 * The G7 is set to sign a long-term security arrangement with Ukraine on the
   sidelines of the NATO summit in Lithuania, offering defense equipment and
   cybersecurity protection, as well as bolstering military training.
 * Iowa's Republican-led legislature passed a bill to ban most abortions after
   around six weeks of pregnancy during a special session. Gov. Kim Reynolds
   said she would sign the measure on Friday.
 * Three people were killed and at least 14 were injured when a Greyhound bus
   collided with multiple commercial vehicles on an exit ramp on Interstate 70
   near St. Louis, Illinois.
 * Former President Donald Trump has lashed out at the Justice Department after
   the agency ruled that he is not immune from a $10 million defamation lawsuit
   filed by E. Jean Carroll.
 * Annual inflation slowed to 3% in June, according to figures from the Bureau
   of Labor Statistics. This is a steep drop from the 9.1% seen in June last
   year, and an indication that the economy is reacting to the Federal Reserve's
   interest rate hikes.
 * Famed journalist Bob Woodward released audio recordings of his extensive
   conversations with Donald Trump, in which the former president insisted he
   was "cruising to election [victory]" until "all of a sudden, we get hit by
   the China virus."
 * Farmers Insurance said it will no longer offer coverage in Florida amid the
   growing threat of extreme weather, leaving tens of thousands of residents
   without home or auto policies.
 * Succession leads this year's list of Emmy nominees, with 27 nominations
   announced during a morning ceremony. The Last of Us, Ted Lasso and The White
   Lotus also received top nods ahead of the 75th Emmy Awards, which is
   scheduled to air on September 18.
 * In the ongoing war in Ukraine, Ukrainian President Volodymyr Zelensky will
   meet with NATO leaders, a day after Secretary General Jens Stoltenberg said
   that Kyiv could only join the alliance once "conditions" are met. Meanwhile,
   Russia has launched at least 15 drones to attack Kyiv for the second night in
   a row

‘War on Woke’ Targets Real War Policy

TL/DR: "We need to get the NDAA passed
 national security needs to be a priority
for each and every one of us," GOP Rep. Jen Kiggans told CNN.

House Republicans are pushing to use the $886 billion defense legislation to
demand amendments on hot-button policy issues such as abortion, racial identity,
and transgender rights, threatening the passage of a bill that has garnered
bipartisan support for decades. The House Rules Committee met yesterday for its
markup of the National Defense Authorization Act (NDAA) and proposed dozens of
changes to eliminate what they called "woke" policies implemented by the Biden
Administration.

Although drama over NDAA isn't new, the level of opposition by hard-line
Republicans — still fuming over House Speaker Kevin McCarthy's debt ceiling deal
with President Joe Biden — is notable. Republicans particularly contest three
Pentagon policies: Reimbursement of abortion travel costs, healthcare coverage
of gender transition treatments, and critical race theory taught in academies.
McCarthy's leadership will be tested again as he looks to unite Republicans
around a version that will pass the Senate.

What happens now? Votes on the measure are scheduled to begin today. Republicans
have warned to vote against the legislation if they don't get their way.
Including any of the amendments could risk turning off Democrats, and moderate
Republicans, whose support is needed to pass the NDAA. The 2024 defense bill
would include, amongst other things, a 5.2% increase for military personnel, an
increase in readiness to counter adversaries like Russia and China, and a new
inspector general to oversee Ukraine aid.

Many Counting on Student Loan Relief Already Spent the Money

TL/DR: A new Intelligent.com survey found 58% of student loan borrowers are
“unprepared” for repayments to resume this fall.

Nearly half of student loan borrowers who would have qualified for President Joe
Biden's debt forgiveness plan spent more than they would have if they'd known
the U.S. Supreme Court would strike it down, according to an Intelligent.com
survey. Most respondents, 47% of whom are under 35, believed up to $10,000 would
be forgiven. One in three who expected the relief spent extra money on things
like rent, vacation, childcare, and other debt. Respondent data reviewed by
Newsweek showed 39% owe less than $20,000, and 16% would've had their student
loan debt erased entirely.

The 43 million people who were anticipating debt relief will feel extra pain
from inflation when repayments resume. Economists warn ending the pandemic-era
repayment pause could hurt the economy. Though debt relief is politically
divisive, polling suggests 41% of voters want other relief options explored.
Biden said his administration is working on a new strategy to deliver on his
2020 presidential campaign debt forgiveness promise.

What happens now? Student loan repayments are expected to resume in October, but
interest will begin accumulating on September 1. To ease back into repayments,
the Biden administration is implementing a year-long “on-ramp” that enables
borrowers to skip payments without being considered delinquent. Meanwhile,
experts are recommending borrowers confirm their current loan servicer and
review their repayment options.

Federal Judges Keep Getting Older
And They Are Hard To Remove

TL/DR: In most instances when a judge starts to show signs of dementia,
colleagues "gently talk her into voluntary retirement," law professor Charles
Gardner Geyh told Newsweek.

A legal battle between the oldest active federal judge, Pauline Newman, and her
colleagues has refocused attention on the aging federal judiciary and the
consequences of lifetime appointments. The 96-year-old judge sued her colleagues
after they allegedly pressured the nonagenarian to retire. The clash could be a
sign of battles to come; Some 86 judges will be at least 90 years old by
end-2023, Newsweek found, a jump from 2010 when 11 judges >90 years were hearing
cases.

Lifetime appointments have been a bench feature since the Constitution's
ratification in 1789. The "founders" didn't think "judicial service would become
so popular that judges would want to stay on the job forever," law professor
Charles Gardner Geyh explained. A reason why judges tend to stay long: Senior
status. The arrangement allows them to work as much as they like and still draw
a salary. There are currently 625 judges with senior status.

What happens now? Professor Francis Shen argues that the federal judiciary needs
to start assessing the competence of judges at regular intervals so that any
decline in mental capacity can be objectively analyzed. Aging is "very
individualized," Shen said, and the "risk factors for cognitive decline
increase" deep into sunset years. Having a judge undergo a neurological
examination only when issues arise presents a challenge “because you don't know
how you were functioning five years ago, or 10 years ago," he said. Doing so
would prevent cases like Newman's.

What Does The Caster Semenya Ruling Mean For The Olympics?

TL/DR: “Sporting governance bodies around the world must finally recognize that
human rights law and norms apply to the athletes they regulate,” Schona Jolly
KC, a barrister for Semenya’s legal team, said

The European Court of Human Rights (ECHR) ruled that Olympic runner Caster
Semenya's rights were violated by World Athletics blocking her from competing
without taking testosterone-reducing drugs. The 32-year-old South African, an
intersex woman with a condition that means her body produces higher levels of
testosterone, has been unable to participate in major competitions due to
testosterone limits introduced in 2019, but her appeals to the Swiss Federal
Court were rejected. Now, the ECHR has ruled that Switzerland's rejection was
itself unlawful, and Semenya should be allowed to compete.

The ruling serves as vindication for Semenya but does not spell a total overhaul
of World Athletics' rules. While many have compared it to discussions about
trans athletes, this is a different intersex discussion specifically around
Semenya rather than a wider precedent. The governing body said in a statement
following the ECHR ruling that the regulations "are a necessary, reasonable and
proportionate means of protecting fair competition in the female category," and
noted there's no obligation to rewrite their rules as Semenya's case was lodged
against the Swiss government, not World Athletics.

What happens now? At least three other Olympic medalists would be affected by an
overhaul of testosterone restrictions at next year’s Olympics if the ECHR ruling
forced a rollback of testosterone limits, and World Athletics says there are “a
number” of other elite athletes who fall under the current regulations.
Currently, the sport appears to be stuck in a grey area; it is not clear if a
rule change that would allow Semenya to participate is on the horizon, and there
is now a three-month window to lodge an appeal. Until then, testosterone limits
will remain in place.

Senators Want Answers About Pentagon's 'Heavy Reliance' on Microsoft

TL/DR: Worries that the Xbox maker would prevent Activision's games like Call of
Duty from appearing on rival PlayStation or Switch consoles have been dismissed.

District Judge Jacqueline Scott Corley rejected Federal Trade Commission's (FTC)
attempts to block Microsoft's acquisition of video game maker Activision
Blizzard for ~$70 billion, saying the agency failed to prove it would harm
customers or lessen competition. Shortly after, U.K.'s Competition and Markets
Authority — which blocked the deal in April — agreed to "consider any proposals
from Microsoft to restructure the transaction in a way that would address"
antitrust concerns.

The ruling deals another major blow to FTC Chair Lina Khan. In February, a judge
rejected the FTC's bid to block Meta Platforms from buying virtual-reality
startup Within. Together, the defeats raise questions about Khan's ability to
deliver on her promise of a crackdown on anti-competitive conduct despite Big
Tech "flexing some muscle." FTC's credibility is also at stake. "She's trying to
change a century's worth of antitrust law overnight, and that's not necessarily
wise," Professor Anthony Sabino told the New York Times.

What happens now? The FTC, “disappointed” with the decision, has until Friday to
decide on an appeal. Sources told Bloomberg that the appeal could come as early
as today. An FTC administrative law judge is reportedly scheduled to hear
arguments about the deal in August. While no decision has been made, the ruling
clears the way for Microsoft to complete the deal by July 18. In the U.K, a
hearing is scheduled to begin at an appeals tribunal on July 28.

Hollywood Actors Could Join Writers In Strike As Contract Deadline Looms

TL/DR: “We are not confident that the employers have any intention of bargaining
toward an agreement,” SAG-AFTRA said.

With the Writers Guild of America (WGA) now more than two months into a major
strike that has stalled production on dozens of movies and TV shows, the Screen
Actors Guild-American Federation of Television and Radio Artists (SAG-AFTRA)
could join them if its leaders fail to agree to a contract renewal with major
studios by midnight Pacific Time tonight, potentially shutting down Hollywood
entirely. Although SAG-AFTRA has not commented on negotiations, it has announced
that it will join the strike if a deal is not struck, marking the first strike
involving both writers and actors unions simultaneously since 1960.

Like the WGA, SAG-AFTRA is objecting to changes to studios' payment models,
which have shifted from paying writers and actors for re-runs of shows
(residuals), to offering little or no compensation when someone watches their
work on a streaming platform. With just hours to go, both the studios and the
actor's union have agreed to bring in a federal mediator to help resolve the
dispute.

What happens now? SAG-AFTRA represents more than 160,000 performers around the
world, and its members striking alongside the WGS would essentially derail the
entire Hollywood machine. Film and television sets would likely be shut down
indefinitely, leading to the postponement or cancellation of dozens of shows and
films. Furthermore, striking actors would have to cross picket lines to promote
their upcoming projects, attend premieres or take part in interviews.

first, as an educator, and then later as an attorney.

Loan forgiveness marks a milestone in my career, and it also gave me the

What to watch
 * The inflation report for June is due at 8:30 a.m. ET. Economists expect the
   year-on-year headline consumer price index to fall to 3.1% from 4%, while
   core inflation (excluding volatile items like food and energy) to slip to 5%
   from 5.3%. The report could give clues on whether the Federal Reserve will
   raise interest rates during its July 26 meeting.
 * President Joe Biden is expected to deliver remarks on how the U.S. and allied
   nations are supporting Ukraine as the 2023 NATO Summit in Lithuania winds
   down.
 * FBI Director Christopher Wray is scheduled to testify at a House Judiciary
   Committee oversight hearing.
 * "Manhattanhenge" returns to New York City this evening as the sun sets in
   perfect alignment with Manhattan's east-west street grid.
