Chief Administrative Officer - City of Jacksonville

On July 1, 2019, Brian Hughes was appointed by Mayor Lenny Curry to serve as
Chief Administrative Officer (CAO) for the City of Jacksonville. Prior to that
appointment, Hughes served as Chief of Staff to Mayor Curry. As CAO, Hughes is
the top administrator for the Consolidated Government of Duval County and
Jacksonville, the largest city in the state of Florida. With over twenty years
of experience, as an entrepreneur whose business Meteoric Media Strategies
focused on public relations, strategic communications, and brand management for
corporate and political clients in Florida and across the nation. Hughes was
also co-founder of Bold City Strategic Partners, a public affairs consultancy
based in Jacksonville. Before founding Meteoric Media Strategies, Hughes served
as a professor at colleges and universities in New York, Oregon and New Jersey.
Hughes has also served as a public policy advisor having worked in Washington
D.C. for several members of Congress. In Florida, Hughes is recognized for his
work with Governor Rick Scott, former chief financial officer Jeff Atwater,
Mayor Curry, and numerous other state and local leaders. He is a veteran of the
United States Air Force and served in combat flight operations during the Gulf
War as part of Operation Desert Shield and Operation Desert Storm. Hughes holds
a Bachelor of Arts degree from the Catholic University of America and a Master
of Fine Arts degree from Syracuse University.

Dr. Wazir Ishmael was appointed City Manager in December of 2014 by the
Hollywood City Commission after joining the City as the Assistant City Manager
for Sustainable Development in August of that year. Dr. Ishmael oversees a city
government comprised of more than 1,450 full-time and part-time employees with a
combined budget of over $755 million. Dr. Ishmael promotes a city-wide vision of
responsible development and redevelopment that enhances quality of life,
preserves open space, and creates a community aesthetic focused on
sustainability and resiliency.

Mayor Wayne Messam has lived in Miramar for over 21 years. A first-generation
American, Wayne was the first of his parents' children born in the United
States. He was raised in South Bay, Florida by loving and hard-working Jamaican
parents. His father, Hubert Messam, labored in the sugar cane fields of the
Glades as a migrant contract worker for nearly two decades after immigrating to
the United States with his family. Growing up in the Glades, Wayne learned the
value of hard work, discipline and the pride of culture, community and heritage.
Miramar's cultural diversity and sense of community attracted Wayne to the City
to raise his own family. Wayne and his wife of 24 years, Angela, have three
adult children.

Raimundo Rodulfo started his career in the early 1990s as an engineer in the
telecommunications industry. He joined the City of Coral Gables in 2004 and
currently serves as Director of Innovation & Technology and Chief Innovation
Officer. He leads strategic planning, oversight and management of citywide IT
operations, infrastructure and smart city initiatives. Under his leadership, the
City has received numerous awards including first place in the Digital Cities
2018 for cities of up to 75K population, first place in the U.S. Open Cities
Index in 2019 and 2020, Smart 50 Award in Urban Infrastructure in 2020, Smart
Cities Innovation Excellence Award in 2022, and being recognized as one of the 8
Smart Cities to Watch in 2020 by State Tech Magazine and as one of the 12
finalists worldwide in the Gartner Eye on Innovation Awards for government in
2021. Prior to joining the City, he spent ten years in the private sector
working for various Fortune 500 companies such as Bellsouth, Siemens, and NCR in
varying capacities. During this time, he also assisted on technology projects
for Motorola and Lucent Technologies in Chicago, and Agilent Technologies in
Silicon Valley. He volunteers as Co-Chair of the NIST GCTC Data Supercluster, as
a member of the WBAF Miami Board of Directors, and as an advisory member of
international nonprofit professional committees and engineering standard
development organizations. He has been a guest speaker at numerous conferences
and events, and has also authored multiple research papers, articles, technical
book chapters and other publications in the areas of smart cities, engineering
and technology. Rodulfo has received numerous awards and recognition throughout
his career. Most recently, he received the Globant Digital Disruptor award and
the CyberTrust Pioneer award in 2021, was named to State Tech Magazine's list of
30 State and Local Government IT Influencers Worth a Follow in 2020, and
received the Key to the City from the Mayor of Coral Gables. He holds a Master
of Science in Engineering Management and a Graduate Certificate in Enterprise
Systems from Florida International University, and a Bachelor of Science in
Electrical and Electronics Engineering from National Polytechnic University. He
is a Licensed Professional Engineer (P.E., Florida and National NCEES Record), a
Senior Member of the Institute of Electrical and Electronics Engineers (IEEE)
and the Institute of Industrial and Systems Engineers (IISE), a certified
Project Management Professional (PMP) and Six Sigma Black Belt (CSSBB), and a
certified professional in PCI, HIPAA, Incident Management, Virtualization, SAP,
and ITIL.

Jeff Sheffield, a 29-year transportation professional, is the executive director
of the independent four-county North Florida Transportation Planning
Organization (North Florida TPO) handling transportation planning and
prioritizing in the region. He has a Master of Science in urban planning from
Florida State University. Working with partner agencies, he has championed
results-oriented investment in intelligent transportation systems (ITS), traffic
incident management, safety, bicycle and pedestrian planning, freight and
logistics planning, Clean Fuels and multi-modal mobility improvements. Most
recently, Mr. Sheffield has focused on implementing the TPO’s Smart North
Florida Initiative with the goal to harness the power of smart technologies,
coordinated data, and regional collaboration to improve North Florida’s economic
competitiveness, sustainability and quality of life. Originating as a public
sector initiative while developing a Smart Region Master plan, it has expanded
to include private sector and non-profit organizations across our region by
creating a platform for tech professionals, business owners, startups, and
investors to connect, collaborate, and get inspired to drive innovation. Mr.
Sheffield recently gave a TEDx talk entitled “The Pulse Behind a Smart City”.
