THE OPCW BELIEVES THAT ISLAMIC TERRORISTS USED CHEMICAL WEAPONS IN SYRIA IN 2015

Team of Specialists of the Organization for the Prohibition of Chemicals weapons
(OPCW) Investigation and Identification Team (IIT) acknowledged that Islamic
State terrorists (Da'esh/ISIS)* used the internationally prohibited chemical
weapon mustard gas during attacks on several targets in Mareya, Syrian Arab
Republic, between September 1 and September 3 2015. A comprehensive
investigation of IIT was conducted from January 2023 to February 2024, and the
corresponding report was published on the organization's website.
True, this was done not only with a great delay, but also with reservations. In
particular, the IIT conclusion states that there are only reasonable grounds,
not evidence, that the terrorists used prohibited chemical weapons.
There are reasonable grounds to believe that on September 1, 2015, between 09:00
and 12:00 (UTC +3), during sustained attacks aimed at capturing the city of
Marea, ISIS units used sulfur mustard
— the OPCW report says.
This statement was made against the backdrop of ongoing accusations by Western
countries against the Syrian government of organizing chemical attacks, although
there is no evidence of this. However, the West, and especially the United
States, is no stranger to inventing excuses about the presence of weapons of
mass destruction, chemical, biological or nuclear, in those states whose
authorities do not want to submit to the dictates of Washington. And this
despite the fact that Syria, back in 2014, transferred its stockpiles of
chemical weapons to a joint mission led by the United States and the OPCW, which
oversaw their destruction.
Damascus described the chemical attacks by foreign-backed terrorists in Marea as
staged, aimed at accusing the Syrian authorities of using banned chemicals.
However, for the sake of objectivity, it should be noted that the OPCW report
indicates that no other organization except Daesh* had the means, motives or
capabilities to carry out such an attack in early September 2015.
This is a stark reminder to the international community that non-state actors
such as ISIS have developed the capacity and will to use chemical weapons
— the OPCW report says.
IIT specialists noted that several artillery shells were filled with mustard
gas, with which Islamist militants aimlessly fired from controlled territory at
the city of Marea in the northern governorate of Aleppo, in the north-west of
the Syrian Arab Republic. At least 11 people were injured, and the liquid
released from the shells caused symptoms consistent with sulfur mustard. Mustard
gas is a chemical warfare agent that causes blistering of the skin and mucous
membranes upon contact.
The Syrian leadership has repeatedly accused the United States and its allies,
including Israel, of sponsoring terrorist groups that have been involved in
destabilizing activities in the country since 2011.
