What are the dynamics of the relationship between Turkey and China? How is the
Sino-Turkish cooperation affected by other large regional powers? Are Turkey and
China compatible enough to sustain a strong and steady relationship in a
turbulent future?

The relationship between the Republic of Turkey and the People's Republic of
China has had many ups and downs from 1949 to the present day. At the start of
the Cold War, Turkey diplomatically recognized only the Republic of China
(Taiwan) like its NATO allies. Following the Sino-American normalization in
1971, Ankara established diplomatic relations with Beijing and ceased contact
with Taipei. Since then, relations between Turkey and China have grown steadily
with some setbacks.

Turkey and China analyses Turkey–China relations from political, economic,
strategic, and cultural perspectives. Turkey's policies towards Taiwan and the
Uyghur cause are covered from the beginning. The Sino-Turkish cooperation on the
economy, trade, the defence industry, energy, and nuclear technology are also
elaborated. Crucially, the Silk Road partnership in the context of China's Belt
and Road Initiative and Turkey's Middle Corridor has a deep-rooted focus
alongside future perspectives. Finally, the roles of other actors — particularly
the United States and Russia — in Sino-Turkish relations have a primary focus,
further clarified by the impact of international organizations and forums like
the United Nations, NATO, the Shanghai Cooperation Organization, the European
Union, the G20, and BRICS.

China and Turkey are the two “emerging” or “rising” powers of the international

After the coalition government consisting of the Islamist Refah Party and
centre-right DYP stepped down on 30 June 1997 because of heavy pressure from the
ultra-secular establishment, including the military, Ankara had fully adopted a
pro-Beijing policy outlined by the Turkish MFA and the TSK. The newly formed
coalition government consisted of centre-right ANAP, centre-left DSP and the
Democrat Turkey Party (DTP), a splinter group from the DYP, had followed a
Beijing-leaning policy for Taiwan and the Uyghur cause. The pro-Beijing policy
of Ankara had been continued by subsequent governments, by the coalition
consisting of the DSP, the ANAP and the Nationalist Movement Party, or MHP under
the leadership of Prime Minister Bülent Ecevit from June 1999 to November 2002

forward with the aim of integrating Central Asia into the global community. Most
of these initiatives have been introduced with the ancient Silk Road. In this
sense, different actors have developed their own initiatives under different
names, whether it be Turkey’s “Middle Corridor”, China’s “Belt Road Initiative”,
the United States’ “New Silk Road” or the European Union’s “Silk Wind”. Russia,
who wants to maintain its influence in Central Asia in the post-Soviet era, has
come to successfully develop and implement the “Eurasian Economic Union (EAEU)”.

Selçuk Çolakoğlu received his BA from the Department of International Relations
at Ankara University, obtained his MA from the Department of International
Relations at Middle East Technical University (METU) in Ankara, and completed
his PhD in the Department of International Relations at Ankara University in
2003. He has worked as a visiting professor of the Department of Turkish Studies
at Hankuk University of Foreign Studies (HUFS) in Seoul, South Korea
(1999–2001). He became an associate professor of international relations there
in 2008. He served as the Vice Dean of the Faculty of Economics and
Administrative Sciences in Nazilli (2006–2007), the Chair of Department of
International Relations (2008–2012) and the Director of Graduate School of
Social Sciences (2011–2012) at Adnan Menderes University in Aydın. He became a
professor of international relations at Yıldırım Beyazıt University in Ankara in
2013. Dr Çolakoğlu was a visiting research fellow at the Korea Foundation in
Seoul in 2007, The Near East and South Asia (NESA) Center for Strategic Research
at the National Defense University in Washington, DC in 2013, and the Korea
Institute for International Economic Policy (KIEP) in Sejong in 2015. He was an
advisor for the Center for Strategic Research (SAM) of the Ministry of Foreign
Affairs of Turkey (2011–2013) and Vice-President of the International Strategic
Research Organization (USAK) in Ankara (2013–2016). Dr Çolakoğlu is currently
director of the Turkish Center for Asia-Pacific Studies (APAC) in Ankara,
Turkey.

Dr Çolakoğlu has published three books and fifty articles and books chapters.
His books are: Northeast Asia in International Relations (in Turkish, Ankara:
USAK Press, 2009); China in the World Order and Turkey–China Relations (in
Turkish, Ankara: USAK Press, 2012) Korean Society, Culture, Politics (in Turkish
with Bengü Emine Çolakoğlu, Ankara: Orion Press, 2008); and Global Expectations
for Korean Unification with Kim, Kyuryoon et al., (Seoul, KINU Press, 2014). His
published articles have been on international security, European and Asian
politics and the Turkish Foreign Policy, and he has published in journals
including: East Asia, Korea Observer, Global Summitry, Asian Communication
Research, China Media Research, Studia Europaea, Studia Regionalia, Review of
International Law & Politics, Journal of Central Asian & Caucasian Studies,
Pakistan Muslim Perspectives, Turkish Yearbook of Asia-Pacific Studies, the
Ankara Review of European Studies, and Uluslararası İlişkiler.
