KYIV, Ukraine—Russia launched a fresh wave of Iranian-made drones to attack
central Kyiv in the early hours of Monday, Ukrainian officials said, as Moscow
presses a campaign targeting Ukraine’s energy infrastructure before the onset of
winter.

Rescue workers pulled 18 people from the rubble of a residential building that
was damaged by a strike in the central Shevchenkivskyi district, said Kyiv’s
mayor, Vitali Klitschko.
