Film Financing Scheme for Mainland Market

The objective of the Scheme is to support Hong Kong film companies and the
Mainland cultural enterprises to invest in and promote the productions of Hong
Kong directors. This will help boost the chance of Hong Kong films for release
in the Mainland market and nurture more Hong Kong directors to enter the
Mainland film market.

Film Production Financing Scheme (FPFS)

The Government introduced the FPFS in 2007 to provide Government finance to
small and medium-budgeted film productions. The Government introduced a
Relaxation Plan under the FPFS on 15 July 2020.

OFRP aims to subsidise projects and activities conducive to the development of
Hong Kong film industry.

Second Phase of Co-production Funding Scheme
Hong Kong-Europe-Asian Film Collaboration Funding Scheme

The objective of the Scheme is to subsidise film projects co-produced by
filmmakers between Hong Kong and European/Asian countries with a view to
enhancing exposures of such collaboration in European/Asian and international
markets as well as achieving in-depth exchanges and learning. A maximum of eight
films will be subsidised in two phases. Each approved film project will receive
a grant up to HK$9 million.

competition on screenplay and production proposals.

Location Shooting
The Film Promotion and Facilitation Section (FPF) promotes the development of
the Hong Kong film industry. FPF renders assistance and supports for film
productions in Hong Kong, and promotes Hong Kong films in Mainland and overseas.

Special Effects Licensing
The Special Effects Licensing Section is responsible for administering the
Entertainment Special Effects Ordinance (Cap. 560), which was enacted in 2000 to
meet the needs of the film and entertainment industry in the production of
special effects, while ensuring public safety and security.
