The Ministry of Information and Communications of Vietnam and the Ministry of
Technology and Communications of Laos strengthen cooperation in the fields of
Post, Telecommunications and IT.

On the afternoon of June 10, 2022, in Hanoi, Vietnam's Minister of Information
and Communications Nguyen Manh Hung had a meeting and worked with Lao Minister
of Technology and Communications Dr. Boviengkham Vongdara. At the meeting,
Minister Nguyen Manh Hung expressed his pleasure to welcome Minister Dr.
Boviengkham Vongdara to visit the Ministry of Information and Communications.
With the close relationship between Vietnam and Laos, Minister Nguyen Manh Hung
hopes that the two ministries will jointly develop a digital partnership
program, creating a comprehensive cooperation in the field of digital technology
between the two sides. Minister Nguyen Manh Hung briefly introduced a number of
programs and strategies related to digital transformation that Vietnam has
promulgated, including: National Digital Transformation Program to 2025,
orientation to 2030; National strategy on development of digital economy and
digital society to 2025, orientation to 2030; E-Government development strategy
towards digital government in the period of 2021 - 2025, orientation to 2030;
Postal development strategy to 2025 and orientation to 2030; and will issue the
Digital Infrastructure Strategy and Data Strategy in the near future. The
Ministry of Information and Communications of Vietnam will present to Minister
Dr. Boviengkham Vongdara these documents in both Vietnamese and English
versions. Minister Nguyen Manh Hung affirmed that in the coming time, the two
ministries will strengthen cooperation in professional management training in
the fields of Posts, Telecommunications, and radio frequencies to compensate for
the time of the COVID-19 pandemic. 19 in the last 2 years. Minister Nguyen Manh
Hung said that the Ministry of Information and Communications of Vietnam has
granted two scholarships of high value to Lao students studying at the Institute
of Post and Telecommunications Technology. This scholarship fund is contributed

Minister Nguyen Manh Hung also said that at the signing ceremony, which took
place right after the meeting, the Vietnamese side would introduce to Minister
Dr. Boviengkham Vongdara two special softwares: the national network security
monitoring system and support software. virtual logic. Responding to Minister
Nguyen Manh Hung, Lao Minister of Technology and Communications Dr. Boviengkham
Vongdara expressed his pleasure to meet Minister Nguyen Manh Hung in person
instead of meeting online like during the COVID-19 pandemic. Minister Dr.
Boviengkham Vongdara sincerely thanked Minister Nguyen Manh Hung for his
affection and support for the Lao Ministry of Technology and Communications. The
Minister believes that the Ministry of Information and Communications of Vietnam

LCM, a joint venture between AIF Group and UPA, inaugurated its first crypto
mining farm in southern Laos.

**Lao Crypto Mining Co. Ltd. (LCM)**, a joint venture between AIF Group, one of
Lao PDR largest business group, and United Power of Asia public company limited
(UPA), a listed company in Thailand, has recently inaugurated its crypto mining
factory in Champasak Province, Lao PDR in presence of the Minister of Technology
H.E. Prof. Dr. Boviengkham Vongdara, the Governor of Champasak Province H.E. Dr.
Vilayvong Bouddakham, the Director General of Elecricité du Laos Mr. Chanthaboun
Soukaloun and AIF Group Chairman Dr. Rithikone Phoummasack. As per the
notification No. 1158 issued by the Prime Minister’s Office in September 2021,
AIF Group has been among the first fully regulated institutions in the country
to obtain a license to start and operate a major crypto mining site in the
country. The Lao group chose to partner with United Power of Asia to kickstart
operations with over 4,400 miners as of the date of the inauguration, and plan
to implement an additional 1,600 miners in the coming months to reach a total of
6,000 machines by the end of the year for a total investment of 44.9 millions US
dollars. The two partners also emphasized their choice to use clean energy from
local hydropower projects by securing a 20-megawatt electricity concession from
the Lao State Electricity Enterprise (EDL), helping ensure sustainable and
greener operations. The private venture, thanks to the continuous support of the
government of Lao PDR, aims to support the development of the country into one
of the key cryptocurrency markets in the region. As per a previous official
press release from the Government of Lao PDR, the mining and trading of
cryptocurrencies and other digital assets could generate a potential USD 190
million in revenue for the Lao Government, which reportedly plans on employing
the new revenue stream to help increase officials' allowances, paying off debts,

Entreprise des Postes Lao

Logistic Venture, a subsidiary of AIF Group, has purchased a major stake in
Laos’ state-owned post company, Enterprise des Postes Lao. A signing ceremony
was held on 28 April at the Ministry of Finance conference hall, with Entreprise
des Postes Lao represented by the Head of the Development and Insurance
Department, Ministry of Finance, Dr. Sonephet Inthavong, and Mr. Lattanamany
Khounnivong, Senior Vice President of AIF Group. The signing was witnessed by
Mr. Bounpone Vannachit, Deputy Minister of Finance and Dr. Santisouk
Sommanivong, Deputy Minister of Technology and Communications, and other ranking
officials. The agreement comes after a notice issued by the Prime Minister’s
Office approving the sale of a 51% share of Entreprise des Postes Lao to AIF
under a subsidiary company, Logistic Venture. The Ministry of Finance retains a
49% share, with the enterprise to be operated as a joint venture.

Press Release Hospital Pakse

Press Release from the 5 of May 2022, in Pakse Champasak Province. the
groundbreaking ceremony for the Champasak Provincial Hospital was held with the
participation of Dr. Vilayvong Bouddakham, Governor of Champasak Province, H.E.
Prof. Dr. Boviengkham Vongdara, Minister of Technology and Communications, and
Dr. Rithikone Phoummasak, Chairman of AIF Group. The provincial health
department, the city of Pakse, the provincial hospital, a group of companies,
business partners and other stakeholders also participated in the groundbreaking
ceremony. During the ceremony, Dr. Rithikone Phoummasak, Chairman of AIF Group,
reported: “The construction of the hospital in Champasak Province is funded by a
grant from AIF Group, the Investment and Construction Consulting Co., Ltd and
the Victory Group Co., Ltd.The two story building is composed of multiple
separate rooms with two beds each and all modern amenities from air conditioning
to dedicated bathrooms. The new building will also offer an open-air patient
room with a 30 to 40 beds capacity, as well as private space for the doctors and
nurse convenience.” Dr. Rithikone Phoummasack also added that “the total
construction budget is more than 6 billion kip and the construction is carried
out by Xayasana Group Co., Ltd. This project is to ensure that the people of
Champassak and the southern provinces have access to adequate care, better
access to health services, and higher medical care standards.” During the
ceremony, Dr. Vilayvong Bouddakham Governor of Champasak Province commented: “I
would like to express my appreciation to AIF Group to initiate this development
partnership toward their investment in the new building construction within our
provincial hospital. This building will be used to treat patients from the 4
southern provinces, enhancing their access to modern treatment and health
services, while reducing the need for our citizen to get treatment abroad.” AIF
Group is proud to be able to support the Champasack Province and the Lao
Government in their mission to improve the life of all Lao citizens, and further
develop access to high standard health services in the country.

Sysmatik IT Solution Co., Ltd. has donated 1 billion kip to the Lao government

On 5th May 2021 at The Prime Minister Office, Sysmatik IT Solution Co., Ltd,
donates 1 Billion LAK to the Lao government to support and help fight covid-19
in the country. Despite the outbreak and rise of cases in the country, Laos, the
government officials, and its front-line workers work hard to help everyone in
the country to ensure that all citizens are safe and no further outbreaks will
occur. Alongside this fight with covid-19 in the country, Sysmatik IT Solution
Co., Ltd, supports and fights together with the Lao government to overcome this
pandemic together.
