A meeting between Environment Commissioner, Ritt Bjerregaard and candidate
countries from eastern and central Europe agreed to set up individual
sub-committees between associated countries and the Commission on the
harmonisation of environmental standards.

Manual Marin flew to Vietnam on Tuesday to initiate a series of talks to
strengthen links with Hanoi. It is the first visit by a Commissioner since
Vietnam signed a trade and co-operation accord with the EU in July.

Details of the pilot scheme to provide financial aid for the translation of
contemporary literary works were outlined last week by Marcelino Oreja, the
Commissioner responsible for cultural affairs. Within this year’s 300,000 ecu
budget, priority will be given to the translation of works written in one of the
EU’s minority languages into the more widely-spoken ones.

Mario Monti has called a three-day conference to address the issue of excise
duties within the internal market. The conference will take place between 13 –
15 November at the Belem Cultural Centre in Lisbon.



Transport Commissioner, Neil Kinnock, last week refused to rule out pricing as a
means of alleviating road congestion. But charges would have to be fair in
calculation and operation, he told the audience at an IRU/ACEA seminar.

The EU is making one million ecu available to help combat cholera in Nicaragua
and 100,000 ecu to fight the disease in Guinea. A further 569,000 ecu has been
earmarked for the resettlement of Guatemalan refugees.

Today is World Alzheimer Day and, in line with the wishes of the European
Parliament, Social Affairs Commissioner, Padraig Flynn, has announced grants of
one million ecu to help people with the disease, and their carers.

The Commission has countered criticism of its July selection of renewable energy
research projects by setting up an action plan to help candidates wishing to
obtain Community financing to prepare the paperwork.
