THE DATA SOVEREIGNTY DILEMMA: HOW WE’RE CHALLENGING THE STATUS QUO IN RWANDA,
PART 1

Often data sovereignty laws require that certain types of data must be stored
and processed within the borders of the country. This can conflict with the
desire for efficiency and cost-effectiveness that comes with using cloud
services and global data centres. Companies often need to decide whether to
comply with these laws, potentially sacrificing efficiency, or risk
non-compliance.

ADP Runtime Environment in Rwanda, leveraging the powerful Azure Stack Hub and

servers taking up space, chewing through electricity bills, and don’t even get
started on the headache of maintaining and upgrading all of that big metal. It’s
a never-ending cycle of IT pain. Plus, when things go south, you’re stuck
playing detective in your own data centre.

So what are these well-known challenges?

 * Capital Expenditure: Hosting a solution with traditional on-premises
   infrastructure presents several significant challenges. First and foremost,
   it requires substantial upfront capital expenditures for purchasing and
   maintaining hardware, data centres, and networking equipment. This capital
   investment often leads to high initial costs and can be a barrier to entry
   for smaller organisations.
 * Scalability and Resource Management Hurdles: Additionally, on-premises
   solutions demand careful capacity planning, making it difficult to rapidly
   scale resources up or down to meet changing demands. This limitation can
   result in underutilised or overburdened infrastructure, affecting both
   efficiency and cost-effectiveness.
 * Maintenance and Update Complexities: Maintenance and updates are another
   concern with on-premises hosting. Organisations are responsible for the
   ongoing upkeep of hardware and software, including security patches and
   upgrades. This task can be time-consuming and resource-intensive, diverting

 * Data Security and Disaster Recovery: Data security and disaster recovery
   become complex and costly tasks in on-premises set-ups. Ensuring high levels

   associated with hosting solutions on-premises can collectively limit an

   traditional on-premises infrastructure places an additional burden on

   hardware, networking, and software environments. Delays or resource
   constraints in these early stages can hinder project progress and impact the
   time-to-market.
