UNFCCC COP28 UAE AND THE IMPORTANCE OF BIODIVERSITY

Both within and outside the negotiations at the COP, nature was a clear winner.
There were high level events and ministerial roundtables on harnessing 30x30 to
tackle climate change and integrated implementation of national climate and
biodiversity frameworks. There were also breakthroughs on mangrove restoration
and protection and Sustainable Ocean Management – thanks to leadership of the
COP28 Presidency, and in collaboration with the COP15 Presidency and many
governments and other stakeholders, the importance of biodiversity was
undoubtably a focal point. Within the formal negotiations, biodiversity was also
well recognised in the first Global Stocktake, which noted the importance of the
Kunming-Montreal Global Biodiversity Framework (KMGBF). There was a focus in
relation to forests, but also the importance of sustainable land management and
healthy ecosystems, including oceans and mountains, in both the mitigation of

The United Nations General Assembly designated 11 December “International
Mountain Day”. As of 2003, it has been observed every year to create awareness
about the importance of mountains to life, to highlight the opportunities and
constraints in mountain development and to build alliances that will bring
positive change to mountain peoples and environments around the world.
Mountains encompass nearly 27 percent of the Earth's land surface, standing as
some of the most unique and inspiring landscapes. They are biodiversity-rich,
hosting half of the world's biodiversity hotspots, and serve as sources of
freshwater for almost half of humanity. Climate change, overexploitation, land
use and contamination change represent the greatest threats to mountain
biodiversity. Climate change affects water flow and glacier areas, forcing
mountain species and communities to adapt or migrate. Ecosystem conversions for

WORLD SOIL DAY --5 DECEMBER 2023

World Soil Day is held annually on 5 December as a means to focus attention on
the importance of healthy soil and to advocate for the sustainable management of
soil resources. This year's theme is "Soil and Water: A Source of Life". Our
survival depends on the precious link between soil and water. Soil and water are
fundamental for the functioning of all terrestrial ecosystems and over 95
percent of our food originates from these two resources.  Key to all these
functions, on which we and all terrestrial life depend, is soil biodiversity.
From earthworms and termites, springtails and nematodes, to the vast range of
fungi, protozoa and bacteria, as well as the roots of plants and their symbiotic
partners, the hidden life of soils is critical to nutrient cycling, controlling
pests and diseases and maintaining good soil structure.   But soils and soil

This, the 75th anniversary of the Universal Declaration of Human Rights (UDHR),
is an opportunity to rejuvenate the universal declaration, demonstrate how it
can meet the needs of our time and advance its promise of freedom, equality, and
justice for all. In the aftermath of World War II, on 10 December 1948, the
General Assembly of the United Nations adopted the UDHR. In 2023, we
reinvigorate the UDHR, showing the ways it meets the needs of our time, and
advancing its promise of freedom, equality, and justice for all. As a “common
standard of achievement for all peoples and all nations”, the UDHR is a global
blueprint for international, national, and local laws and policies and a bedrock
of the 2030 Agenda for sustainable development. Nature's contributions to people
are maintained, benefits are shared fairly and equitably, and all countries have

PLANS FOR THE CARTAGENA PROTOCOL: IMPLEMENTATION AND CAPACITY BUILDING

The Implementation Plan and the Capacity-building Action Plan are key reference
biosafety documents for the current decade.  The documents were developed
following an inclusive and iterative process. The Implementation Plan and the
Capacity-building Action Plan were adopted to support Parties to the Cartagena
Protocol in their implementation and capacity-building efforts. The plans are
also expected to support Parties in meeting the targets and goals of the
Kunming-Montreal Global Biodiversity Framework that are relevant for biosafety,
in particular Target 17, dedicated to biosafety and biotechnology.
Implementation Plan for the Cartagena Protocol The Implementation Plan is a
framework of broad desirable achievements and accomplishments to help guide
Parties in their implementation of the Cartagena Protocol on Biosafety and
measure progress in this regard for the period up to 2030. The Implementation

COLOMBIA WILL HOST THE NEXT UNITED NATIONS BIODIVERSITY CONFERENCE

The Conference encompasses the Sixteenth meeting of the Conference of the
Parties to the Convention on Biological Diversity (COP 16), the Eleventh meeting
of the Conference of the Parties serving as the meeting of the Parties to the
Cartagena Protocol on Biosafety, and the Fifth meeting of the Conference of the
Parties serving as the meeting of the Parties to the Nagoya Protocol on Access
to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from
their Utilization. It will include a high-level ministerial segment.  COP 16
will be the first Biodiversity COP since the adoption of the Kunming-Montreal
Global Biodiversity Framework at COP 15 in December 2022 in Montreal, Canada. At
COP 16, governments will be tasked with reviewing the state of implementation of

COP28 JOINT STATEMENT ON CLIMATE, NATURE AND PEOPLE

At the UNFCCC COP 28 UAE's Nature, Land Use and Ocean Day, 18 countries endorsed
the COP28 Joint Statement on Climate, Nature and People, uniting for nature and
placing it at the center of climate action.  The COP28 Joint Statement on
Climate, Nature and People serves as an output of the ‘Nationally Determined
Contributions (NDC)- National Biodiversity Strategies and Action Plans (NBSAP)
Ministerial’ held on 9 December 2023 at COP28, which brought governments and
non-state actors together to discuss international and domestic efforts which
align the design and implementation of national climate and biodiversity plans
and strategies towards promoting accelerated and integrated action for climate,
nature and sustainable development. The collective ambition expressed by the
Joint Statement aims to raise stronger awareness of and capacity to deliver the
necessary synergies between the Paris Agreement and the Kunming-Montreal Global

CLOSING THE 2023 GENEVA MEETINGS

Throughout the weeklong meeting of the Convention on Biological Diversity
the Working Groups took up the call by governments, made in Montreal, Canada at
the United Nations Biodiversity Conference in December of 2022, to: affirm the
need for further enhancing the role and participation of indigenous peoples and
local communities in the work of the Convention and the implementation of its
Kunming-Montreal Global Biodiversity Framework; and advance their discussions on
the development and operationalization of a multilateral mechanism, including a
global fund, for the sharing of benefits from the use of digital sequence
information (DSI) on genetic resources. Delegates made progress, but more

DAVID COOPER | ACTING EXECUTIVE SECRETARY, CBD SECRETARIAT

The United Nations Secretary-General has designated Dr. David Cooper as Acting
Executive Secretary of the Secretariat of the Convention on Biological Diversity
(CBD) as of 15 February. Prior to his appointment, David had been the Deputy
Executive Secretary at the CBD Secretariat since October 2015, where he assisted
the Executive Secretary by leading the strategic and planning activities of the
Secretariat, as well as the intergovernmental processes and activities under the
Convention and its two protocols -- the Cartagena Protocol on Biosafety and the
Nagoya Protocol on Access and Benefit Sharing.

Mountain Day”. As of 2003, it has been observed every year to create awareness
about the importance of mountains to life, to highlight the opportunities and

COP28 Joint Statement on Climate, Nature and People
At the UNFCCC COP 28 UAE's Nature, Land Use and Ocean Day, 18 countries endorsed
the COP28 Joint Statement on Climate, Nature and People, uniting for nature and

World Soil Day is held annually on 5 December as a means to focus attention on
the importance of healthy soil and to advocate for the sustainable management of
soil resources. This year's theme is "Soil and Water: A Source of Life". Our
survival depends on the precious link between soil and water. Soil and water are
fundamental for the functioning of all terrestrial ecosystems and over 95
percent of our food originates from these two resources.  Key to all these

Plans for the Cartagena Protocol: Implementation and Capacity Building
The Implementation Plan and the Capacity-building Action Plan are key reference
biosafety documents for the current decade.  The documents were developed
following an inclusive and iterative process. The Implementation Plan and the
Capacity-building Action Plan were adopted to support Parties to the Cartagena
Protocol in their implementation and capacity-building efforts. The plans are
also expected to support Parties in meeting the targets and goals of the
Kunming-Montreal Global Biodiversity Framework that are relevant for biosafety,
in particular Target 17, dedicated to biosafety and biotechnology.

Closing the 2023 Geneva Meetings
Throughout the weeklong meeting of the Convention on Biological Diversity
the Working Groups took up the call by governments, made in Montreal, Canada at
the United Nations Biodiversity Conference in December of 2022, to: affirm the
need for further enhancing the role and participation of indigenous peoples and
local communities in the work of the Convention and the implementation of its
Kunming-Montreal Global Biodiversity Framework; and advance their discussions on
the development and operationalization of a multilateral mechanism, including a
global fund, for the sharing of benefits from the use of digital sequence
information (DSI) on genetic resources. Delegates made progress, but more
discussions will be needed at the upcoming meeting of the Conference of the

David Cooper | Acting Executive Secretary, CBD Secretariat
The United Nations Secretary-General has designated Dr. David Cooper as Acting
Executive Secretary of the Secretariat of the Convention on Biological Diversity
(CBD) as of 15 February. Prior to his appointment, David had been the Deputy
Executive Secretary at the CBD Secretariat since October 2015, where he assisted
the Executive Secretary by leading the strategic and planning activities of the
Secretariat, as well as the intergovernmental processes and activities under the
Convention and its two protocols -- the Cartagena Protocol on Biosafety and the
Nagoya Protocol on Access and Benefit Sharing.



PROGRAMMES


THEMATIC

The Conference of the Parties (COP) has established seven thematic programmes of
work (listed below) which correspond to some of the major biomes on the planet.
Each programme establishes a vision for, and basic principles to guide future
work. They also set out key issues for consideration, identify potential
outputs, and suggest a timetable and means for achieving these. Implementation
of the work programmes depends on contributions from Parties, the Secretariat,
relevant intergovernmental and other organizations. Periodically, the COP and
the SBSTTA review the state of implementation of the work programmes.

CROSS-CUTTING

The COP has also initiated work on key matters of relevance to all thematic
areas. These cross-cutting issues correspond to the issues addressed in the
Convention's substantive provisions in Articles 6-20, and provide bridges and
links between the thematic programmes. Some cross cutting initiatives directly
support work under thematic programmes, for example, the work on indicators
provides information on the status and trends of biodiversity for all biomes.
Others develop discrete products quite separate from the thematic programmes.

CLEARING-HOUSE MECHANISM OF THE CONVENTION ON BIOLOGICAL DIVERSITY

The Clearing-House Mechanism (CHM) contributes to the implementation of the
Convention on Biological Diversity by promoting and facilitating scientific and
technical cooperation, knowledge sharing and information exchange, and by
establishing a fully operational network of Parties and partners.

BIOSAFETY CLEARING-HOUSE

The Biosafety Clearing-House (BCH) is a mechanism set up by the Cartagena
Protocol on Biosafety to facilitate the exchange of information on Living
Modified Organisms (LMOs) and assist the Parties to better comply with their
obligations under the Protocol.
