 * In the ongoing war in Ukraine, Russia's National Anti-Terrorism Committee is
   launching a criminal investigation into Yevgeny Prigozhin after the Wagner
   Group leader declared war on Russia's military and accused Russian troops of
   attacking his paramilitary fighters.

Millions Await SCOTUS Ruling on Student Loans

TL/DR: Millions of Americans will have to start making payments from October
after a COVID-19 pandemic-era freeze on loan repayments comes to an end.

Millions of Americans are waiting to see if the Supreme Court will allow
President Joe Biden's student loan forgiveness plan to go ahead. Several former
students told Newsweek they wouldn't make payments on a debt they say is
spurious or cannot pay because of the rising cost of living."I will not give
them one cent!" 45-year-old teacher Jacque Abron said about resuming her student
loan repayments.

Thursday was the last official day on the court's calendar to release opinions,
but no ruling on the plan was issued. That doesn't mean a decision isn't coming.
In addition to the debt plan, rulings on other cases that could change American
lives are yet to come. They involve affirmative action, religion, free speech,
LGBTQ+ rights, immigration, and elections. Many observers believe the court will
remove race from the college and university admission process.

What happens now? The court is expected to deliver its rulings today or next
week before justices leave for their summer recess (usually early July). With a
backlog of several other cases, the court could add additional opinion release
dates on its calendar. Regardless of what the Court decides, more than 40
million Americans will be required to make payments starting in October. Student
loan interest will start accruing on September 1. The repercussions of not
making payments risk delinquency and default, which could hurt credit ratings
and exclude people from future government aid/benefits. Meanwhile, an end to
affirmative action will force schools to find ways to promote diversity and
could affect government programs, scholarships, and hiring practices at private
companies.

Miami Mayor Suarez is Ready for 2024 Battle Against DeSantis

TL/DR: "The beauty of a mayoral personality is we're about solving problems,"
Miami mayor Francis Suarez told Newsweek. Americans “want their next
president... to take these problems head-on, provide a clear solution, be able
to work across the aisle."

The Republican field is crowded with White House hopefuls, but Miami Mayor
Francis Suarez, who is the first Hispanic candidate in the race for 2024, sees a
special spot for him. While frontrunners like Donald Trump and Florida Gov. Ron
DeSantis may intimidate other Republicans from joining the race, Suarez sees
himself as a "unique opportunity for the country."

Unlike DeSantis, Suarez has vocally supported LGBTQ+ issues amid a raging
culture war. He also differs from the Florida governor in his approach to
tackling immigration. Instead of busing migrants to Democratic cities, Suarez
said immigration policy should be pegged to unemployment and birth rates. His
biggest sell for running for president: aiming to win over Latino and Hispanic
voters—the fastest-growing ethnic minority group and swing voters who are more
likely to identify as independents. His campaign does face hurdles, including an
ongoing investigation into payments from a real estate developer to push a
project. His chances of winning are also steep. No sitting mayor has ever been
elected to the White House.

What happens now? While Trump's lead may be hard to catch up to this early in
the race, Suarez is prepared to beat out DeSantis and take his spot. "The
governor had a legislative session that he thought was going to propel him to
stardom, " Suarez said, but "that sort of fell flat." The mayor dismissed
considering a run as Trump's VP, saying he has "zero" thoughts on anything but
the presidency right now. He looks forward to the first 2024 GOP debate on
August 23 to discuss his stance on a wide range of topics, including the GOP’s
obsession with culture wars, immigration, and how climate change can boost the
economy, among others.

Putin May Be Underestimating His 'Chef'

TL/DR: Many of Russia’s elite are “scared” of Yevgeny Prigozhin and think he’s
“a threat,” R.Politik founder Tatiana Stanovaya told Newsweek.

The man known as "Putin's chef," Yevgeny Prigozhin, is rising in popularity with
the Russian public as he positions himself as an anti-establishment figure amid
President Vladimir Putin's grinding war in Ukraine. Analysts have told Newsweek
that Putin, hampered by a lack of understanding of online media, is
underestimating how much of a threat the leader of the Wagner Group represents.

Prigozhin's paramilitary outfit helped Putin score victories in the war,
including becoming a driving force in Russia's attempt to gain control of
Bakhmut. However, there have been tears at the seams. While Putin's military
advisers reportedly stopped giving him unfavorable updates, Prigozhin publicly
criticizes Russia's military and says Ukraine is managing better than
anticipated. He also ranked in polls in the country that label him as a figure
Russians trust and are proud of. Prigozhin is "carving out a role for himself as
a champion of the common soldier," which suggests post-war political ambitions,
a Royal United Services Institute research fellow told Newsweek.

What happens now? Prigozhin has become "far more prominent and popular than you
would have assumed if he is just a tool for an intrigue within the Kremlin,”
Chatham House’s Keir Giles told Newsweek. Looking beyond the war, Royal United
Services Institute research fellow Joana de Deus Pereira says a position in
Russia’s defense ministry or leading an occupied area in Ukraine would give
Prigozhin influence.

Russia Ambassador Warns U.S. Resolution Pushes for Nuclear War Over Ukraine

TL/DR: "The authors of the new initiative are eager to drag the United States
even more deeply in the conflict in Ukraine," Russia's ambassador to the U.S.
Anatoly Antonov told Newsweek.

Russia's ambassador to the U.S. Anatoly Antonov told Newsweek that a resolution
proposed by Senators Lindsey Graham (R) of South Carolina and Richard Blumenthal
(D) of Connecticut threatens to push Washington and NATO closer to a nuclear
exchange with Moscow. The proposal would consider any nuclear-related
provocation by Russia or Belarus in Ukraine as a direct attack on NATO,
triggering its collective defense clause. Should such a war erupt, Antonov
warns, the U.S. "will not be able to hide behind the ocean."

Antonov said the resolution "is not just another crazy initiative by Russophobe"
senators but "exemplifies those who really pursue the course towards a direct
global conflict." The war has sparked nuclear-related concerns, especially as
Russia suspended participation in the New Strategic Arms Reduction Treaty and
decided to deploy tactical weapons in Belarus. Antonov defended Moscow's
decision, saying it has not "violated" international obligations and did what
"Americans have been doing for decades."

What happens now? With Graham and Blumenthal now proposing a legislative
response, Antonov derided what he saw as “yet another manifestation of blind
hatred for our country." While Putin has emphasized that he was prepared to use
tactical weapons in Russia’s defense, Antonov pointed out that there has been no
departure from the Kremlin’s nuclear policy, last updated in 2020. The nuclear
doctrine of both Moscow and Washington allows for the use of nuclear weapons
when confronted with grave non-nuclear threats. Still, Antonov dismissed
speculations about Russia’s possible use of such weapons as “absurd," adding:
"The provocative and short-sighted remarks of the U.S. lawmakers only serve to
escalate tensions and increase the risk of the situation sliding to an even more
dangerous point."

How a Panama Canal Drought Could Drive Up Inflation

TL/DR: A series of restrictions are being placed on ships entering the Panama
Canal, as water levels decrease due to drought. Economists warn that the
disruption could cause U.S. inflation to spike.

A record drought in Panama has seen water levels drop dramatically and has
caused the Panama Canal to expand restrictions on the largest ships crossing the
waterway. Ships using the canal, which joins the Atlantic and Pacific, make up
around 3.5% of global trade, and a disruption to traffic could have significant
knock-on effects on supply chains around the world and U.S. consumers' wallets.

Commodity analysts are watching the situation with concern; the new restrictions
could see the volume of cargo aboard ships in the Neopanamax category, the
largest vessels that can use the canal, drop by 40% in order to float higher in
the shallow waters of the canal. Ships of this size will thus have to take
longer routes around South America, or have their cargo distributed across
multiple ships. In either scenario, these increased shipping costs will lead to
a spike in the price of consumer and industrial goods and potentially drive
inflation in the U.S.

What happens now? The largest ships navigating the Panama Canal will have
restrictions placed on them from Sunday onwards, and further restrictions are
planned in the coming weeks. If the drought does not improve, authorities in
Panama have stated that they will extend the restrictions beyond Neopanamax
category ships to also include smaller but more ubiquitous Panamax-class vessels
in July, further jeopardizing trade. And the canal’s administrator, Ricaurte
Vasquez, has said he had not ruled out the “extreme measure” of limiting daily
transits on the waterway from 36 vessels to just 28 if the situation worsens
further.

Inside The World of Ultra Wealthy Extreme Tourism

TL/DR: "It's exacerbated by social media and people wanting to post the greatest
things they've done,” Lorri Krebs told Newsweek. "People want to do something
that other people can't do," she added.

For a price, tourists have access not only to visit the RMS Titanic but also to
out-of-this-world destinations like the International Space Station. These
excursions can be risky. The former—a trip costing $250,000 per person—took a
horrifying turn as five people are now presumed dead after their submersible
lost communication only one hour and 45 minutes into its trip.

The Titan tragedy highlights the perils of so-called "extreme tourism."
Ultra-luxurious vacations have increased in popularity since COVID-19 travel
restrictions eased. Such excursions can threaten the environment. For example,
private jets can worsen global warming by producing greenhouse gases from
burning fuel. For several years, the world's wealthiest class has faced
criticism for flying private jets to destinations. The lavish trips also come
with another high cost. The trips require support mechanisms, such as a
potential rescue of travelers hiking Mt. Everest or, recently, multiple
organizations racing against the clock to rescue the 23,000-pound submersible
lost thousands of feet beneath the ocean's surface.

What happens now? Jon Heshka, an associate professor at Thompson Rivers
University in British Columbia, says that regarding the extreme tourism sector,
governments “won’t regulate until there’s a demonstrated need that industry has
failed to self regulate”—and for commercial deep-sea exploration, that time
appears to have arrived. Aside from the environmental damage that such
excursions can cause, regulators will want to prevent a repeat of the Titan
submersible incident from ever happening again, both to avoid catastrophic loss
of life, as well as the need to deploy an unprecedentedly large and costly
search-and-rescue mission.

   EMILYs List, NARAL Pro-Choice America and Planned Parenthood Action Fund.
 * GOP presidential candidate Nikki Haley is expected to deliver a foreign
   policy speech focused on U.S.-China relations at the American Enterprise
   Institute in Washington, D.C.
 * U.K. citizen Joseph James O'Connor is scheduled to be sentenced after
   pleading guilty to cyberstalking and hacking Twitter accounts belonging to
   several public figures. O'Connor could face up to 77 years in prison.
 * Christina Aguilera will headline Pride Live's Stonewall Day benefit concert
   at Hudson Yards in New York City. Actress Angelica Ross will host the event,
   which is raising money for the Stonewall National Monument Visitor Center in
   commemoration of 1969's Stonewall Rebellion.
 * The annual World's Ugliest Dog contest starts at 6 p.m. PT at the
