WELCOME TO THE RIVERSIDE GATEWAY PARKS!

The Riverside Gateway Parks project will develop Park Master Plans for sites
along the Santa Ana River Trail in Riverside, California. Once complete, these
sites will contribute to the Santa Ana River Parkway and Open Space system, a
regional vision for a trail and greenway along the Santa Ana River.

FAQ

1. What is included in the master planning process?

The master planning process includes site inventory and analysis, community
outreach, conceptual site design and grading, and California Environmental
Quality Act compliance.

2. How does this project fit into overall city goals?

The project’s goals align with the City’s Envision Riverside 2025 strategic
plan’s “Arts, Culture and Recreation” priority, which is to provide diverse
community experiences and personal enrichment opportunities for people of all
ages. Specifically, goal 1.3 is to improve parks, recreational amenities, open
space and trail development. This project increases recreational opportunities,
educational use, public access, water quality protection, enhancement of
wildlife habitat, creates a green gateway to the river, creates a recreation
destination, and supports economic opportunities.

3. How is this project funded?

The master plan portion of the Riverside Gateway Parks project is funded through
a Coastal Conservancy Grant in the amount of $2,025,000 and a City match of
$390,000 of development impact fees.

4. When will these projects be built?

Construction dates are contingent upon successfully getting grant funding.
Having the master planning, community outreach, and CEQA completed is
preparation for submitting more competitive grant applications. Some
construction grant funding was attained by the San Bernardino Valley Municipal
Water District, our project partners for Camp Evans, so that site will likely be
the first to be at least partially constructed with habitat improvements.

5. How will construction be funded?

Please see response to #4 above.

6. How will the new parks be maintained?

The parks will be maintained by the Parks, Recreation, and Community Services
Department using City general funds.  At Camp Evans, maintenance of the habitat
areas will be maintained though the joint powers authority to be created as part
of the Upper Santa Ana River Habitat Conservation Plan.

7. How will homelessness be addressed?

The City’s Park and Neighborhood Specialist (PANS) program is a new non-sworn
classification within the Riverside Police Department, to provide a civilian
response to concerns and issues in city parks, park facilities, wilderness
trails, and adjacent neighborhoods. At Camp Evans, the joint powers authority
will fund part-time Riverside County park rangers to patrol the habitat areas.
In addition, the City’s Office of Homeless Solutions develops public and private
partnerships and provides direct outreach services that coordinates services
directed towards reducing and preventing homelessness by providing a wide-range
of services and resources for homeless persons and increasing permanent
supportive housing opportunities for very low income and long-term homeless
persons to end their homelessness in the City of Riverside.

8. How will the safety and security of park visitors be considered?

In addition to the PANS program discussed in #7, site design will incorporate
concepts of Crime Prevention Through Environmental Design (CPTED). The four main
elements of CPTED are: natural surveillance and visibility, lighting,
territorial reinforcement and space delineation, and natural access control.

9. How are the features at the park sites determined?

Park features will be selected based on community input in conjunction with
environmental site analysis.
