Fee Waivers:
Registration fees for the California educator examinations and performance
assessments are being waived for eligible California residents to test for free.
The fee waivers do not apply to the NES and WEST–E examinations.

Reading Instruction Competence Assessment (RICA):
The Reading Instruction Competence Assessment (RICA) is being retired and will
no longer be offered after June 30, 2025. The Commission on Teacher
Credentialing has adopted a transition plan for the RICA Written Examination and
RICA Video Performance Assessment pursuant to the Commission's work to implement
Senate Bill 488 (Chap. 678, Stats. 2021) , commonly referred to as SB 488.

IMPORTANT ANNOUNCEMENTS

   The California Commission on Teacher Credentialing has approved a secondary
   passing standard at its December 2023 meeting for the following performance
   assessments: CalTPA, EdSp CalTPA, and edTPA. See PSA-24-02 for more
   information about the secondary passing standard.

 * 08/25/23
   
   Candidates who registered for, but no longer need to take CalTPA or edTPA
   under California Senate Bill 114 (Chap. 48, Stats 2023) may be eligible for a
   full refund of their assessment fee.

   Registration and scheduling are now available for the 2023–2024 program year
   for all assessments: computer-based tests, RICA Video Performance Assessment,

NEW SCORE REPORTING DATE FOR THE CALAPA AND CALTPA

Due to the recent California fire evacuations, school closures, and power
disruptions, the CTC has authorized the addition of a new score reporting date
for the CalAPA and CalTPA. Candidates who submit a cycle by 11:59 p.m. Pacific
time on Thursday, November 7, 2019, may expect to receive their Assessment
Results Reports on Monday, December 2, 2019.

CTC ISSUES PARTNERSHIP LETTER TO DISTRICT AND COUNTY OFFICES REGARDING
PERFORMANCE ASSESSMENT PREPARATION

Candidate placement and fieldwork locations are important factors in preparing
candidates for the CalTPA or CalAPA. Executive Director Mary Sandy has authored
a letter to help district and county office personnel understand their role in
this preparation, through initial partnerships and ongoing relationships with
initial preparation programs. This letter is being provided for programs to
download and distribute to all district and county offices with whom their
candidates work during their preliminary programs as they continue to partner
together for candidate success. The letter can also be found on the Commission's
TPA webpage.

CALTPA UPDATE FOR CANDIDATES PURSUING A MULTIPLE OR SINGLE SUBJECT PRELIMINARY
CREDENTIAL CONCURRENT WITH A BILINGUAL AUTHORIZATION

For concurrent bilingual multiple subject and single subject candidates who are
in a placement where a language other than English is exclusively used for
instruction, or who are in a placement where both English and another language
are used for instruction:

 * Candidates may submit responses along with student evidence for the two
   CalTPA instructional cycles in the language other than English, as applicable
   to the candidate's teaching context. Candidates do not have to provide
   translations or transcriptions for any materials submitted in a language
   other than English.
 * Multiple Subject: Candidates must submit one of the CalTPA instructional
   cycles with a literacy focus (i.e., learning goals based in ELA and ELD
   standards) and one cycle with a math focus (i.e., learning goals based in
   math standards and ELD standards), as appropriate to the teaching context.
   Programs should assist candidates to decide accordingly the content focus for
   each of the two instructional cycles.
 * Single Subject: Single subject concurrent bilingual candidates should
   complete both instructional cycles within the content area for which they are
   seeking the preliminary credential.

CALTPA AND CALAPA REGIONAL FACULTY WORKSHOPS

The CTC is pleased to sponsor five one-day regional workshops for practitioners
who prepare and support preliminary educators. Workshops will be facilitated by
practitioners; participants will gain a deeper understanding of the performance
expectations measured in the CalTPA and CalAPA. Scheduled to be held at numerous
locations, the CTC encourages faculty to attend a workshop close to their
institution. Mileage to the workshop will be reimbursed; additional travel
support is available for extraordinary travel needs; for specific information,
email CalTPA@ctc.ca.gov or CalAPA@ctc.ca.gov. Registration will be from 8:30
a.m. to 9:00 a.m. and the workshops will be held from 9:00 a.m. to 3:00 p.m. A
continental breakfast and lunch will be provided. Registration is currently
open.

Institutions are encouraged to bring small teams that will 1) serve as a
leadership team who will be able to take information back to additional faculty
and personnel and 2) allow all programs in the geographic region to attend.

CTC APPROVES CALTPA MULTIPLE SUBJECT SUBMISSIONS IN SPANISH

Beginning with the 2018–2019 year, for CalTPA Multiple Subject submissions, no
translation is required if the language of instruction is Spanish. For
submissions in all Single Subject content areas, except World Languages, any
evidence in a language other than English must be accompanied by a translation.
More information on these requirements will be available with the release of the
2018–2019 CalTPA Assessment Guide in fall 2018.
