Statement by the Delegation of the United States of America

Human Rights Council – 55th Session

March 4, 2024

 As Delivered by Ambassador Michèle Taylor

Thank you, Mr. President and High Commissioner Türk.

The United States shares OHCHR’s concerns about challenges facing human rights
defenders and growing restrictions on civil society globally, as well as the
rising use of transnational repression as a means to suppress dissent.

We thank OHCHR for its ongoing, essential work.  I would like to draw attention
to a few particular places of concern:

We deplore the detention of journalists and human rights defenders by all
parties in Yemen.

In the context of Russia’s war against Ukraine, we are deeply concerned about
the human rights of Ukrainians and others living in temporarily occupied
territories and along the frontlines.  We call on Russia to end its senseless
violence in Ukraine, and to end repression inside Russia.

We remain deeply concerned about human rights in China.  We call on the PRC
government to respond to recommendations contained in the High Commissioner’s
report on Xinjiang from August 2022 and recommendations made by states during
the PRC’s recent UPR.

We are deeply troubled by the repression of civil society
in Vietnam and Cambodia.

We call on the government of Turkmenistan to end the suppression of dissent and
the persecution of human rights activists and their family members.

We deplore the escalating violence and insecurity in Haiti, exacerbated by gang
warfare, leading to widespread violations of the right to life, liberty, and
security.

In Ethiopia, we remain concerned by the ongoing State of Emergency, under which
there have been reports of extrajudicial killings and arbitrary arrests.

In Nicaragua, we are disturbed by the Ortega-Murillo  campaign of repression,
which has been part of a precipitous democratic and human rights backsliding
under the regime.
