Democratic leaders in the Arizona House of Representatives filed an ethics
complaint against a first-term Democrat who allegedly harassed and made a death
threat to employees with the city of Tolleson. 

The Arizona Capitol Times obtained a copy of the complaint Friday against Rep.
Leezah Sun, D-Phoenix, who recently denied an allegation claiming that she said
she would throw a Tolleson lobbyist off a balcony to “kill her.” The complaint
alleges Sun made threats against officials with the city of Tolleson, interfered
with a lawful court order, violated state custodial interference laws and
engaged in disorderly conduct.  

All four members of the House Democrats leadership team filed the complaint:
Minority Leader Lupe Contreras, D-Avondale; Assistant Leader Oscar De Los
Santos, D-Laveen; Whip Nancy Gutierrez, D-Tucson; and Whip Melody Hernandez,
D-Tempe. 



“This was a very difficult decision for everyone on our team because it involves
a member of our caucus. But we believe the documented allegations are very
serious and warrant an ethics investigation, and we believe in holding each
other accountable for our behavior as public servants. It’s as simple as that,”
Contreras said in a written statement. 

The complaint outlines previously reported details of Sun’s alleged behavior
since May 31 by multiple news outlets, leading to three City of Tolleson
employees filing a restraining order against her. 

Sun reportedly made the balcony comment at the League of Arizona Cities and
Towns Conference in Tucson on Aug. 29, according to the petition for the
injunction. The comment was directed toward the city’s Chief Government Affairs
Officer Pilar Sinawi. 



That incident occurred after she met with Tolleson employees on May 31 over a
state budget dispute. The meeting became heated and Sun allegedly hurled
obscenities toward Tolleson City Manager Reyes Madrano.  

Employees that were present during the May 31 meeting filed a police report on
the incident after the meeting and told police they were uncomfortable with
Sun’s body language and felt she could become “physically violent.” 

On Sept. 13, family members of Sinawi and Medrano received follow requests from
Sun’s Instagram account and both employees felt disturbed by the requests due to
Sun’s previous alleged behavior, according to the injunction petition.  

“Ms. Sun has an established pattern of harassing City of Tolleson employees
through aggressive and threatening behavior, including yelling, insulting,
outright threats of physical harm, and unwanted contact with employee family
members,” the injunction petition against Sun states. 

Another incident outlined in the ethics complaint details Sun allegedly
involving herself in a child custody matter on June 16 to which she is not a
party.  

According to a court filing with the Maricopa County Superior Court, Sun acted
in her official capacity to interfere with the lawful transfer of minor children
from their mother’s custody to their father’s custody, as required by a family
court order. Sun is not a party to the litigation and Democrats wrote in the
complaint that she had “no business” being present at the transfer location. 

A supervisor assigned to the custody case described Sun’s behavior and actions
as “hostile, threatening, and intimidating.” The supervisor also alleged Sun
claimed she was present at the transfer on behalf of Attorney General Kris Mayes
while supporting her friend and constituent in the mother involved in the
custodial case. 

“Representative Sun would not speak to Leadership about the (child custody)
matter. When the most recent allegations from the City of Tolleson were brought
to light, we believed the alleged custodial interference incident spoke to a
pattern of behavior and so we opted to include it as part of this complaint,”
Contreras said in his statement. 

Sun declined to comment to The Arizona Capitol Times on Tuesday after details of
the injunction against her were reported by 12News. Sun hasn’t returned a
request for comment about the ethics complaint by Friday evening.  

Sun denied making death threats in a response statement she wrote after the
injunction against her was granted. She said she often uses “colorful” and
hyperbolic language, but never resorted to death threats. She also said she was
never approached by a police officer about the alleged death threat and said it
is absurd the allegation was permitted in the injunction.  

“I unequivocally and most certainly did not make death threats of any variety. I
am a pacifist and staunchly opposed to violence,” Sun wrote in her statement.  

She also said she doesn’t run her social media accounts, which send follow
requests to thousands of constituents. She called the follow requests “innocuous
and irrelevant.” 

Sun spoke to The Arizona Capitol Times in July following the May 31 Tolleson
incident and said the police report contains false allegations. She said she
believes she’s being targeted by Tolleson city officials because they preferred
their previous representation from former Democrat Rep. Diego Espinoza. 

“This is just another form of corruption, a way for the plaintiffs to
arbitrarily use legal institutions to exercise their bias for other
representatives. It is, at the very least, a conflict of interest to prevent an
elected official from fulfilling their duties,” Sun wrote in her response. “This
is also likely an intimidation tactic to smear my name, prevent me from
fulfilling my obligations as an elected representative, and prevent me from
seeking reelection.” 

Sun filed a statement of interest to run for the state Senate in 2024. Currently
the seat is occupied by Sen. Eva Diaz, D-Tolleson, another first-term
legislator. No other Democrats have filed to run for their district’s House
seats except for Contreras, Sun’s seatmate.  

The House Ethics Committee is chaired by Rep. Joe Chaplik, R-Scottsdale, who
will decide if the committee will hold a hearing to review the complaint. The
other members of the committee include Reps. Travis Grantham, R-Gilbert; Gail
Griffin, R-Hereford; Jennifer Longdon, D-Phoenix; and Chris Mathis, D-Tucson.  

Sun is the third House member who has been the subject of an ethics complaint
this year.  

Former Republican Rep. Liz Harris was expelled from the House in April after the
ethics committee determined Harris lied to the Legislature about her intentions
of inviting testimony that alleged other government officials including Speaker
of the House Ben Toma, R-Peoria, were involved in a cartel bribery scheme.  

Rep. Stephanie Stahl-Hamilton was censured by a Republican majority after an
ethics investigation was held due to her hiding Bibles from the House
members-only lounge. Republicans did attempt to expel Stahl-Hamilton but didn’t
receive the necessary two-thirds supermajority vote to do so.
