The guidance is based on real implemented measures taken at an explosives manufacturing and ammunition assembly facility starting in 2016 and continuing through the present. The program was created out of necessity in order to address multiple annual fires and an OSHA total recordable rate that was among the highest in the corporation. In terms of safety program health, in an explosives manufacturing business, fire and injury occurrence are top metrics. In 2016, the state of those metrics would warrant consideration of total business unit shut down, and therefore, a completely new team and program were required to address the issues. I was part of that initial team and went on to lead the team for the following 6 years. The tactics contained in this guide can be modified to suit any business. The strategy, however, cannot be. Results will only come if the key elements of the overall strategy are in place. These include an overarching business unit focus; a top down approach to safety; clear and simple metrics; employee engagement and reward; a clear and comprehensive safety project board; an annual capital expenditure budget dedicated to safety projects; and a robust root cause and corrective action program.
