WHO WE ARE

The Commonwealth Office of Digital Experience (CODE PA) is working to improve
online services for Pennsylvanians and streamline the way they interact with the
Commonwealth online at pa.gov.

Our team builds experiences that make government services work better for
Pennsylvanians. We address complex problems and improve online interactions with
government. Our goal is to deliver solutions that are simple, seamless, and
secure.

   to designing and building products and digital services. This means we put
   people at the center of everything we do. We work to understand the
   challenges residents and Commonwealth staff face and create digital
   experiences for and with the communities we serve.
 * Partnering with others Our team works with Commonwealth agencies to
   understand their processes and identify ways to improve them. We learn from
   each other and find new ways to collaborate.
 * Finding technical solutions that fit We blend existing tools and strategies
   with new solutions to get the job done. The latest technology isn't always
   the right choice. We consider the needs of the Commonwealth agencies we're
   serving and find the right solutions to support them.
 * Setting and upholding digital standards We are setting best practices for
   digital experiences and empowering Commonwealth staff to think and work in
   new ways.

“CODE” is in our name, but we’re not just coders—we’re digital experts who bring
a broad range of learning and experience to making government services
accessible.

We come from diverse backgrounds and joined CODE PA with a united purpose:

WHY WAS CODE PA CREATED?

Governor Josh Shapiro wants there to be “no wrong door for Pennsylvanians
looking to access government services.” He established CODE PA through an
Executive Order in April 2023 to improve online services for Pennsylvanians and
streamline the way they interact with the Commonwealth.


WHAT ROLES DO YOU HIRE?

We’re approaching digital services from all angles. Our growing team of
strategists is considering the start-to-finish experience of interacting with
the Commonwealth and its programs.  

CODE PA’s team has experience in both the public and private sectors and brings
best-in-class strategy to a variety of specialties, including:

HOW DO YOU CHOOSE AND PRIORITIZE YOUR PROJECTS?

Our team works closely with the Governor’s Office and Commonwealth agencies to
build digital products and services. We work on projects of all sizes that make
it easier for Pennsylvanians to connect with the vital resources and services
provided by the Commonwealth online. 


IS CODE PA A STATE AGENCY?

CODE PA is an office within the Office of Administration. The Office of
Administration is responsible for information technology of Commonwealth
agencies under the Governor’s jurisdiction. CODE PA reports to both the
Commonwealth’s Chief Information Officer and the Governor’s Office. This
structure allows CODE PA to support the priorities of the Shapiro Administration
and the information technology infrastructure across the Commonwealth. 


WHAT ORGANIZATIONS DO YOU COLLABORATE WITH?

We serve Commonwealth agencies and contract with external civic tech
organizations to bring best-in-class strategy to Pennsylvania’s digital
services. Organizations like U.S. Digital Response (USDR), Code for America, and
others have been setting the standard for government technology for years. As
resources for CODE PA, they have provided their expertise to support us as we
navigate shared challenges in government innovation to better serve
Pennsylvanians.
