Albania’s Energy Sector Progress Albania’s energy sector has witnessed substantial developments in the past year. Notable advancements include the launch of a day-ahead electricity market by the power exchange ALPEX in April 2023 and the successful implementation of an operational and competitively organized balancing market. As of January 1, 2022, all consumers connected to 20 kV, 10 kV, and 6 kV are entitled to choose their supplier as part of their entry into the liberalized market, aligning with the country’s goal of achieving full independence as a net exporter by 2023. Albania’s commitment to renewable energy is evident through the revision of its Renewables Law, which now incorporates a 54.4% target for renewable energy adoption. This ambitious goal is set to be supported by the construction of the Skavica HPP and a 1200 MW pumped storage hydropower plant upstream of the Moglicë hydropower plant. Additionally, the new Renewables Law introduces a net billing system for self-consumed renewables, transitioning to net billing with a maximum capacity of 500 kW and fostering the participation of citizens in renewable energy communities. The country has also authorized over 10 GW of permits for hydro, photovoltaic, and wind projects, signaling an open invitation for partnerships. The convergence of the energy and construction sectors signifies a transformative period for Albania. With the 2030 renewable energy target distributing sub-targets for heating and cooling (16.6%), the country is on the cusp of adopting a long-term building renovation strategy and implementing the Energy Efficiency Law. This drive towards energy efficiency is evident in the establishment of an operational energy performance certification system, which has issued over 100,000 audit reports since its inception. The Energy Efficiency Agency’s provision of subsidies for 4000 families to install solar water heating systems further exemplifies Albania’s commitment to sustainability. Albania’s investments in energy efficiency are primarily channeled through the state budget and foreign financial aid, with a particular emphasis on the buildings sector. Subsidized initiatives, with up to 50% of costs covered by the Municipality of Tirana, are supplemented by commercial banks’ proactive promotion of energy efficiency through credit lines targeted at enhancing the thermal insulation of building envelopes in private buildings. The primary aims of the Energy Forum of Tirana 2024: – To facilitate constructive dialogue and create a favourable business climate for accelerating investments through legal and regulatory reforms. – To underscore notable advancements and investment prospects for both local and international investors in Albania. – To boost the durable collaborations in sustainable investments between governmental bodies and private stakeholders in Albania. – To promote and improve cooperation in the sustainable sector by better integrating the main private actors in the energy, construction and environmental protection sectors. – To drive innovation, education, and employment opportunities, with a focus on fostering economic growth and society’s well-being.
