The eastern corner of 1st Avenue and 19th Street in Rock Island will soon be an
empty lot after the City Council agreed to demolish two buildings on the site.

Known collectively as the Klass Buildings, the large warehouse at 1900 1st
Avenue and the smaller triangular building at 111 19th Street will be torn down.
The buildings are located directly across from Schwiebert Park and next to The
Locks apartments.

The Klass Buildings at 1st Avenue and 19th Street in Rock Island, shown on

The cost of demolition and clearing of the site is expected to be between
$150,000 and $175,000. The funds will come from the TIF (tax increment
financing) dollars from The Locks TIF.




In a memo to the City Council, Rock Island Community Economic Development
Director Miles Brainard said the buildings have been vacant for nearly 20 years
and have been caught in a cycle of abandonment. The city has tried to find
owners to redevelop the spaces, but as time passed the buildings deteriorated
quickly.

A 2018 fire in the north building caused sections of the roof to collapse and
water to infiltrate, causing the masonry walls to fail. The triangle-shaped
south building has been gradually collapsing on its own because of masonry
falling out of the walls, Brainard wrote in the memo.



Despite the condition, BJL Developments LLC purchased the buildings in 2020 with
the hope of redeveloping them. The city and BJL worked together for nearly two
years to find a way to finance the project but never succeeded.

"In the meantime, the building official became increasingly concerned about the
danger to the public posed by the buildings. As redevelopment became less
likely, enforcement actions began first in municipal and then in circuit court.
By June 2023, the city erected fencing around the buildings to keep the site
secured," Brainard wrote.

BJL was eventually able to reach a settlement with mortgage holder IH
Mississippi Valley Credit Union.



"The credit union will release its mortgages on the two properties, and BJL will
convey them to the city. In exchange, the city will release BJL of any
obligations," the memo said.

With council approval granted Monday night, the next step will be for the city
to secure a contractor for demolition. The contract is expected to be presented
for approval at the next council meeting.




Brainard wrote in the memo the goal was to have the site demolished and cleared
before further winter weather arrived.

"The resulting site, cleared of buildings, will be held for future development,"
Brainard wrote in an email to the Dispatch-Argus/Quad-City Times Tuesday. "This
arrangement, though not ideal, is the best option available saving the city both
time and money in the long term."
