Context:

For 20+ years, IOM has provided policy and practical support to the Federal
Government of Nigeria on migration management. The IOM Country Office in Nigeria
also provides wide-ranging operational and programmatic support to vulnerable
populations throughout the country; displaced persons, refugees/migrants and
communities in need of support. With offices in Abuja, Lagos, Maiduguri, Benin
City, Katsina and Yola, IOM engages with various partners, authorities, and
stakeholders to meet strategic goals.

North-East Nigeria is one of the most conflict-affected regions in the country,
with a high caseload of historical and recent IDPs. As the context has evolved,
the international community has started to focus on creating foundations for
durable solutions to protracted displacement, focusing initially on the
sustainable return, (re)integration and resettlement of Internally Displaced
Persons (IDPs), returnees and the host communities.



In line with the Federal and State level governments efforts to promote and
facilitate durable solutions for the IDPs and returnees, IOM is implementing
Area Based Approach pilot initiatives aiming to provide durable solutions
through a multi-sectoral and multi-level approach, including Livelihoods,
Shelter/NFI and Water, Sanitation and Hygiene (WASH) as well as and protection
interventions in Borno and Adamawa states.

Under the overall supervision of the Chief of Mission (CoM), the direct
supervision of the Head of Sub-Office in Maiduguri, and in coordination with
senior management, resources management and programme managers, the Programme
Manager (Livelihood) will manage, coordinate and oversee the implementation of
livelihood programmes, cash-based interventions (CBI) and social cohesion and
community stabilisation initiatives.

The main objective of the Programme Manager (Livelihood) is to provide technical
assistance to IOM Nigeria to develop and implement programmes aiming at
strengthening livelihood opportunities and economic recovery, including
vocational training opportunities, skills acquisition for increasing
employability of displaced population and host communities; This will be carried
out by closely working with the government, the private sector and other
relevant local actors, based on need assessment for economic recovery
programmes, stakeholder analysis and partners harmonization to maximize the
impact of resources allocated for livelihood programmes targeting IDPs,
returnees and host community.

Core Functions / Responsibilities:

 1.  Manage, coordinate, and ensure the implementation and programming portfolio
     focusing on livelihoods in the Northeast, through efficient and effective
     use of financial and human resources.
 2.  Expand the portfolio towards Livelihoods, linking HDPN (Humanitarian,
     Development, Peace and Nexus) and Durable Solutions programmes.
     Strengthening transition and recovery aspects, focusing on durable
     solutions programming and manage efforts towards partnership and resource
     mobilization in close collaboration with the Policy, Governance, Liaison
     and Support Department.
 3.  Substantively support the roll-out of CSAS (conflict sensitivity analysis
     system) in Nigeria to strengthen the community stabilization, transition,
     and recovery programmes in coordination with relevant Programme Managers.
 4.  Work with the Policy, Governance, Liaison and Support Department in Abuja,
     on donor engagement and resource mobilization for transition and recovery
     initiatives. Provide inputs for programme development and reporting
     purposes and prepare concept notes and project proposals.
 5.  Coordinate preparation of reports, including the Project lessons learned
     report, develop tools, M&E workplan to track livelihood projects and
     conduct follow-up visits/assessments with field assistants, in cooperation
     with the M&E Officer.
 6.  Ensure the application IOM’s Gender Equality Policy in the field of
     expertise, as well as the mainstreaming of all essential actions
     (non-specialized) of the Gender Based Violence in Crisis (GBViC)
     operational model. Ensure that all project proposals, products,
     communications, awareness-raising materials, curricula, and reports are
     aligned with these two documents.
 7.  Lead and/or participate in assessments and research related to Livelihoods
     in the Northeast of Nigeria. Suggest areas in which IOM can build the
     capacities of affected populations to ensure durable transition, recovery,
     and stabilization in areas of return, relocation, and reintegration,
     specifically in the areas of agriculture, small and medium enterprises, and
     small business management.
 8.  Supervise and provide technical guidance to field staff under the
     Livelihood programmes on their daily activities and ensure smooth
     implementation of programmes.
 9.  In coordination with the Communications unit provide periodical
     communication materials pertinent to Livelihood activities, showing cases
     of implementation and impact among the targeted population.
 10. Plan and conduct livelihood workshops with government technical commission
     along with humanitarian and development partners to discuss, plan and
     inform future programmes, strategies and policies for the government and
     various stakeholders.
 11. Manage staff goal setting, work planning, talent development, and
     performance, and ensure timely implementation and follow-up.
 12. Reinforce resilience of crisis-affected population by re-establishing,
     improving and diversifying key agriculture (including crop production
     livestock, fisheries, forestry, and natural resources management) and
     non-agriculture (skills training, income generating activities, and
     innovations) livelihoods.
 13. Promote job opportunities and facilitate access to basic social services in
     areas of return through the Rehabilitation of public infrastructures
     (schools, health centres, community centres, and community market).
 14. Support the government in restoring the governance administration and
     services through capacity building, community security/social cohesion, and
     equipment to enhance governance and service delivery.
 15. Perform such other duties as may be assigned.

Required Qualifications and Experience:


EDUCATION


 * Master’s degree in Humanitarian Studies, Migration Studies, Social Science,
   Political Science, Communication, Economics, Business Administration from an
   accredited academic institution with five years of relevant professional
   experience; or,
 * University degree in the above fields with seven years of relevant
   professional experience.


EXPERIENCE

 * Minimum of five years proven experience working on transition and
   recovery-related issues in humanitarian or development environments,
   including the provision of technical advice to field teams;
 * Experience in both humanitarian and transition or development settings and
   programming;
 * Knowledge and experience in disaster management, internal displacement,
   protection challenges, and conflict analysis; and,
 * Proven experience in Livelihood and Food Security strategy development and
   advocacy on durable solutions for IDPs as well as in-depth knowledge of main
   protection and humanitarian standards.


SKILLS

 * Excellent management, coordination, capacity building, planning, and
   analytical skills;
 * Solid understanding and first-hand experience with UN/INGO System
   coordination mechanisms;
 * Sound understanding of Development Cooperation frameworks, tools, and
   mechanisms;
 * Delivers set objectives in hardship situations;
 * Effectively coordinates actions with other implementing partners;
 * Works effectively with local authorities, stakeholders, beneficiaries, and
   the broader community to advance country office or regional objectives; and,
 * Good computer skills (MS Office, Internet browsers).


LANGUAGES

IOM’s official languages are English, French, and Spanish. All staff members are
required to be fluent in one of the three languages.



For this position, fluency in English is required (oral and written). Working
knowledge of another official UN language (Arabic, Chinese, French, Russian and
Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the
selection process, which may include written and/or oral assessments.
