The district started tying increases for the superintendent's pay to raises for
teachers in the early 2000s. “It was an attempt to bring solidarity to the
negotiations table.”

Russell Passons, 42, from Billings, was arrested on suspicion of eluding a peace
officer, obstructing, resisting arrest, criminal endangerment, possession of

The country and comedy festival is waiving its entry fee after anonymous
