Welcome to the State Tax Automated Research (STAR) System, your online policy
resource center.

DISCLAIMER

The Comptroller of Public Accounts maintains the STAR system as a public
service. STAR provides access to a variety of document types that may be useful
in researching Texas tax law and tax policy. Documents that provide the
Comptroller’s interpretation of the tax laws are accurate for the time periods
and facts presented in the documents.

IMPORTANT:
Documents on STAR that no longer represent current policy may be completely or
partially superseded, but there is no assurance that a document on STAR
represents current policy even if it has not been marked.

Tax laws are complex and subject to change. Interpretations of the laws may be
affected by administrative hearings, court opinions, attorney general opinions
and similar authorities. STAR is a research tool, not a substitute for legal
advice. If there is a conflict between the law and the information found on
STAR, decisions by the Comptroller’s office will be based on the law.

Letters on STAR can be the basis of a detrimental reliance claim only for the
taxpayer to whom the letter was directly issued. See Rules 3.1 (Private Letter
Rulings and General Information Letters) and 3.10 (Taxpayer Bill of Rights).

SIMPLE QUERY

New: DESELECTING SEARCH FILTERS: In the Advanced Query feature, there are a
number of document types that are automatically checked by default. If you
desire only one or two document types for your search, select the RESET button
at the bottom of the screen.  This will clear all automatic entries on this
page.  You may then select which document types you prefer.  Be sure to select
the tax type, document status, and date range since these were also cleared upon
reset.

TIP: If you are searching for documents that contain a specific statutory
reference, i.e., 151.006, the search engine reads this as a phrase because of
the decimal point in the middle of the term.  Therefore, surround the term with
quotation marks - "151.006" in order to obtain a successful search result.

When entering a Hearing Number, you must now enter the appropriate comma.  For
example: if you are looking for Hearing No. 33,089, then enter 33,089 instead of
33089 as entered in previous versions of STAR.

When searching a phrase, be sure to surround it with "quotation marks".

Be sure to update browser to Microsoft Edge, Google Chrome, Firefox, or
Safari. Continued use of the  Internet Explorer browser will not be as efficient
and may limit your search results.

COMING SOON:

The STAR Users Guide is currently being updated; We will also be adding FAQs to
provide help in navigating the new version of STAR.
