Four insights for
consumer products
executives
Build an agile talent supply chain
with your external workforce

With unprecedented disruption in the labor market threatening companies’
ability to run production lines, stock supply chains, and serve customers, the
need for new workforce planning strategies has never been greater. Talent
and labor shortages are creating intense competition for workers, not only
with lower-paid or entry-level jobs, but also more highly skilled technology
and knowledge-economy roles.
Faced with the need to either upskill existing workers or find new people with
the right abilities, companies are increasingly tapping into external talent
to get work done, making the external workforce – contingent workers and
services providers – increasingly pivotal to business success.

In this paper, we discuss the importance of the external workforce to
business agility and resiliency, and identify what consumer products
executives need to focus on to ensure they realize value from these
important resources, while managing risk. We also discuss how the
external workforce fits into an overall workforce planning strategy, and why
collaboration between Procurement, HR, and the business is vital. We hope
to provide you with some ideas to consider as you think about building a
more agile talent supply chain to better prepare for disruption.
The external workforce is a
significant spend category.
In consumer products, 43% of
workforce spend is on external
labor. Just 57% of workforce
spend is on employees.1
According to an Economist
Impact survey of C-suite
executives, 50% plan to
increase their use of
external workers.2

Consumer products companies
rely heavily on external labor to
serve customers as well as support
corporate functions. The external
workforce helps meet business goals
including operating at full capacity
or meeting market demands (80%)
and improving the customer experience
(64%).
Yet, executives don’t always have good
visibility to external resources and are
not actively managing them.
Roughly half of consumer products
companies experience digital and physical
security breaches with their contingent
workers and services providers. It’s
not just IP that’s at risk. Bad actors can
take advantage of this access, leading
to significant financial loss, liability and
reputational damage.
Compliance issues, quality issues,
unauthorized spend, duplicate payments,
and rates that deviate from an agreed-to
rate card are all too common, with four
out of ten consumer products executives,
on average, reporting these issues when
it comes to their external workforce.
Many organizations manage
the financial aspects of external
workers – contracts, POs and SOWs
– yet it’s also crucial to manage
security, compliance, quality of work
and other important aspects of these
engagements involving external
labor. Sophisticated, purpose-built
vendor management systems (VMS)
can do all this and more.
Now more than ever, you need to
manage your external workforce
