OHIO TO GET ABOUT $2 BILLION IN FEDERAL INFRASTRUCTURE FUNDING: CAPITOL LETTER

Under construction: Ohio will get nearly $2 billion in money from the Bipartisan
Infrastructure Investment and Jobs Act for projects to improve Ohio’s bridges,
roads, tunnels and other surface infrastructure, Ohio members of Congress
announced on Wednesday. Ohio’s money is part of $59.9 billion in funding that’s
being released across the nation in the second year of funding under the
infrastructure bill, Sabrina Eaton reports.




Reaching an accord: State officials are preparing to offer Honda more than $156
million in financial incentives for the carmaker’s $4.2 billion proposal to
build a new Fayette County factory – and retool its three existing Ohio
facilities – to make electric-vehicle parts. As Jeremy Pelzer reports, JobsOhio
is also planning to offer financial assistance, though it’s not clear yet what
the state’s economic-development nonprofit will offer Honda.




Abortion appeal: Ohio Attorney General Dave Yost on Wednesday said his office
would file an appeal to a Hamilton County Commons Pleas Court judge’s order
setting aside Ohio’s “heartbeat” abortion ban while the legal challenge over the
law’s constitutionality is decided, Andrew Tobias reports. Last week, Judge
Christian Jenkins granted abortion providers’ request for a preliminary
injunction to stop enforcement of the law, rolling Ohio back to a 22-week ban
that was in place before the bill banning abortion once fetal cardiac activity
is detected, usually at around six weeks, took effect last summer.




Congressional challenge: U.S. Rep. Shontel Brown, a Warrensville Heights
Democrat, says voters should reelect her because she’s been working with the
Biden administration to deliver on campaign promises that will deliver lower
costs for Americans and build safer communities. Her Republican challenger,
former East Cleveland Mayor Eric Brewer told Eaton he’s heard “nothing but
complaints about the lack of professionalism, unresponsiveness and cluelessness
of Brown and her congressional office staff,” and his life experiences better
qualify him to represent the 11th congressional district.




Early to rise: As early voting for the general election kicked off in Ohio on
Wednesday, Secretary of State Frank LaRose announced that 812,200 Ohioans have
asked for absentee ballot applications – a 4.4% increase compared to the 2018
campaign season. The counties that saw the largest jump in absentee ballot
requests were Summit (6,631 more than in 2018), Trumbull (+3,836), and Delaware
(+3,613) counties. Cuyahoga County, by contrast, received 9,016 fewer
applications than it did four years ago – by far the biggest decrease in the
state. Even so, the Cuyahoga County Board of Elections projects that 60% of
registered voters will participate in this year’s election, compared to 55% in
2018 and 40% in 2014, Molly Walsh reports.




Spending down: Even though he’s not seeking reelection, Holmes County GOP U.S.
Rep. Bob Gibbs’ campaign account managed to spend more than $100,000 during the
year’s third quarter, according to a report filed Wednesday at the Federal
Election Commission. His largest expense was a $50,000 donation to the Ohio
Republican Party. He also donated more than $10,000 to the Holmes County
Agriculture Society and gave $5,000 donations to each of the Republicans running
for Ohio Supreme Court. Gibbs reimbursed himself for more than $10,000 in
expenses, the report shows.




Contest applicants: Look Ahead America, “a conservative group founded by a man
who attempted to overturn the results of the 2020 presidential election, will
challenge voter registrations and absentee ballots in Ohio and eight other
states, raising concerns among election officials and voter advocates,” writes
Lynn Hulsey of the Dayton Daily News. The group announced it plans to identify
illegitimate voters to remove from voting rolls, as well as use local activist
groups for research and to contest “potentially illegal ballots.”

Five things we learned from the April 18, 2022, financial disclosure form filed
by Maureen O’Connor, the Republican chief justice of the Ohio Supreme Court
who’s retiring after this year:




1. O’Connor rents out three properties in Cleveland’s Little Italy neighborhood.




2. Besides O’Connor’s $198,975 salary in 2021 for serving as chief justice, she
reported receiving income from rental dues and bank account interest. She also
listed expenses paid by the court on her behalf, including bar dues, the Ohio
Judicial Conference’s membership fee, and a registration charge for the National
Center for State Courts.




3. At some point last year, O’Connor owed at least $1,000 to Visa, Chase Bank,
Firstmark Services, US Bank, and First Federal of Lakewood.




4. Her investments include an Ohio Public Employee Retirement System account and
a State of Ohio deferred compensation account.




5. O’Connor’s travel expenses in 2021 totaled $4,763.86. Her travel included
attending the Conference of Chief Justices’ annual meeting in Williamsburg, Va.;
a National Judicial College course, the National Center for State Courts’ annual
conference; and the Ohio Judicial Conference’s yearly meeting.

telling the State Board of Education that Ohio Department of Education officials
are discussing reducing its office space in downtown Columbus as department
employees continue to spend part of their work week at home. Gongwer reported
Siddens’ comments, which were made Tuesday.
