ever. This trend has led to the emergence of cyber-physical human systems
(CPHS). This field focuses on the integration of cyber technologies, physical
systems and human actions to accomplish a specific goal. Smart buildings,
autonomous vehicles and telemedicine applications are all examples of CPHS
within the rise of artificial intelligence – They aim to enhance efficiency,
safety and quality of life by leveraging the capabilities of both humans and
technology.

CHANDRAKANT D. PATEL

HP SENIOR FELLOW AND CHIEF ENGINEER

Chandrakant Patel is an HP Senior Fellow and Chief Engineer at Hewlett Packard
Laboratories. A keen observer of technological and societal inflections,
Chandrakant has been a pioneer in the design of information technology
infrastructures and in the application of information technology to drive energy
management at the scale of cities. He has a proven track record of delivering
innovations in servers and data centers from conception and breakthrough
technical contributions to business creation and commercialization.

In addition to his multi-disciplinary technical depth, Chandrakant has held a
breadth of management and leadership roles, and has extensive experience in
communicating with customers, investors, analysts and media. He recently managed
HP Laboratories - HP's central research division - where he led the delivery of
innovations in storage, networking, print engines, and software platforms.
Earlier, Chandrakant was amongst the first to foresee the need to reduce energy
consumption in data centers. He subsequently founded the Smart Data Center
research program at HP Laboratories. His mantra data center is the computer that
led to the design of an operating system for IT infrastructures, and his vision
to reduce energy consumption through need-based dynamic provisioning of IT,
power, cooling has led to a rich portfolio of patents, publications, and
products. Later, he charted new directions for the industry in the application
of IT to manage Internet-connected physical systems (also known as cyber
physical systems).

A strong advocate of fundamental training in science and engineering,
Chandrakant has been an adjunct faculty member at Chabot College, the University
of California (U.C.) Berkeley Extension, Santa Clara University, and San Jose
State University. A Fellow of the Institute of Electrical and Electronics
Engineers (IEEE) and the American Society of Mechanical Engineers (ASME), he has
been granted 135 patents and has authored more than 150 papers. He serves on the
board of Mphasis Company in India, and on the Electrical Engineering and
Computer Science (EECS) Industrial Advisory Board at U.C. Berkeley. Chandrakant
holds a Bachelor of Science in Mechanical Engineering from U.C. Berkeley and a
Master of Science in Mechanical Engineering from San Jose State University, and
is registered as a professional mechanical engineer in the state of California.
In 2014, Chandrakant was elected to the Silicon Valley Engineering Hall of Fame.


BRYAN LANGLEY — MODERATOR

SENIOR FELLOW, CENTER FOR DIGITAL GOVERNMENT

Bryan J. Langley serves as the senior vice president of defense development at
the Indiana Economic Development Corporation, where he is responsible for
developing a strategic plan for long-term state investment in the defense
marketspace, with the goal of tripling federal defense investments by December
2024. Bryan served as executive director of the Indiana Department of Homeland
Security and the Homeland Security Advisory (HSA) for US DHS. He previously
served as global security manager at Columbus-based Cummins Inc. (NYSE: CMI) and
as a senior consultant at Booz Allen Hamilton Consulting. He also worked in the
White House as the U.S. assistant chief of protocol under the George W. Bush
administration.


SEAN MCSPADEN

SENIOR FELLOW, CENTER FOR DIGITAL GOVERNMENT

Sean McSpaden is an executive level information technology professional with
over 30 years of experience in the private, non-profit, and public sectors. His
background includes the start-up and management of several small businesses and
he has served on the Board of Directors or in Executive Director positions for
several 501(c)(3) non-profit organizations. Sean’s public service experience
includes progressively responsible positions as an IT analyst, and in statewide
coordination, management and leadership positions within the Executive and
Legislative branches of Oregon state government. From June 2008 to September
2013, served as the state of Oregon’s Deputy State Chief Information Officer.

Throughout his 25-year tenure in Oregon state government, Sean and the teams he
has led have received several state, regional and national recognitions and
awards. In addition, Sean has represented the state of Oregon on numerous state,
regional and national project steering committees, task forces, governing
boards, committees, commissions and associations, and has presented on various
topics at local, state, regional, national, and international meetings and
conferences.

Sean earned his Master of Business Administration (MBA) degree and Certificate
of Public Management from the Willamette University, Atkinson Graduate School of
Management. Sean is an ISACA Certified Information Security Manager (CISM) and
holds a PMI Project Management Professional (PMP) certification. Sean also holds
a Secret level clearance granted by the U.S. Department of Homeland Security.
