So, I tested making 21 dummy sims and it worked!!! I now can use the Rulez
file and only see the sims that I want. Thank you sooooo much!!! 💕

Ah. Now I'm up to speed. And as Carlos said, just don't click the empty
slots and that won't happen. The key thing is you know how to make the
file now.

Actually, I did get and install the fixed files, however, I had to remove
the Rulez file because I had it CTD.

Do let me know how it goes, but I got it working for your two MySims to be
the only ones in the selection menu and that was while the Rulez file was
in place. (The trouble for me is I was away for two years and I'd
forgotten many of the nuances of the mod. ) Did you try the file I
attached above with them fixed?

I had the EXACT same problem and then I realized the same solution after
learning that the Rulez file hides the first 21 "sims". I'm going to
create 21 'dummy' sims in front of mine and see what happens.
