All detections are in residential areas of Santa Paula. CDFA crews are working to complete treatment and removal of the infected trees. CDFA is also conducting mandatory surveys and ACP treatments of all citrus within 250m of the tree detections. Currently there is no commercial citrus in the 250m delimitation areas. In response to these detections, a 5-mile HLB quarantine is in place around the Santa Paula find sites, affecting commercial citrus in the area ” UPDATE IN SAN DIEGO CO “A newly established HLB quarantine in San Diego Co. has been declared following the detection of the deadly citrus plant disease Huanglongbing (HLB) in five trees located on a residential property with non-commercial citrus acreage in the Valley Center area of San Diego County. As of November 17, 2023, a total of 211 residential citrus trees have been confirmed positive for HLB in Riverside Co. for a total of 6,790 residential citrus trees statewide. New HLB tree detections continue to be found in the city of Corona.” Updates to HLB Bulk Citrus Quarantine Requirements Effective November 22, 2023, the Citrus Pest and Disease Prevention Division(CPDPD) is updating the requirements for moving bulk citrus fruit within and from a huanglongbing (HLB) quarantine area to a packer/processor. More complete information regarding the mitigations required for fruit movement may be found on the Citrus Grower/Grove Manager Information page: https://phpps.cdfa.ca.gov/PE/InteriorExclusion/pdf/acpgrowerinformation.pdf Listed below is a summary of the updated requirements: A. Movement within a contiguous HLB quarantine: No mitigation required* (previously required: 1 mitigation) B. Movement between non-contiguous HLB quarantines: 1 mitigation required(previously required: 2 mitigations or a wet wash) C. Movement from an HLB quarantine but within the same county: 1 mitigation(previously required: 2 mitigations or a wet wash) *1 mitigation may be required dependent on origin and destination counties. The CPDPD will be signing revised compliance agreements with growers within an HLB quarantine, as well as packers/processors receiving fruit from a quarantined area. HLB Quarantine and Treatment Area Kern Update ACP Update - Judy Zaninovich “There have been NO new ACP detections in Kern County since my last update. To date in 2023, there have been 5 ACP detections - four were residential detections and in commercial citrus west of Arvin. To aid in the suppression of ACP in Kern County, CDFA is continuing to make monthly releases of the parasite, Tamarixia radiata, in residential areas which have had past ACP detections.” Tulare County ACP Update - Jessica Leslie “There has been ONE new ACP detection in Tulare County since my last update. A single adult psyllid was found on a trap North of Lindsay. It was deemed a regulatory event and CDFA did not find any other activity on the surrounding residences or in the nearest commercial citrus groves. The San Joaquin Valley taskforce is asking for any growers within an 800M range of the detection to treat their groves in order to protect themselves and stop any possible ACP movement. The growers in the treatment range have been contacted. There was another singular ACP find in Tagus back in June, the growers in the area that requires treatment have cooperated and there have not been any finds since.” — Fresno Update — - There has been 1 new ACP finds since the last update. This is the 2nd find of the year for the Fresno region. This time again, there is NO commercial citrus within the immediate vicinity. — Madera Update — There have been no detections in 2023, the last detection was in December 2022. STAY VIGILANT!! The best way to make sure the San Joaquin Valley is not impacted by HLB is to keep ACP suppressed down to the lowest level possible. Using Best Management Practices such as making sure all equipment arriving and leaving the ranch is free from citrus stems and leaves, growers can greatly help to keep ACP from establishing in their citrus orchards. And, using ACP-effective materials when treating for other pests along with thorough treatment on the borders of the block will also assist in suppressing any un-detected populations.
