future of sustainable mobility solutions.

PROPOSAL TITLE (10 WORDS)

Provide a brief title that describes your overall proposal.

EXECUTIVE SUMMARY (50 WORDS)

Provide a concise summary of the most powerful aspects of your proposal. Keep
your summary to one paragraph. We may use this content to describe the most
promising solutions on our website.

B. YOUR ORGANIZATION

Help us understand the leadership, structure, and capabilities of your
organization.

LEADERSHIP (UPLOAD)

Upload a PDF file (size cannot exceed 10 MB) that includes resumes/CVs for up to
the top three members of leadership team. You are only allowed to upload one
file and only include information for up to the top three leaders in order to
remain eligible.

STRUCTURE (200 WORDS)

Describe your management structure, using the name/title for each team member
and an overview of key roles for overseeing delivery of your solution. Include
descriptions of any partners who are integral to your project’s success. If two
or more organizations are included, describe each partner’s specific role to
support the work being done.

TRACK RECORD (250 WORDS)

Describe your prior success, achievements, and/or specific experience proving
you are well-positioned to implement a safe and stable mobility solution in
Sweden. Emphasize the credibility of your team and include endorsements and/or
other examples of support that speak to your ability to deliver results.

COLLABORATION (150 WORDS)

We are looking for safe, stable, and serious solution providers offering
sustainable and healthy business models. Those providers need to demonstrate
their ability to coordinate within the transport systems of a region. Explain
ways you successfully collaborate with others to support the larger mobility
ecosystem. Describe any past or current partnerships that demonstrate your
ability to operate within those systems. If you are a collaboration between two
or more organizations, present a clear case as to why this will be an effective
partnership.

C. YOUR SOLUTION

We envision a future where the daily commute within our communities is improved
through fossil-free options that offer competitive pricing to reduce the need
for a private car, and that combines offerings from different transport
providers into a single seamless mobile service, removing the hassle of planning
and one-off payments. Showcase your business model, plan, key tactics, and other
technical aspects to deliver your proposed solution.

SOLUTION NARRATIVE (250 WORDS)

We are looking for a solution that is built on an open and scalable platform,
that enables secure integration with other systems, and that can improve over
time, including the possibility to add new services and/or complement other
third-party solutions. Provide a general description of your solution, including
your current status and any  description of locations where your solution is
currently implemented (if applicable).

BUSINESS MODEL (250 WORDS)

Explain how you plan to implement and manage your proposed solution. Include a
general description of the required resources, estimated cost per use/user, and
the feasibility of your approach. You may include schematics, photos, and other
visual representations of your solution, and image size cannot exceed 10 MB. For
physical mobility service providers, describe your ability to finance your modes
of transportation. For platform or product/service aggregators, describe how you
address interconnection of multiple products/services. Please ensure that your
description of the customer interface includes an explanation of a
single-point-of-payment functionality.

USER PROFILE (150 WORDS)

Demonstrate your understanding of your customers. Who are you serving? What
obstacles do your customers face? Show that you have taken time to understand
those conditions and how your solution will address them. Demonstrate that you
have taken the time to understand their needs. You may also provide an
explanation of any broader challenges that you may be serving, such as climate
change and/or environmental remediation.

STAKEHOLDER ENGAGEMENT (150 WORDS)

In order to be effective, any solution provider needs support from local
stakeholders. Either describe how you have engaged community representatives
where you have previously implemented your solution or how you to intend to
engage local stakeholders in Sweden, should you be chosen to introduce your
solution within a local community. You have already described your record
collaborating with others, so this is your opportunity to describe how you plan
to engage stakeholders effectively going forward. What are the tools and tactics
that you intend to utilize to ensure support from those stakeholders?

SUPPLY CHAIN ALIGNMENT (150 WORDS)

While you have previously described your record as a collaborator and your
approach to stakeholder engagement, this is your opportunity to describe how you
intend to align your solution within the supply chain of other product or
service providers. Please identify those interests who are most relevant to your
supply chain needs.

INNOVATION (150 WORDS)

Share how your solution will more quickly and/or more cost effectively lead to
cleaner, more convenient, speedy, reliable, safe, and sustainable mobility, and
how it differs from, improves upon, and/or bolsters existing methods/practices
in Sweden and/or around the world. Highlight unique features of the solution
that you have or will develop. Provide any other information to demonstrate the
creativity of your approach.

D. ACCELERATED MARKET INTRODUCTION

The Swedish Energy Agency will facilitate Accelerated Market Introduction for
the winning solutions that offer new, seamless, personal transport services to
meet the underlying needs of today’s commuter. Those solutions must be flexible,
easy to use, and replace the need for privately-owned cars. The Sustainable
Mobility Challenge has created a network of proactive stakeholders with shared
needs - including cities, large companies, and property owners - all of whom are
ready to test and invest in impactful, feasible, and scalable solutions that
take us one step closer to a sustainable future. Winners will be invited to
negotiate their market introduction projects with participating stakeholders in
Sweden in Summer 2019, and the market introduction period is intended to last
for up to 12 months starting in late Autumn 2019.

MARKET INTRODUCTION PLAN (250 WORDS)

Daily commuter travel is responsible for a substantial part of CO2-emissions in
Sweden, and we are determined to reach a fossil independent transportation
sector in Sweden by 2030. Describe your plan, timeline, key requirements, and
other considerations for a successful Market Introduction. Explain how you would
plan to enter a new marketplace. Demonstrate your understanding of the
particular needs of the Swedish market.

METRICS & OUTCOMES (250 WORDS)

The winning solutions will have a net-positive environmental impact and prove to
be profitable and sustainable over time. Define success, your measurable
results, other outcomes, and any process for evaluating, tracking, and gathering
metrics to substantiate claims. This may include metrics for fossil free
transport (such as reduced CO2 emissions), effective mobility that does not
cause increased traffic or congestion, cost efficiencies, time savings, consumer
accessibility and ease, and long-term impact. Offer any relevant data to back up
claims of effectiveness, including how you are well-prepared and best suited to
successfully introduce your proposed solution to Sweden.

RISK MANAGEMENT (100 WORDS)

Identify any specific operational or tactical hurdles, principal risks or
challenges to the short and long-term success of the project and your plans to
address them. We want to understand whether you are anticipating any specific
issues that you will need to overcome to deploy your solution in Sweden.

OUTREACH PLAN (100 WORDS)

Please describe your approach to outreach and communications, explaining how you
intend to introduce the solution, explain why it matters, and activate your
target community.

SCALABILITY & ADAPTABILITY (150 WORDS)

Share your vision and explain how your solution is prepared to expand beyond the
market introduction phase. Describe plans to sustain your solution with less
dependency on any public subsidies and to scale your solution as a model that
can be applied or adapted to meet the diverse needs of many communities
throughout Sweden (and around the world).

BUDGET (150 WORDS)

Offer a narrative description of your total budget needs, please list and
describe items and administrative costs for the Accelerated Market
Introduction of your proposed solution within a 12-month timeline. Explain any
contingency plan, should you not secure any necessary additional resources. If
additional resources have already been secured, please reference those sources
of funding or other resources. Please describe any potential to leverage
additional resources to scale your project (including the name(s) of any current
funding prospect(s), amounts, and type of those resources).

OTHER CONSIDERATIONS (100 WORDS)

This is your final opportunity to raise any other considerations. Here, you may
emphasize or expand upon a previous point or provide new information, as
necessary.

E. VIDEO PITCH

You are required to submit a video presentation that captures why your approach
should be funded. You will upload a short digital film using YouTube (set the
Privacy Settings on your video to Public or Unlisted - do not set them to
Private). Your video may be extracted from your submission and made available to
the public.

Your Video Pitch should comply with the following guidelines. If it does not,
your submission may be invalid and no longer eligible for an award.

 * A length of no more than 90 seconds.
 * Only one to two people should present during the video.
 * Dialogue should be in English, or if in another language, subtitled in
   English.
 * Not contain identifiable children without parent consent.

Here are general suggestions for delivering a high-quality video pitch:

 * Introduce yourself and your organization or team.
 * What problem are you trying to solve?
 * What is your approach?
 * What is unique about your approach? And how could it expand its reach?
 * How would you achieve greater impact if you had the necessary resources?

Hone your content:

 * Keep your description and language simple.
 * Demonstrate passion through your words and enthusiasm.
 * Focus on providing a personal connection and telling us about why your work
matters; we are not looking for Hollywood production quality. This is about
showcasing your passion and approach, not your movie-making chops.

F. ADDITIONAL INFORMATION

If you are chosen as a Finalist of the Sustainable Mobility Challenge, you may
be required to provide additional information. The following list is only
intended to illustrate some of the basic additional information that may be
required of you, and the Swedish Energy Agency reserves the right to require
other information, as necessary.

 * A more detailed work plan, timeline, and/or evaluation plan.
 * Existing policies, if any, addressing conflicts of interest, whistleblower,
internal controls, anti-money laundering, intellectual property, code of
conduct, ethics, gifts, and any similar policies governing the principal
   organization and partners.
 * Reports on progress and the status of the solution.

Competition Sponsor a non-exclusive, royalty free, sub-licensable, worldwide,
license and right to use the Entry to the extent necessary to administer the
Competition, and to reproduce, distribute, publicly perform and publicly display
the Entry for any purpose, including, without limitation, for advertising and
promotional purposes relating to the Competition. If You are selected as a
Winner of the Competition, as a condition to receiving the respective Awards,
You hereby irrevocably grant the Competition Sponsor a non-exclusive, perpetual,
royalty free, sub-licensable, worldwide, license and right to post on the
Competition Sponsor’s website portions of your Entry.

7. RAMPIT'S RELATIONSHIP WITH COMPETITOR AND COMPETITION SPONSOR

7.1 RAMPIT is not involved in any way in the formation of any contract between
the Competitor and the Competition Sponsor. RAMPIT at no time acts as an agent
for any Competitor.

7.2 RAMPIT will not be liable to You in any respect if a Competition Sponsor or
Competitor fails to perform its obligations under this Agreement or the
Competition.

7.3 The Competition Sponsor will at all times be responsible for the bestowal of
any Award(s) in accordance with the Agreement and the Competition Terms and
Conditions. RAMPIT will have no liability whatsoever in respect to the failure
of a Competition Sponsor to bestow any Award(s), and You acknowledge and agree
that You will not take action of any kind against RAMPIT in respect to any claim
for any Award(s) that You may or may not have or wish to make.

8. TERMS SPECIFIC TO WINNER AND COMPETITION SPONSOR

8.1 Winner agrees that any Award is conditional upon receipt by the Competition
Sponsor of any Entry Content used or consulted by that Winner in generating the
winning Entry and that any Award will not be bestowed until this condition has
been satisfied.

8.2  Winner may be required to execute a separate agreement as a condition to
receiving an Award. If a Winner fails or refuses to sign and return this
separate agreement within five days after the Competition Sponsor’s request (or
a shorter time as exigencies may require), the Winner may be disqualified, and
an alternate Winner may be selected.

8.3  By participating in the Competition, in addition to any other rights
granted herein or which may be granted in any other agreement entered into
between the Competition Sponsor and RAMPIT, on the one hand, and You, on the
other hand, You, to the extent allowed by applicable law, hereby irrevocably (a)
grant to each of the Competition Sponsor and RAMPIT the right to use Your name,
likeness, image, voice, and biographical information in any and all media for
any purpose, including, without limitation, advertising and promotional purposes
relating to the Competition and (b) release Competition Sponsor from all
liability of any kind with respect thereto.

8.4  No more than the advertised number of Awards will be distributed.

8.5  Attempts to notify potential Winners will be made using the contact
information provided on the Winner’s Entry. The Competition Sponsor and RAMPIT
are not responsible for e-mail or other communication problems of any kind. If,
despite reasonable efforts, a potential Winner does not respond within five days
after the first notification attempt (or a shorter time as exigencies may
require), or if the Award or Award notification is returned as unclaimed or
undeliverable to such potential Winner, such potential Winner will forfeit the
Award and an alternate Winner may be selected. If any potential Winner is found
to be ineligible, or has not complied with this agreement or any Competition
rules or requirements or declines the applicable Award for any reason, such
potential Winners will be disqualified and an alternate Winner may be selected.

9. TAXES ON AWARDS

9.1  You will be responsible for any tax, levy, or other charge that may arise
under any applicable law from the use of this website, including from receiving
any Award(s). You acknowledge that You will not be entitled to demand any
additional payment by reason of any Award(s) being subject to any tax, levy, or
other charge in any jurisdiction.

10. LIMITATION OF LIABILITY

10.1  THIS WEBSITE AND SERVICES, AND ALL CONTENT ASSOCIATED THEREWITH, ARE
PROVIDED "AS IS" AND "AS AVAILABLE" WITH ALL FAULTS AND WITHOUT WARRANTY OF ANY
KIND. TO THE FULLEST EXTENT PERMISSIBLE PURSUANT TO APPLICABLE LAW, RAMPIT AND
COMPETITION SPONSOR AND THE OWNERS, DIRECTORS, OFFICERS, EMPLOYEES, AGENTS,
AFFILIATES, LICENSORS AND SUPPLIERS OF EACH EXPRESSLY DISCLAIM ANY WARRANTIES,
EXPRESS, IMPLIED, STATUTORY, OR OTHERWISE, INCLUDING WARRANTIES OF
MERCHANTABILITY, FITNESS FOR ANY PARTICULAR PURPOSE (EVEN IF THE PURPOSE HAS
BEEN DISCLOSED), AND NON-INFRINGEMENT. RAMPIT DOES NOT WARRANT THIS WEBSITE AND
RELATED SERVICES AND THE CONTENT PROVIDED THROUGH IT, INCLUDING THE ENTRIES AND
ASSOCIATED ENTRY CONTENT, TO BE AVAILABLE, ACCURATE, USEFUL, OR FREE OF ERRORS,
VIRUSES, OR OTHER HARMFUL COMPONENTS. YOU ARE SOLELY RESPONSIBLE FOR ANY DAMAGE
TO YOUR EQUIPMENT, SOFTWARE, LOSS OF DATA, OR OTHER HARM THAT RESULTS FROM YOUR
USE OF THIS WEBSITE (INCLUDING THE SERVICES).

10.2  UNDER NO CIRCUMSTANCES WILL RAMPIT OR COMPETITION SPONSOR OR THE OWNERS,
DIRECTORS, OFFICERS, EMPLOYEES, AGENTS, AFFILIATES, LICENSORS OR SUPPLIERS OF
EITHER BE LIABLE FOR ANY SPECIAL, INDIRECT, INCIDENTAL, CONSEQUENTIAL, PUNITIVE,
OR EXEMPLARY DAMAGES ARISING OR RELATED TO THIS WEBSITE, INCLUDING LOSS OF
PROFITS, LOSS OF DATA, LOSS OF BUSINESS OR ANTICIPATED SAVINGS, EVEN IF RAMPIT
OR COMPETITION SPONSOR OR THE AUTHORIZED REPRESENTATIVE OF EITHER HAS BEEN
ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. THESE LIMITATIONS WILL APPLY
NOTWITHSTANDING ANY FAILURE OF ESSENTIAL PURPOSE OF ANY LIMITED REMEDY.

WITHOUT LIMITING THE GENERALITY OF THE FOREGOING, YOU AGREE THAT NEITHER RAMPIT
NOR THE COMPETITION SPONSOR ARE RESPONSIBLE FOR ANY LOSS ARISING OUT OF, OR IN
ANY WAY CONNECTED WITH:

 a. delay or inability to access or use this Website;
 b. reliance on any Competition Information or other Content;
 c. the transmission of any computer virus, however occurring;
 d. any unauthorized access to, modification or alteration of Content;
 e. any Content sent or received or not sent or received;
 f. any transaction entered into through this Website;
 g. any infringement of rights, including Intellectual Property Rights;
 h. any threatening, defamatory, obscene, offensive, harmful, inappropriate or
    illegal Content or conduct of any party;
 i. any Content sent by any third party using and/or included in this Website;
 j. termination of Your participation; or,
 k. any delays, interruptions, inaccuracies, errors, omissions or cessation of
    services.

10.3  For the avoidance of doubt, You acknowledge that RAMPIT is a provider of
an interactive computer service and that neither RAMPIT nor Competition Sponsor
are a publisher under Section 230 of the Communications Decency Act of 1996, and
therefore not responsible for any of the Users' Postings. If, notwithstanding
the provisions of this Clause 11.3, a court of competent jurisdiction holds
RAMPIT or Competition Sponsor liable in respect of any matters arising under or
incidental to this Agreement, RAMPIT'S AND COMPETITION SPONSOR’S TOTAL LIABILITY
TO YOU FOR ALL DAMAGES, LOSSES, AND CAUSES OF ACTION ARISING OUT OF OR RELATING
TO THIS AGREEMENT OR YOUR USE OF THIS WEBSITE OR RELATED SERVICES (WHETHER IN
CONTRACT, TORT INCLUDING NEGLIGENCE, WARRANTY, OR OTHERWISE) WILL IN NO EVENT
EXCEED THE AMOUNT PAID BY YOU FOR USING THIS WEBSITE DURING THE 12 MONTHS
PRECEDING YOUR CLAIM, OR, IF NO AMOUNT WAS PAID, SUCH LIABILITY WILL BE LIMITED
TO $100.

10.4  You agree that neither RAMPIT nor Competition Sponsor nor the third-party
providers of either will be liable or responsible for any failure in, or delay
to, the provision of the Services or in RAMPIT nor Competition Sponsor complying
with its obligations under this Agreement where such failure or delay has arisen
as a direct or indirect result of:

 a. fire, earthquake, storm, flood, hurricane, inclement weather or other act of
God, war, terrorism, explosion, sabotage, industrial accident or industrial
    strike;
 b. telecommunications failure, hardware failure or software failure;
 c. the failure of any third party to fulfill any obligations to RAMPIT or
    Competition Sponsor; or
 d. any other circumstance or event which is or is not within the reasonable
control of RAMPIT or Competition Sponsor.

10.5  In the event an insufficient number of eligible entries is received or the
Competition Sponsor is prevented from awarding an Award or continuing with the
Competition as contemplated herein by any event beyond its control, including,
without limitation, fire, flood, natural or man-made epidemic, earthquake,
explosion, labor dispute or strike, act of God or public enemy, satellite or
equipment failure, riot or civil disturbance, terrorist threat or activity, war
(declared or undeclared) or any federal state or local government law, order, or
regulation, public health crisis, order of any court or jurisdiction, or other
cause not reasonably within the Competition Sponsor’ control (“Force Majeure”),
the Competition Sponsor shall have the right to modify, suspend, or terminate
the Competition. If the Competition is terminated for Force Majeure before
expiration of the Sustainable Mobility Challenge, the Competition Sponsor will
(if reasonably possible) select a Winner from all eligible, non-suspect entries
received as of the date of the event giving rise to the termination.

10.6  All obligations of the Competition Sponsor under or pursuant to this
Agreement are subject to the availability of funds, and no provision of this
Agreement shall be interpreted to require obligation or payment of funds in
violation of the Anti-Deficiency Act, (31 U.S.C. § 1341).

10.7  You agree that the Competition Sponsor and RAMPIT:

 a. shall not be responsible or liable for any losses, damages, or injuries of
any kind (including death) resulting from participation in the Competition
or any Competition-related activity, or from Your acceptance, receipt,
possession, use, or misuse of any Award, and
 b. have not made any warranty, representation, or guarantee, express or
implied, in fact or in law, with respect to any Award, including, without
limitation, regarding such Award’s merchantability or fitness for a
particular purpose. The Competition Sponsor and RAMPIT assume no
responsibility for any damage to Your computer system which is occasioned by
accessing the Competition Website or participating in the Competition, or
for any computer system, phone line, hardware, software, or program
malfunctions, or other errors, failures, delayed computer transmissions, or
network connections that are human or technical in nature.

11. INDEMNITY

11.1  You agree to indemnify and hold each of the Competition Sponsor, RAMPIT,
and their owners, officers, employees, agents and suppliers, harmless from all
claims and Losses (including legal fees) due to or arising out of or in
connection with Your Postings, Competition, Competition Information and other
Content (as applicable), Your use of this Website, or Your breach of this
Agreement.

12. ACCESS TO THE SITE OUTSIDE OF THE UNITED STATES

12.1  Neither RAMPIT nor Competition Sponsor represent or warrant that the
Content on this Website complies with the laws of any country outside of the
United States. If You access this Website from outside the United States, You do
so at Your own risk.

13. INTELLECTUAL PROPERTY

13.1  You acknowledge that, as between the parties, RAMPIT is the owner of all
Intellectual Property Rights in and to this Website (excluding Postings). You
acknowledge that You have no Intellectual Property Rights in or to this Website
or to any Postings not made directly by you except for a limited license to use
this Website as necessary to participate in a Competition or evaluate the
possibility of such participation.

13.2  You acknowledge that all text, graphics, user interfaces, photographs,
trademarks, logos and artwork, including the design, structure, selection,
coordination, expression, 'look and feel' and arrangement of such Content,
provided by RAMPIT or its licensors on this Website is owned or licensed by or
to RAMPIT and is protected by applicable copyright, patent and trademark laws
and various other intellectual property rights and unfair competition laws. No
such Content can be copied, publicly displayed, modified, sold, licensed or
distributed in any way by You without RAMPIT's prior written consent. You shall
not use the name “Swedish Energy Agency” or any variation, adaptation, or
abbreviation thereof, or the name of any of Swedish Energy Agency’s Board
members, officers, employees, or agents, or any trademark, insignia or program
identifier-owned by Swedish Energy Agency in any promotional material or other
public announcement or disclosure, nor copied, publicly displayed, modified,
sold, licensed or distributed in any way by You without the prior written
consent of Swedish Energy Agency, which consent Swedish Energy Agency may
withhold in its sole discretion.

14. THIRD PARTY SITES

14.1  From time to time, RAMPIT may provide, or any Content may contain, links
to Third Party Sites and resources. You acknowledge that:

 a. Neither RAMPIT nor Competition Sponsor have any control over Third Party
    Sites and resources;
 b. Neither RAMPIT nor Competition Sponsor are responsible for the availability
of such external sites or resources; and
 c. Neither RAMPIT nor Competition Sponsor endorse nor are either responsible
for any content, advertising, products, services or other materials on or
available from such sites or resources.

14.2  You acknowledge and agree that neither RAMPIT nor Competition Sponsor will
be responsible or liable, directly or indirectly, for any Loss caused or alleged
to be caused by or in connection with Your use of or reliance on any Content or
material available on or through any Third Party Sites or resource.

15. ARBITRATION

15.1  In the interest of resolving disputes between You and RAMPIT in the most
expedient and cost effective manner, You and RAMPIT agree that any and all
disputes arising in connection with this Agreement shall be resolved by binding
arbitration. Arbitration is more informal than a lawsuit in court. Arbitration
uses a neutral arbitrator instead of a judge or jury, may allow for more limited
discovery than in court, and can be subject to very limited review by courts.
Arbitrators can award the same damages and relief that a court can award. Our
agreement to arbitrate disputes includes, but is not limited to all claims
arising out of or relating to any aspect of this Agreement, whether based in
contract, tort, statute, fraud, misrepresentation or any other legal theory, and
regardless of whether the claims arise during or after the termination of these
Terms. You understand and agree that, by entering into this agreement, You and
RAMPIT are each waiving the right to a trial by jury or to participate in a
class action.

15.2  You and RAMPIT or Competition Sponsor each agree that nothing herein shall
be deemed to waive, preclude, or otherwise limit any rights to (i) bring an
individual action in small claims court, (ii) pursue enforcement actions through
applicable federal, state, or local agencies where such actions are available,
(iii) seek injunctive relief in a court of law, or (iv) to file suit in a court
of law to address intellectual property infringement claims.

15.3  Any arbitration between You and RAMPIT will be governed by the Commercial
Dispute Resolution Procedures and the Supplementary Procedures for Consumer
Related Disputes (collectively, "AAA Rules") of the American Arbitration
Association ("AAA"), as modified by these Terms, and will be administered by the
AAA. The AAA Rules and filing forms are available online at adr.org, by calling
the AAA at 1-800-778-7879.

15.4  A party who intends to seek arbitration must first send a written notice
of the dispute to the other, by certified mail or Federal Express (signature
required), or in the event that we do not have a physical address on file for
You, by electronic mail ("Notice"). RAMPIT's address for Notice is: RAMPIT, LLC,
805 2nd Avenue South, #3, Nashville, TN 37210 or support@rampit.com. The
COMPETITION SPONSOR’S address is SWEDISH ENERGY AGENCY, Gredbyvägen 10
Eskilstuna. The Notice must: (a) describe the nature and basis of the claim or
dispute; and, (b) set forth the specific relief sought. We agree to use good
faith efforts to resolve the claim directly, but if we do not reach an agreement
to do so within 30 calendar days after the Notice is received, You may commence
arbitration proceedings.

15.5  Any arbitration hearings will take place at a location to be agreed upon
by the parties to the arbitration or, if a location cannot be agreed upon, then
it will be agreed upon by the arbitrator(s), provided that if the claim is for
$10,000 or less, You may choose whether the arbitration will be conducted solely
on the basis of documents submitted to the arbitrator, through a non-appearance
based telephonic hearing, or by an in-person hearing as established by the AAA
Rules. Regardless of the manner in which the arbitration is conducted, the
arbitrator shall issue a reasoned written decision sufficient to explain the
essential findings and conclusions on which the decision and award, if any, are
based. The arbitrator may make rulings and resolve disputes as to the payment
and reimbursement of fees or expenses at any time during the proceeding and upon
request from either party made within 14 calendar days after the arbitrator's
ruling on the merits.

15.6  YOU AND RAMPIT AGREE THAT EACH MAY BRING CLAIMS AGAINST THE OTHER ONLY IN
YOUR OR ITS INDIVIDUAL CAPACITY, AND NOT AS A PLAINTIFF OR CLASS MEMBER IN ANY
PURPORTED CLASS OR REPRESENTATIVE PROCEEDING. Further, unless both You and
RAMPIT or agree otherwise, the arbitrator may not consolidate more than one
person's claims, and may not otherwise preside over any form of a representative
or class proceeding.

15.7  If only Clause 15.6 is found to be unenforceable, then the entirety of
this Section 15 shall be null and void and, in such case, the parties agree that
the exclusive jurisdiction and venue described in Section 17 shall govern any
action arising out of or related to the Agreement.

16. DIGITAL MILLENNIUM COPYRIGHT ACT

16.1  If you are a copyright owner or an agent thereof and believe that any
Content infringes upon your copyrights, you may submit a notification pursuant
to the Digital Millennium Copyright Act ("DMCA") by providing RAMPIT's copyright
agent (the "Copyright Agent") with the following information in writing (see 17
U.S.C. 512(c)(3) for further detail):

 a. A physical or electronic signature of a person authorized to act on behalf
    of the owner of an exclusive right that is allegedly infringed;
 b. Identification of the copyrighted work claimed to have been infringed, or,
if multiple copyrighted works at a single online site are covered by a
    single notification, a representative list of such works at that site;
 c. Identification of the material that is claimed to be infringing or to be the
subject of infringing activity and that is to be removed or access to which
is to be disabled and information reasonably sufficient to permit the
    service provider to locate the material;
 d. Information reasonably sufficient to permit the service provider to contact
you, such as an address, telephone number, and, if available, an electronic
    mail;
 e. A statement that you have a good faith belief that use of the material in
the manner complained of is not authorized by the copyright owner, its
    agent, or the law; and
 f. A statement that the information in the notification is accurate, and under
penalty of perjury, that you are authorized to act on behalf of the owner of
an exclusive right that is allegedly infringed.

16.2  RAMPIT's designated Copyright Agent to receive notifications of claimed
infringement is Copyright Agent, RAMPIT, LLC, 805 2nd Avenue South, #3,
Nashville, TN 37210, email: support@rampit.com. You acknowledge that if you fail
to comply with all of the requirements of this Section 16, your DMCA notice may
not be valid.

16.3 If you believe that your Content that was removed (or to which access was
disabled) is not infringing, or that you have the authorization from the
copyright owner, the copyright owner's agent, or pursuant to the law, to post
and use the material in your Content, you may send a counter-notice containing
the following information to the Copyright Agent:

 a. Your physical or electronic signature;
 b. Identification of the Content that has been removed or to which access has
been disabled and the location at which the Content appeared before it was
    removed or disabled;
 c. A statement that you have a good faith belief that the Content was removed
    or disabled as a result of mistake or a misidentification of the Content;
    and
 d. Your name, address, telephone number, and e-mail address, a statement that
you consent to the jurisdiction of the federal court in Nashville,
Tennessee, and a statement that you will accept service of process from the
person who provided notification of the alleged infringement.

16.4  If a counter-notice is received by the Copyright Agent, RAMPIT may send a
copy of the counter-notice to the original complaining party informing that
person that it may replace the removed Content or cease disabling it in 10
business days. Unless the copyright owner files an action seeking a court order
against the Content provider, member or user, the removed Content may be
replaced, or access to it restored, in 10 to 14 business days or more after
receipt of the counter-notice, at RAMPIT's sole discretion.

17. MISCELLANEOUS

17.1  As defined in Clause 1.2, this Agreement is the entire agreement between
You and RAMPIT relating to the subject matter herein, and supersedes all
previous communications, representations, understandings and agreements, either
oral or written, between You and RAMPIT with respect to said subject matter.
This Agreement shall not be modified except in a writing signed by both parties,
or by a change made as provided in Clause 2.2. If any provision of this
Agreement is invalid or unenforceable, such invalidity or unenforceability will
not affect the remainder of this Agreement, which is severable from said
provision and will remain in full force and effect.

17.2  If You breach any provision of this Agreement and RAMPIT has knowledge
(either actual or constructive) of that breach, a failure to pursue legal action
or to enforce any remedy against You will not constitute a waiver of its legal
rights. Any waiver of rights under this Agreement must be in writing and signed
by RAMPIT.

17.3  All matters relating to this Website and this Agreement are governed by
and are to be construed according to the laws applicable in the state of
Tennessee, United States (without regard to any rules governing choice of law).
If one or more of the exceptions from arbitration expressly set forth in Section
16 above apply, You agree unconditionally to submit to the exclusive
jurisdiction of the courts in Davidson County, Tennessee, in relation to all
matters arising out of or in any way connected with this Agreement or this
Website.

17.4  RAMPIT may assign its rights and novate or transfer obligations which
arise under this Agreement. You must not assign, novate or otherwise transfer
Your rights or obligations under this Agreement without the prior written
consent of RAMPIT. Any assignment attempted in violation of this Clause 17.4
shall be void.

17.5  The parties agree that no rule of construction applies to the disadvantage
of a party because that party was responsible for the preparation of this
Agreement or part of it.

17.6  Unless otherwise requested in writing by You, RAMPIT may refer to You and
Your corporate identity (if applicable) as part of promoting this Website and
RAMPIT in the marketplace.

17.7  RAMPIT accepts content uploaded from Users in good faith and on the basis
of warranties provided by Users. It is Your responsibility at all times to
investigate and become satisfied as to the accuracy of the information provided
by any other party (including all Users) on this Website. RAMPIT at no time
makes any representations as to the accuracy of any information provided on this
Website.

17.8  You acknowledge and agree that to the extent that this Agreement relates
to a Competition, a prospective Competition or any Posting, this Agreement is
intended also to be for the benefit of the Competition Sponsor, the Competitors
and other Users, who are express and intended third-party beneficiaries with
respect to their rights and who are entitled to enforce the provisions of this
Agreement against You.

17.9  All notices, requests, demands, consents, approvals, offers, agreements or
other communications given by You to RAMPIT must be emailed to RAMPIT
at support@rampit.com.

17.10  In the interpretation of this Agreement, unless the contrary intention
appears:

 a. the words 'includes' or 'including' mean 'includes without limitation' or
    'including without limitation';
 b. a reference to a 'person' or 'entity' includes a reference to an individual,
    group of individuals, corporation, firm, association or other entity;
 c. the singular includes the plural and vice versa;
 d. an agreement, representation or warranty made by two or more persons is made
by them jointly and by each of them severally; and headings are inserted for
convenience only and do not affect the interpretation of this Agreement.

17.11 This Competition is a skills-based prize to resolve bona fide requirements
and, for clarity, is not any game(s) of chance.

ACCELERATED MARKET INTRODUCTION

OUR WINNING SOLUTIONS IN ACTION

Scroll to discover

As part of the Sustainable Mobility Challenge, the Swedish Energy Agency is
offering a unique opportunity for the winning solutions to more quickly and
easily access the Swedish market in 2019.

The Swedish Energy Agency has allocated €1.5 million for an open call grant to
accelerate market introduction for the most transformational sustainable
mobility solutions available, including design, installation, evaluation, and
other activities required for successful commercial adoption. An additional €4.5
million is to be invested by the committed partners on the different
geographical sites (see location information below) where the solutions are
tested and introduced.

The open call is set to commence on the 27th of February and will remain open
until the 24th of June 2019. The expected duration of applied projects is 12 –
14 months within a period between the 1st of November 2019 until the 31st of
December 2020.

The expected project volume is between 20-60 MSEK with a contribution rate of
25% from the Swedish Energy Agency (5-15 MSEK). The contribution from the
Swedish Energy Agency is prearranged in accordance with the European Union’s
state aid rules as defined here.

The open call accepts applications from a wide variety of stakeholders and
actors including consortia of suppliers, public and private need-owners and if
applicable, also academia. Further details regarding the open call will be
available in the beginning of mars.

During the Negotiation Period our team will facilitate on-site meetings and
intensive discussions to match the winning solutions with a selected site, agree
on goals for the partnership, and set a plan to move forward.

To enable a wider implementation of the winning solutions in other locations and
cities, the experiences from the accelerated market introduction and test phase
will be documented and shared within the existing network of potential buyers.

There will be five locations in Sweden available for accelerated market
introduction. See below to learn more about each site, including an overview of
the location, travel behavior, the need, statistics and more.

LINKÖPING

SWEDEN’S MOST AMBITIOUS CLIMATE GOALS

Scroll to discover

WELCOME TO LINKÖPING

Watch this video to learn more and hear directly from representatives of this
site.

Linköping, located in eastern Sweden, is a progressive industrial city with the
most ambitious climate goals in the whole country. The region leads the way in
cleantech with a well-developed industry focused on recycling and renewable
fuels. Linköping is the home of leading tech companies such as Sectra, IFS and
Autoliv, as well as pioneering startups like Amra, XM Reality and Senion. Also,
multinational companies such as Ericsson, Toyota and Siemens are located here in
East Sweden.

Linköping’s ambitious goal to be carbondioxide neutral by 2025 requires new
solutions and behavioural changes - and involves everyone. A broad
implementation of sustainable mobility services is key in achieving this goal.

THE SITE FOR ACCELERATED MARKET INTRODUCTION

The intended site for accelerated market introduction in Linköping is the dense,
green and varied Vallastaden, also called Sweden´s most innovative city
district. Nearly 1,000 residences are built around central themes of social,
environmental and economical sustainability.

Vallastaden is car-free with only a limited number of parking spaces on the
outskirts of the district. To get around, residents are offered a free trial
period for public transportation and free membership in car-sharing and
bike-pool services.

The goal is a test of 5,000-10,000 users with one to three employers in one to
three residential areas. With its progressive profile, Vallastaden attracts
early adopters and is an excellent site to try new services and drive change.

Adjacent to Vallastaden, and part of the site for accelerated market
introduction, is the Science Park Mjärdevi. It is a world-class innovation
hotspot with 7,000 brilliant minds and more than 400 companies. Also,
Linköping's highly ranked university is next door, and enrolls more than 27,000
students and employs 4,000 people.

TRAVEL BEHAVIOUR

Linköping is Sweden’s second bike friendliest city. Almost 30% of the daily
trips are made by bike with an ambition to increase it to 40% by 2030. There is
also an ambition to increase public transportation from 13% to 20% while
reducing car rates from 60% to 40%. Major investments are made to develop public
transport and the network for walking and cycling.

Already today there are several types of mobility services in Linköping.
Established services for car sharing, e-cargobike pool and BRT-bus rapid transit
exist. During 2019, new services for a city-wide e-bike pool and autonomous
minibuses are planned.

THE STAKEHOLDERS AND EXISTING NEED

There is a great desire in the region to find solutions that make it easy to
live and get around without owning a car. Many of Linköping’s companies take a
stand and are actively involved in the transformation not only from a
sustainability perspective, but also to be an attractive employer in the future.
Already today, several employers and property owners in Linköping have signed an
intentional agreement as a partner for accelerated market introduction, with
Ericsson, IFS, Combitech, Cybercom and Wolfram, to name a few. During the test
period, Science Park Mjärdevi will support local coordination to enable a smooth
market introduction.

Linköping wants a “Spotify-like” solution for sustainable mobility services
where alternatives to using a privately-owned car are so attractive that
participiants choose to leave their car parked during our test period.

GOTHENBURG

ONGOING TRANSFORMATION CALLS FOR NEW SUSTAINABLE WAYS TO GET TO WORK

Scroll to discover

 Credits: Per Pixel Petersson/imagebank.sweden.se

WELCOME TO GOTHENBURG

Gothenburg, located in western Sweden, is the second largest city in the country
and one of Scandinavia’s major logistics centres. Its position by the water has
made Gothenburg a very important harbor for Swedish export. The city has a
strong industrial tradition and is the home of global companies such as Volvo
Group, Volvo Cars and SKF. Gothenburg’s strong industrial position has opened a
door to a wide range of other business sectors.

Gothenburg is currently transforming from a smaller city to a big city. This
places completely new demands on the transport system. There must be increased
opportunities for walking, cycling and using public transport, and these
alternatives must be so attractive that residents choose them over their
privately-owned vehicles. In a proactive transport strategy, the city has
adopted a holistic perspective to create a dense and green city, and to address
growth opportunities and the need for new infrastructure without compromising
sustainability.

THE SITE FOR ACCELERATED MARKET INTRODUCTION

The intended site for accelerated market introduction in Gothenburg is the
Campus Lundby area where Volvo Group's headquarters are located and a growing
part of the company’s operations will be based. Here Volvo creates a
world-center for the development of transport solutions within the Volvo Group's
various areas.

Campus Lundby will grow from 4,500 to 11,000 employes within six to eight years.
Volvo has been generously offering employee parking, but this incentive will be
very limited in the future. While the area offers public transportation as well
as car- and bike-pool services, finding new, attractive solutions for employees
to get to and from work is a growing necessity for Volvo Group and a
prerequisite to be an attractive employer.

Close to Campus Lundby, and a potential expansion of the site for accelerated
market introduction, is Lindholmen Science Park. It has become the most
knowledge-intensive and expansive area in Gothenburg, and an important hub for
the expanding city. The science park has attracted 375 companies, two
universities and six secondary schools, and has become a cluster for
transportation and mobility.

The Lindholmen area is also undergoing a major transformation. Both housing
projects and new offices are planned and the amount of people in the area is
expected to double from 30,000 to 60,000 within just a couple of years. The area
is planned with a reduced number of parking spaces in the outskirts and
therefore strong emphasis is on finding new mobility services. There are many
exciting plans for the area, including a new cable-car that will simplify travel
across the Göta river. The cable-car, with a capacity of 2,000 passengers per
hour in each direction, is planned to start its operation in 2021 and will be
the first in Sweden to integrate into the regular public transport system. The
cable-car is going to connect the two areas, Campus Lundby and Lindholmen, as
well as with other parts of Gothenburg.

TRAVEL BEHAVIOUR

Gothenburg is a fast-growing city. With 45% of daily travel made by car, the
city’s transport strategy clearly states that a broad implementation of
alternative sustainable mobility services is crucial to support the current
expansion.

Already today there are several types of mobility services offered in
Gothenburg. Established services for car pools, bike pools and public
transportation, including buses, electrical buses and trams exist. Gothenburg
also utilizes its location by the water through ferries and the planned
cable-car across the river.

THE STAKEHOLDERS AND EXISTING NEED

There is an explicit and shared need among several stakeholder in Gothenburg to
find and invest in sustainable mobility services.

The main partner involved in the site for accelerated market introduction is
Volvo Group. During the test period, Lindholmen Science Park AB will support
with local coordination to enable a smooth market introduction.

MALMÖ

EXTENSIVE INVESTMENT PLANS IN SUSTAINABLE INFRASTRUCTURE.

Scroll to discover

WELCOME TO MALMÖ

Watch this video to learn more and hear directly from representatives of this
site.

Malmö is Sweden’s third-largest city and is located in the very south. This
post-industrial city reinvented itself as a dynamic knowledge centre built on
cultural diversity, youth, and sustainable development.

In 2016, Malmö’s traffic and mobility plan was approved and has since been the
main guideline for all projects involving the planning and development of Malmö
as a city.

The goal is a more accessible and attractive Malmö for more people, requiring a
more balanced modal split in this growing city with an increased share of
cycling and public transport, as well as decreased car traffic. This presents
many opportunities for development towards a more socially, environmentally, and
economically sustainable city.

Over the next 15 years, Malmö will make an extensive investment in sustainable
infrastructure and new housing. There will be new electrified buses, five
BRT-lines (Bus Rapid Transit) and 50 km of new cycling paths.

Malmö has a flexible parking standard allowing developers opportunity to use
mobility measures to reduce parking requirements, including car-sharing and
cycle-sharing membership, free trips with Skånetrafiken, attractive bicycle
parking, bicycle service station within the building, and more.

THE SITE FOR ACCELERATED MARKET INTRODUCTION

The intended site for accelerated market introduction in Malmö is the Western
Harbour. Expansion of the Western Harbour started with the European Housing
Exhibition Bo01, organized in 2001. The theme of the exhibition was "The Future
of the Sustainable Information and Welfare Society" and in addition to the
exhibition area, a brand-new neighborhood was built with innovative
environmental solutions, exciting architecture, and urban environments.

The Western Harbour holds many different functions and activities. Shipyard
workers have been replaced by students at Malmö University and employees in new
media, environmental technology, and construction companies. The goal of
becoming a national example for sustainable urban development has been achieved
and now new challenges are awaiting innovative solutions.

Structural plan for the Western Harbour. The dark grey illustrates existing
buildings and the light grey illustrates future buildings.

The Western Harbour attracts visitors from all over Malmö and the world. Turning
Torso, designed by the Spanish architect Santiago Calatrava, is an obvious
attraction with its screwed design at 190 meters above sea level. The walk
alongside the ocean has become one of the citizens’ favourite summer attractions
and the deep ocean bath has become very popular. In Stapelbäddsparken,
skateboard enthusiasts meet and Dockan has become a marina for leisure and
recreational boats.

The Western Harbour is currently home to 9,500 residents, and when fully
expanded we expect approximately 20,000 residents by 2035. To date, 17,000
people are employed by companies in the area, and this is expected to increase
to 20,000 by 2035.

TRAVEL BEHAVIOUR

Malmö is ranked #5 on the Copenhagenize index which is the world’s most
comprehensive inventory and ranking of bicycle-friendly cities. It is no more
than 10 km from the city centre of Malmö to the city limits, and within the city
there are more than 500 km of cycle paths. Within walking and cycling distance
from the centre are long beaches with good water quality for swimming and
recreation.

The Western Harbor is located close to Malmö’s Central station, Malmö’s main
train station. The area is also well-equipped with buses, cycling and pedestrian
paths, carpool lanes and city bikes. There are only two entrances for cars to
the Western Harbour, and traffic jams are more common here than in any other
part of Malmö. It is clear that the expected increase in traffic resulting from
the city’s growth will need to be addressed by other modes of transport.

The city offers cooperation with partners, both nationally and internationally.
High demand is the premise to successfully introduce and sustain mobility
services commercially, and the Western Harbour meets this requirement. Demand
for mobility services exists daily and at all hours (7/24), not only during
working days or weekends. The area offers a young population who are more likely
to use different modes of transportation for their daily travel. This makes the
Western Harbour an interesting test site for combined mobility solutions.

Buses in the Western Harbour. The green lines illustrate buses within the city
and yellow lines buses in the region of Skåne. From Centralen (Central station)
trains depart to regional and national destinations as well as Denmark and
Copenhagen (only 35 minutes away).

THE STAKEHOLDERS AND EXISTING NEED

Have it all is a local economic association of 65 members comprised of
residents, entrepreneurs, and large and small organizations with the goal for
making the Western Harbour the best neighborhood to live, work, and play. There
are great opportunities to grow and develop together for the West Harbour to
Have it all: a sustainable living environment, innovative atmosphere as well as
proximity to knowledge, city and the sea. Read more at http://vastrahamnen.se/.

The city of Malmö and Have it all are already working actively together on
handling mobility issues in the Western Harbour. For example, they launched
Mobility Challenge, a campaign raising awareness of the transportation changes
needed for the area to be functioning and attractive – especially as the number
of people living and working in the area doubles in the coming years.

Skånetrafiken is the Public Transport Authority operating in Region Skåne.
Skånetrafiken has received financial support through a call from Vinnova to open
up the handling of third-party tickets to travelers during 2019. The basis for
this is a ticket and payment standard developed in Sweden and carried out by
Samtrafiken with support from public transport companies in Sweden.

To create services that meet the needs and requirements of the traveler, access
to information related to the services must be handled in real time. For
example, real-time traffic information is a prerequisite for public
transport-related services. Both real time information and scheduled information
from the services provided by Skånetrafiken is available via the national access
point hosted by Samtrafiken since November 2018.

In the Western Harbour, we see a need for technical solutions to help people
make well-informed transportation choices, as well as solutions to raise the
level of knowledge regarding each individual’s own contribution to the traffic
situation.

Facts & figures: Malmö

Almost 30 companies have moved their headquarters to Malmö in the last seven
years, generating approximately 2,300 jobs.

Type of companies: Technology and IT, media, construction and civil engineering,
multinational companies.

Malmö is a young city – almost half the population is younger than 35.

One-third of the population was born abroad.

Daily Travel to/from Work

The city, Skånetrafiken and local private employers have started Malmö Works –
an initiative to take the lead in the transition to sustainable travelling to,
from and at work. Right now, Malmö Works consists of nine private actors around
the city. During 2019, Malmö Works will welcome new partners to join the
movement.

STOCKHOLM

A FAST-GROWING CAPITAL SET TO BE FOSSIL-FUEL FREE BY 2040

Scroll to discover

WELCOME TO STOCKHOLM!

Watch this video to learn more and hear directly from representatives of this
site, and check out the Stockholm Sustainable Traffic Planning tool designed by
Adam Ekberg and Tyler Wolf.

Stockholm, the capital of Sweden and the largest city in the Nordic countries,
is growing fast. The city is in transition from a medium-sized city surrounded
by 23 municipalities to a one million-plus city, in a metropolitan area with
three million residents – and the road network and public transport
infrastructure is dimensioned for the earlier situation and will need to expand.

The City of Stockholm is to be fossil-fuel free by 2040. The City Council has
set up a milestone target for emissions of no more than 2.3 tonnes of CO2e
(carbon dioxide equivalents) per resident by 2020. The toughest challenge
requiring the most urgent action is the transportation sector.

THE SITE FOR ACCELERATED MARKET INTRODUCTION

An increasing number of people and volume of goods will need to be moved through
greater use of high capacity transportation services, such as public transport,
bicycles, and walking, as well as freight vehicles with a high load factor. The
negative effects of road and street traffic must be minimised by promoting car
use only for travel that generate the most public good.

To steer the transition to more sustainable transport in Stockholm, the
authorities are implementing the following tactics and tools:

 * Congestion charging
 * Environmental zone for heavy vehicles, with an environmental zone for light
   vehicles planned for 2020
 * Wide-ranging work to enable use of renewable fuels and electric vehicles,
including strategic planning to leverage electric vehicle charging
   infrastructure
 * High investments in pedestrian and cycling infrastructure, improved public
transport, strategies for efficient goods transport and consolidation
   services
 * Governance tools to reduce construction of parking places in new developments
in combination with investments in other mobility services
 * Campaigns to inspire citizens and companies to try winter cycling, e-bikes,
car-sharing, shift to clean vehicles, and other similar, more
   environmental-friendly alternatives.

The City of Stockholm is facing densification, with new residences being built
in “infill” sites and locations with good public transport connections. As a
result, parking places will be removed as these are often located on “infill”
sites. When constructing new residences, building contractors that invest in
mobility services located in or around new buildings receive a “discount” on the
number of parking places that should be built. The number of parking places
required in new residences today is 0.3-0.6 but can be reduced to 0.22 with the
mobility discount. A number of new residential areas will have no residential
parking or street parking at all.

In the City of Stockholm there are currently four car-sharing firms offering
station-based services, one actor offering free-floating electric cars, various
services for private car-sharing, a free-floating bike-sharing system, and two,
free-floating dock-free electric scooter services. The situation is evolving on
an ongoing basis.

The City of Stockholm gives no special benefits for activities like car-sharing,
but encourages development of services that can survive in the market on their
own terms and that contribute to sustainable travel patterns. Demonstrations
with intensive evaluations of the impact of new mobility options is highly
requested. Currently, it is mainly construction firms and property companies
that introduce new mobility concepts in their new developments; this means that
they also become aware of new mobility solutions and a number of companies now
take steps to ensure that all their residents, including those in existing
properties, have access to new mobility services.

The residents of Stockholm can be described as early adopters with high levels
of environmental awareness and strong interest in testing new techniques. For
this reason, many companies prioritize testing new products in Stockholm.

Thanks to city-owned cable company Stokab’s market-neutral fibreoptic network,
the City of Stockholm is one of the world’s most connected cities. Almost all
residences in the city have access to fibreoptic internet connection. Stokab is
investing heavily every year to improve and extend the fibreoptic network to
connect new buildings, bus stops, lampposts and other street furniture on which
other actors want to set up, such as smart sensors or 5G base stations.

TRAVEL BEHAVIOUR

In the Stockholm region, the daily number of public transport passengers is 2.9
million, of which 1.3 million in the metro and 1.1 million on buses. Car
ownership amounts to 402 cars per 1,000 residents, of which 272 are owned by
private individuals.

Stockholm ranked second worldwide in the Urban Mobility Index presented in the
Arthur D Little Future of Mobility report 3.0, which was published in April
2018. Stockholm scored 57.1% compared with the worldwide average of 42.3%. The
Urban Mobility Index assesses cities according to the maturity, innovation and
performance of their urban mobility solutions.

THE STAKEHOLDERS AND EXISTING NEED

PARKING FACILITIES – STOCKHOLM PARKING

Stockholm Parking is a fully-owned company of the City of Stockholm.

The company owns a large number of indoor and outdoor parking facilities and
manages parking for city departments and companies, as well as other actors.
This concerns both pre-hired and visitor parking facilities. The company owns
and manages around 65,800 parking spaces in the city of Stockholm.

Stockholm Parking is involved in several new urban development projects to
construct new parking facilities which combine parking spaces and other mobility
services. In several of Stockholm Parking’s existing facilities, mobility
services are offered – sometimes at the company’s own initiative (e.g. cycle
parking and cycle lockers), and sometimes on a commercial basis together with
other actors (e.g. car-pool, cargo-bike pools, electric scooters and delivery
boxes).

HOUSING – FAMILJEBOSTÄDER

Familjebostäder is one of three municipal housing companies in the City of
Stockholm. Familjebostäder has 19,376 rental apartments, located in 373
properties all over the city. The company’s housing stock is growing with around
600 new apartments per year. This means that during the next few years,
thousands of new tenants will move into an apartment owned by Familjebostäder.

In the majority of the new residences, Familjebostäder invest in mobility
services located in and around new buildings to receive a “discount” on the
number of parking spots that has to be built. Information that inspires
sustainable traveling, car sharing services, bike sharing services, space for
bike service and delivery lockers for e-commerce are examples of the services
that are required in new residences.

Many of the new residences are built in “infill” sites and locations with good
public transport connections, adjacent to parts of Familjebostäder’s existing
housing stock. In those areas, space for parking is scarce. Therefore, in order
to reduce the demand for parking, Familjebostäder is looking into the
possibilities of introducing mobility services to existing tenants.

PUBLIC TRANSPORT – SL

Stockholm has very good and well-used public transport, especially during peak
hours and on weekdays. Stockholm transport (SL), the public transport authority,
covers 26 municipalities in the region on one ticket, combining commuter trains,
underground, buses and ferries. SL is now in the process of making their tickets
available for third-party sales via API.

SL will operate the entire public transport fleet on 95% renewables by 2021, and
gradually reduce energy consumption.

SL is currently involved in different pilots for combined mobility and welcomes
more to come. Besides providing data in GTFS format, APIs for travel planning
(exposed via trafiklab.se) and APIs for ticketing, SL will also support pilot
projects with general public transport expertise. Pilots that support innovation
and put public transport in a new context will be prioritized.

SPECIFIC SITES WITH A NEED FOR SUSTAINABLE MOBILITY SERVICES

In the Stockholm region, there are four specific sites in which there is a high
interest and explicit need for sustainable mobility services. These areas are
described below.

KISTA SCIENCE CITY – DISTRICT IN THE CITY OF STOCKHOLM

With 20,000 inhabitants and 40,000+ people commuting into the area in morning
peak hours, Kista Science City is an excellent district for testing new mobility
solutions. Kista Science City is situated a few kilometers north of Stockholm
downtown. As a part of the City of Stockholm, Kista Science City has European
highways E4 and E18 with a metro station, a commuter rail station, and several
bus routes in place, but has a significant high modal share for private cars.

Kista Science City is one of the leading ICT clusters in the world with Urban
ICT Arena, “an open testbed and arena for collaboration and technological
development and innovation in an urban environment where digitization
opportunities for future and society can be developed, tested and displayed”.
Urban ICT Arena as platform for Future Urban Mobility has been instrumental to
the first Scandinavian test of autonomous buses during 2018 and is currently
setting up a new trial which will include connecting buses with 5G connectivity.

As a high-density cluster for ICT companies with two university satellites, you
will find many tech-savvy people who are always interested in innovative and
high-tech solutions that can help solve their daily commute.

To help innovators in using the site as an urban testbed, there is an organized
collaboration between Stockholm City and real estate owners on site (except for
Urban ICT Arena), as well as the entrepreneurial Kista Business Network.

STOCKHOLM ROYAL SEAPORT – DISTRICT IN THE CITY OF STOCKHOLM

Stockholm Royal Seaport is the largest ongoing urban development project in the
City of Stockholm, with more than 12,000 new residential units and 35,000
workspaces to be completed by 2030. The project was appointed by the City
Council in 2009 as the flagship on sustainable urban development, with an
ambition to test, evaluate, implement, and disseminate technical, social, and
other innovations that contribute to a sustainable and fossil fuel-free
Stockholm Royal Seaport by 2030.

Transportation is one of the more complex challenges, as it is not restricted
geographically to a city district, by policies, or by infrastructure. One
principle for the development in Stockholm Royal Seaport is that “it should be
simple to make the right choice”. Therefore, the option for the Royal Seaport to
reach its goals for transport is to combine physical infrastructure investments
both at a property level and in public open space, with mobility services that
are attractive, affordable, and easy to use.

The first residents moved into the district in 2014 and to date, some 6,000
residents have taken occupancy. In the earlier phases of development, mobility
services were quite conventional and consisted of car-sharing services,
bike-sharing initiatives, bike service units, and delivery lockers for
e-commerce. Based on evaluation of these phases, we found these solutions are
not sufficient.

To further inspire innovation on sustainable transport, the Mobility Index has
been developed as a new tool, with one of four modules focused on Mobility
Services. The construction of the tool is open to suggestions and innovations,
and will be used in the forthcoming phases.

HAMMARBY SJÖSTAD – DISTRICT IN THE CITY OF STOCKHOLM

Also known as the Sea City, Hammarby Sjöstad is a city district in the south of
Stockholm where construction started in the late 1990s. The Mayor of Stockholm
declared that Hammarby Sjöstad would be twice as sustainable as anything built
before. To date, some 10,000 cityplanners, architects, presidents, mayors, and
people from all over the world have visited Sjöstaden seeking inspiration to
live a better life.

ElectriCITY is a citizens’ initiative to reduce our climate footprint. The
project is called Hammarby Sjöstad 2.0 and its goal is to be climate neutral by
2030. The project works with companies, academia, authorities, and
Sjöstadsföreningen, an association with 12,000 people who are part of test beds
in smart energy, sustainable transport, and sharing economics to try new
innovations, small or large, for living a more sustainable life.

One initiative of the project is called Charge at Home. This project focuses
primarily on increasing the number of electric cars on our roads in order to
reduce carbon emissions from fossil-fueled vehicles. ElectriCITY has already
assisted many housing associations when they installed charging points in their
underground car parks. Today, there are approximately 350 charging points in
Sjöstaden properties with an additional 31 outdoor charging points available,
one of which offers fast charging. It is said that Hammarby Sjöstad is the most
vehicle charger-friendly district in Sweden. ElectriCITY’s goal is to have 1,000
charging points in underground garages in Sjöstaden by 2020.

The next question for ElectriCITY is how to fill up these charging points with
electric cars, mini electric-car-pools, EV-bikes, EV-scooters, and other
initiatives that make use of storing renewable energy in EV-cars. We aim to
offer a vehicle-to-grid (V2G) test bed that will make it possible to rent out
your electric car battery.

ElectriCITY already has test beds for three households sharing an electric car.
For V2G, we are currently supporting UbiGo, the Swedish MAAS-project. The goal
is to have 200 users by the end of the year.

BARKARBYSTADEN

Barkarbystaden, located in the municipality of Järfälla in the norhtwestern part
of Stockholm, is currently the largest expansion area in the Stockholm region.
By 2032 Barkarbystaden will grow from 5,000 to a city of 30,000 new inhabitants.
The metro and regional trains will stop here and Barkarbystaden will be the home
of a new hospital, many companies and Bas Barkarby – a hotspot for students and
companies to meet and develop. A large multisport arena with the Stockholm
area's first ski track indoors is also being built.

Already in 2024 the Stockholm metro will stop here, enabling a convenient switch
to commuter trains, buses or regional trains. This gives people living and/or
working here a smoother travel to work, home, and Stockholm's inner city. In
October 2018, the first autonomous buses in the world began to travel on regular
service in Barkarbystaden.

As a complement to rail and bus traffic and car pools, more modern and smart
mobility solutions are needed in Barkarbystaden.

UPPSALA

THE BEST CLIMATE CITY IN THE WORLD

Scroll to discover

WELCOME TO UPPSALA!

Watch this video to learn more and hear directly from representatives of this
site.

In 2018, Uppsala municipality was the global winner in WWF:s international One
Planet City Challenge. The city was rewarded thanks to its cross-sector
sustainability interventions and a strong focus on sustainable mobility
solutions. According to the international jury, Uppsala stood out as a role
model for other cities around the world.

Uppsala now wants to be in the forefront when it comes to mobility as a service.
The vision is to create innovative areas with unique opportunities for test
beds, where new solutions are tested in real environments.

By 2030, the ambition is to increase sustainable mobility to 75% and make
Uppsala fossil fuel-free and powered by 100% renewable energy sources.

THE SITE FOR ACCELERATED MARKET INTRODUCTION

Uppsala is the fourth largest city in Sweden located in one of Europe's most
expansive growth areas, 67km north of Stockholm close to Arlanda Airport. It has
about 225,000 inhabitants, around 21,000 companies and is a good basis for a
thriving business community. The municipality is expected to grow with 130,000
inhabitants by 2050. This makes it one of Sweden's most expansive
municipalities.

Uppsala’s business community receives a lot of strength from the two
universities: Uppsala University and SLU (Swedish Agricultural University), and
it is known for its innovative companies within life science, IT and cleantech,
which are based both locally and internationally.

Uppsala municipality is building at least three mobility hubs in the near
future. Two are placed in new construction areas (Rosendal and Ulleråker) close
to the inner city and one is placed by the travel center in the heart of the
city, where many different travel modes (cycles, buses, taxis, trains and cars)
meet. Uppsala is part of a larger regional labor market where approximately
22,000 people commute from the municipality and 24,000 commutes to the
municipality, by train, car or bus.

The mobility hub, which is focusing on bicycles, will be ready to use the fall
of 2019. The precise allocation of the space inside of the hub, is not
determined yet. It can be adjusted based on the proposals received in this
challenge, but in total the building will fit more than 1,200 parking spaces for
bicycles, where thirty are suitable for special bikes (such as cargo bikes). The
municipality and the municipal parking company (Uppsala Parkerings AB) are in
charge of the construction and maintainance, and are already having a dialogue
with the local bus company to combine cycling with train and bus-travels.

The municipal parking company is also in charge of a car parking garage, which
is placed about 200 meters from the mobility hub. This garage currently features
a carsharing service, and has available places for mobility services that can be
used to accelerate market introduction.

The investment budget for the mobility hub that is focusing on bicycles is 47,5
million SEK.

Potential for expansion
The site for accelerated market introduction has great potential of becoming a
hub in a larger network of nodes for sustainable mobility services. As mentioned
before, Uppsala is a growing city and there are many new construction areas
being built and planned. Sustainability is high on the agenda and two of these
areas are going to be forerunners when it comes to sustainable mobility. At
least 80% of trips being made by the inhabitants will take place by foot, cycle
or by public transport.

The areas will have mobility hubs managed by the municipality and municipal
parking company, where developers rent parking facilities and mobility services.
There will be a business area for bicycle-related activities on the ground
floor. No other parking will be allowed. One of the hubs (Dansmästaren) will be
ready in the fall of 2020 and the construction of the other (Brandmästaren) will
begin in 2020. The construction of the hub in Ulleråker is planned a few years
later.

All together the new areas are going to have about 12,000 new apartments (5,000
in Rosendal and 7,000 in Ulleråker).

Travel behavior
Uppsala municipality works intensively to make it easier for its inhabitants to
choose sustainable mobility alternatives, like the bicycles, bus or train. The
goal is to increase sustainable mobility to 75% in the municipality as a whole,
by 2050.

Major investments are made to develop public transport and the network for
walking and cycling. In 2018, Uppsala was declared the best cycling city in
Sweden, because of its pervasive cycling paths, its mandate that cycling paths
have first priority in snow removal, and its work to certify bicycle-friendly
workplaces in the city.

The diagram below shows how the car usage has decreased over time while the
amount of cycling has increased in Uppsala. Already in 2015, 36% of the daily
trips in the central parts of Uppsala were made by bike, while the number of car
trips had decreased to 34%. It is also possible to discern a certain trend where
the bus share increases. The survey is executed every fifth year and the next
survey will be completed in 2020.

A prioritized target group for mobility management projects are employees. The
diagram below shows that in 2015, about 45% of the trips made by this group were
made by car. The municipality, the local bus company and the members of the
climate protocol are addressing this issue together. Focus groups have been a
great forum within the climate protocol as well. The municipality and the local
bus company oversee the work in the groups that are focusing on transports
(people and cargo).

Uppsala has signed an agreement with the state and the region, in which the
state will finance two more railway tracks between Uppsala and Stockholm, a new
railway station in Bergsbrunna and contribute half of the costs of building a
tramway in southern Uppsala. It is an investment package in the multi-billion
class for transport infrastructure, business premises and housing and it will
have great significance for the entire metropolitan area.

By 2020, public transportation in the county will run only on biogas and other
renewable fuels. Uppsala municipality promotes and invests in the expansion of
solar power facilities and combines this renewable electricity with its electric
car infrastructure.

By 2029, Uppsala will introduce a light rail that will connect different parts
of the city. Uppsala invests in renewable fuels, takes measures that ensures
cycling is the preferred mode of local transportation, and coordinates local
delivery transports to reduce emissions.

By 2030, Uppsala will be fossil fuel-free and powered by 100% renewable energy
sources.

THE STAKEHOLDERS AND EXISTING NEEDS

In Uppsala the main partners interested in joining the market introduction phase
are Uppsala municipality and the municipal parking company. Other possible
partners/owners/buyers are the local bus company, owners of train companies,
owners of taxi companies, and owners of existing car sharing companies.

Another partner that might be interested in joining the market introduction are
employers, who are members of the Uppsala climate protocol or are certified by
the municipality as bicycle-friendly workplaces. All members of the climate
protocol have signed a "local Kyoto protocol" and they work actively to decrease
their Carbone footprint. One of the areas of focus from 2018- 2023 is
transportation, and the organization and their partners have committed to the
following:

 * Create a fossil-free and renewable car fleet
 * Ensure fossil-free and renewable domestic business travel
 * Halve the climate impact of far-off business trips
 * Facilitate fossil-free and renewable commuting
 * Facilitate for visitors and customers to travel fossil-free and renewable

To date, 60 of these employers have been asked to give their input through a
survey identifying which services they would like to use in the mobility hub by
the travel center to facilitate sustainable mobility for their employees, both
when it comes to business trips and to the commute between the workplace and
home. All together these employers have approximately 40,000 employees with
potential interest in the services that will be offered by the mobility hub. The
results of the survey have not been analyzed yet.

Read more about the certification program “bicycle-friendly workplaces”.

Requirements
Uppsala has no specific requirement and aims to keep an open mind to find out
what the market has to offer. That said, we prefer a seamless technical solution
that combines different mobility services for different types of transportation
modes and different needs. We are also interested in finding out what the market
has to offer when it comes to alternative sustainable vehicles and service that
can be used in a mobility fleet.

GÄVLEBORG

A PROGRESSIVE REGION WITH THE WORLD’S FIRST ELECTRIC HIGHWAY.

Scroll to discover

WELCOME TO GÄVLEBORG!

Watch this video to learn more and hear directly from representatives of this
site.

Gävleborg is a progressive region in terms of sustainable energy and transports.
The region is home to the cities of Gävle and Sandviken, and is located 180 km
north of Stockholm with one third of Sweden’s population and just over a third
of Sweden’s companies within a radius of 2 hours. Gävle is the second-best
environmental municipality in Sweden and uses 100% green electricity and all
public transport runs on biogas. The world’s first electric highway was built in
Sandviken in 2016. Here you also find the first hydrogene gas station outside of
Stockholm, Gothenburg and Malmö, and the most fuelcell cars in Sweden.

Gävleborg has a long tradition in trade, steel manufacturing, forest, and paper
industries, with several large export industries such as Sandvik, Ovako, Stora
Enso, Billerud- Korsnäs, ABB, and Kraft Foods. There is a vast number of
exciting start-ups and scales-ups present in the region, and Microsoft recently
decided to establish here. This makes Gävleborg one of the most heavily invested
regions in terms of capital investments in industrial sectors.

The regional incubator Movexum and Sandbacka Science Park are two important
facilitators in the regions innovative system.

THE SITE FOR ACCELERATED MARKET INTRODUCTION

The main cities in the Gävleborg region are Gävle and Sandviken with 140,000
citizens.

Gävle is growing by 1,000 inhabitants each year and large investments are made
in new housing, infrastructure with double-track rail, and an expansion of Gävle
Harbor. Gävle was ranked as Sweden's second-best environmental municipality in
2017 and 2018, and was recently awarded Sweden’s best electric municipality.
Gävle is a cycling town close to everything within 5 km.

Sandviken, located next to Gävle, is a center for the country's future energy
technology with biofuel, wind power, fuel cells, hydrogen, and an electrified
highway. Sandviken also offers a powerful industrial region, strongly focused on
R&D, and is one of the most research-rich municipalities in the country with
about 700 researchers at Sandvik.

Hydrogen buses will start running in Sandviken by the end of 2019. Biogas is
produced locally from the households’ organic waste, and renewable diesel is
available in 100% HVO. The region is home to the largest windparks in northern
Europe, and an expansion of structure for charging electric cars is planned for
this year.

More on Sandviken here.

TRAVEL BEHAVIOR AND EXISTING NEED

European highway E16 connects the cities Gävle and Sandviken (20 km) and is one
of northern Sweden's busiest road sections with up to 30,000 vehicles per day.
Approximately 5,500 people commute daily in each direction, often in their own
car and usually alone despite the well-developed public transport options and
the ongoing climate debate.

Challenges result from the many people commuting by personal vehicle, as well as
the heavy industrial transports passing our region in order to reach the harbour
in Gävle. The emissions from transports are at a level of 32% in Sweden as a
whole, but in this region the share of emissions caused by transportation is
45-50%.

We would really benefit from more innovation and new solutions.

Major investment in public transport increased to 100,000 trips during 2018 and
the forecast is another 100,000 in 2019. Commuting is done by bus and by the
regional trains connecting Gävle and Sandviken.

It is challenging to change people’s mindset and behaviors. We are looking for
the next step of innovative sustainable solutions for future transportation,
commuting, and daily travel.

THE STAKEHOLDERS

Gävleborg offers a site to implement the next generation of new sustainable
mobility services in the area of commuting. We are open to new services and
offer a true opportunity to contribute in solving our mobility challenges.

During the test period, Sandbacka Science Park will support local coordination
in order to enable a market introduction.

Commuting data: Located in Sandviken, Sandvik AB is the largest private employer
in the region with 5,052 employees, many of whom live in Gävle. The regional
hospital in Gävle and Gävle Municipality are large public employers with many
employees commuting from Sandviken.

X-Trafik is responsible for public transportation in the region, and major
investments are made in transportation between Gävle and Sandviken.
