EUROPEAN COMPETITIVENESS: AN “EXISTENTIAL CHALLENGE”

“An existential challenge”. That is how Mario Draghi, former president of the
European Central Bank from 2011 to 2019 and prime minister of Italy from 2021 to
2022, described what awaits Europe, while presenting his report on the future of
European competitiveness[1] on 9 September. He is not the first to warn of the
risks relating to the recent economic trajectory of the European Union. But
because of his status, experience, expertise, and the quality of the analysis
work that he provided, his words resonated particularly intensely.
“Existential”. I invite each of us to be aware of the significance of this
adjective. It is not Europe as a geographic entity that is under threat, but
rather its social, political, and perhaps even civilisational models, with their
values of liberty, peace, democracy and equality. From this perspective,
Draghi’s report reaches a clear conclusion: our children’s quality of life
tomorrow depends on nothing less than our ability to restore European
competitiveness today.

COMPÉTITIVITÉ EUROPÉENNE: UN “DÉFI EXISTENTIEL”

« Un défi existentiel ». C’est ainsi que Mario Draghi, l’ancien président de la
Banque centrale européenne de 2011 à 2019 et président du Conseil des ministres
en Italie de 2021 à 2022, a qualifié ce qui attend l’Europe, en présentant son
rapport sur le futur de la compétitivité européenne1, le 9 septembre dernier. Il
n’est pas le premier à alerter sur les risques liés à la trajectoire économique
récente de l’Union européenne. Mais de par son statut, son expérience, son
expertise et la qualité du travail d’analyse qu’il vient de fournir, ses mots
résonnent avec une intensité particulière. « Existentiel ». J’invite chacun
d’entre nous à prendre conscience de la portée de cet adjectif. Ce n’est pas
l’Europe en tant qu’entité géographique qui est menacée. Mais c’est bien son
modèle social, politique, peut-être même civilisationnel, avec ses valeurs de
liberté, de paix, de démocratie, d’égalité. En ce sens, le rapport Draghi
appelle à une conclusion claire : la qualité de vie de nos enfants, demain,
dépend de notre capacité à restaurer la compétitivité européenne aujourd’hui.
Rien de moins.

COMPETITIVENESS: TOMORROW WILL BE TOO LATE

Last year’s relegation of Luxembourg to 20th place in the IMD World
Competitiveness Ranking was already a warning. The loss of a further three
places in the recently published 2024 ranking is a real wake-up call. It
underlines Luxembourg’s loss of competitiveness in recent years.

L’an dernier, la rétrogradation du Luxembourg à la 20e place du World
Competitiveness ranking d’IMD constituait déjà un avertissement. La nouvelle
perte de trois places au classement 2024, qui vient d’être publié, est une
véritable alerte. Elle confirme la dégradation de la compétitivité du Luxembourg
au cours des dernières années.

ELECTIONS ON 9 JUNE – WHAT BUSINESSES EXPECT FROM EUROPE

Just a few days out from the European elections, we find ourselves facing quite
the paradox. The relevance of the European Union has never been more clearly
demonstrated than during the current parliamentary term. During the healthcare
crisis precipitated by COVID-19, the EU launched an €806 billion recovery plan.
The beginning of the war in Ukraine in 2022 prompted the European Union to take
decisive action, marking its emergence as a geopolitical force. During the
energy crisis, the EU’s measures averted blackouts and supported the economy.
And yet, as one of the most intense political cycles in EU history comes to an
end, there is a worrying rise in Euroscepticism across member states.
Politically, the Union could be significantly weakened after the 9 June
elections, which would be tragic, especially in view of the unease ahead of the
Hungarian presidency, set to begin on 1 July. We need a strong Europe now more
than ever.

ELECTIONS DU 9 JUIN: CE QU’ATTENDENT NOS ENTREPRISES DE L’EUROPE

A quelques jours des élections européennes, nous sommes devant un immense
paradoxe. Jamais l’Union européenne n’a autant démontré sa pertinence que lors
de la mandature qui s’achève. Durant la crise sanitaire, elle a adopté un plan
de relance de 806 milliards d’euros. Au déclenchement de la guerre en Ukraine en
février 2022, elle a pris des décisions fortes, commençant enfin à s’affirmer
comme la puissance géopolitique qu’elle doit devenir. Au moment de la crise
énergétique, elle a engagé des mesures qui ont permis d’éviter le black-out tout
en soutenant l’économie. Et pourtant, c’est au sortir de ce mandat-ci, peut-être
le plus dense de l’histoire de la construction européenne, que l’on assiste à
une inquiétante progression de l’euroscepticisme à travers les pays membres.
Alors que nous avons plus que jamais besoin d’une Europe forte, politiquement,
l’Union pourrait ressortir considérablement affaiblie du scrutin du 9 juin. Ce
serait un drame, amplifié par l’ouverture redoutée de la présidence Hongroise à
partir du 1er juillet.

decisions through a budget. So the budget vote is always the highlight of the
political year, a time for the government to show a coherent approach to making
things better for the country, its citizens and its businesses.

En politique, les intentions s’expriment à travers des propositions ou des
projets, et les décisions à travers un budget. Le vote du budget est donc
toujours le point d’orgue du calendrier politique, l’événement au cours duquel
le Gouvernement doit démontrer la cohérence de son action au bénéfice du pays,
de ses citoyens et de ses entreprises.
