JOB DESCRIPTION

UNDP has an important role in supporting health outcomes by supporting countries
to address the social, cultural and economic determinants of HIV and health, in
partnership with UN entities and other organizations. This is done through
UNDP’s core work in reducing inequalities and social exclusion that drive HIV
and poor health, promoting effective and inclusive governance for health, and
building resilient and sustainable systems for health. UNDP also contributes
through its coordinating and convening role in bringing together multiple
partners and resources at national and local levels.

As a trusted, long-term partner of The Global Fund (GF), UNDP’s value
proposition lies in providing an integrated package of development solutions to
strengthen institutions to deliver health services. Through its contributions as
interim Principal Recipient (PR) and provider of technical assistance in over 53
countries since 2003, UNDP’s provision of integrated policy, implementation and
capacity development support to countries has yielded significant health and
development results in challenging operating environments. Proactive risk
management and investing in sustainability are the cornerstones of UNDP’s
portfolio management approach and providing technical assistance to national
counterparts during all phases of implementation, strengthening legislation,
policies and regulatory frameworks, and building capacities across key
functional areas, including financial management, health information systems,
procurement and supply chain management.

In Sudan, UNDP is the interim Principal Recipient (PR) for the HIV, TB and
C19RM  grants and is also implementing Cost Sharing Agreement (CSA) to support
the Fedela Ministry of Health (FMOH) in the implementation of specific
activities under Malaria grants.

The UNDP-GF partnership under the 2021-2023 allocation aims to contribute
towards the achievement of the vision, goals and strategic responses, including
targets of the Sudan National HIV and TB Strategic Plans.  For effective
implementation of the Global Fund resources, UNDP Sudan has established a
Program Management Unit (PMU), which under the overall guidance of the UNDP
senior management is responsible for the day-to-day overall programme
management, risk management, policy guidance, financial accountability,
procurement of goods, including health products and services, strengthening of
the national pharmaceutical and laboratory supply chain systems, and monitoring
and evaluation systems. The GF grant is implemented in accordance with UNDP
rules, policies and procedures, the grant confirmation, corporate agreements
with the GF and in close coordination with the Federal Ministry of Health,
Sub-Receipients, national stakeholders, technical partners and UN entities, the
Global Fund (Local Fund Agent, (LFA) the Global Fund Country Team and Country
Coordinating Mechanism (CCM).

 


ROLE SUMMARY

Reporting to and under the direct guidance of the Finance and Admin Specialist,
the Finance Quality Assurance Specialist (FQAS) will facilitate the functional
execution of the technical, advisory and financial management aspects of UNDP’s
PR role. The incumbent is responsible for managing and mitigating the financial
and operational risks of execution by exercising clear oversight and ensuring
adherence to all UNDP finance and operational rules and regulations as captured
in the POPP, as well ascorporate agreements with the Global Fund.

The FQAS will perform financial data analytics and compliance checks to ensure
completeness and integrity of financial information in Atlas, as well as make
inputs in financial reports to be submitted to internal and external
stakeholders including senior management at the UNDP Country Office (CO), Health
Information System Team (HIST), and GF (including the LFA).

Lead triangulation of financial data and ensure data is up to date for all
projects in Atlas with the latest disbursement and budget information in
compliance with corporates timelines and based on approved Implementation
Letters and Disbursement Notifications.

Ensures due diligence and compliance with all applicable requirements at grant
closure including as they relate to audits, management actions, outstanding
Purchase Orders, program assets, etc.

The role involves interaction with HIST, CO and several other teams within UNDP
working in close coordination with national stakeholders, the GF, CCM and
technical and UN partnersThe successful candidate might also be required to
provide programme finance support (up to 10%) from time to the Team Leader
(Governance) on various Governance Projects that are without any dedicated
finance capacity




DUTIES AND RESPONSIBILITIES

Under the supervison of Head of  Finance and Admin section, the Finance Quality
Assurance Specialist will be responsible for the following functions.

 1. Ensures effective, quality- assured resource management and control of
    project budgets:

 * * Ensures full compliance with UNDP rules, regulations, and financial
     policies leading to implementation of effective internal control and
     oversight;
   * Lead audit preparations, documentation and follow-up on audit queries and
     recommendations;
   * Lead the coordination of Sub-recipient audit conducted by external audit
     firms;
   * Lead processes to ensure effective planning, budget control and expenditure
     tracking of financial resources;
   * Support the design of the workplan and budget, alert on required budget
     revisions and propose budget revision strategies for UNDP and
     Sub-Recipients;
   * Under the guidance of the Finance and Admin Specialist, prepares programme
     budgets, inputting budgets into Atlas, and complete budget revisions in a
     timely manner;
   * Support the PMU in the establishment and update of asset management system,
     assets tracking and process of assets verification;
   * Undertake periodic review of Atlas voucher and other entries and provide
     documentation to support necessary corrections including raising GLJE,
     APJV, etc.;
   * Lead on the coordination and data gathering for reporting to the national
     partners, CCM, GF and other partners on the status of financial deliveries
     and liquidation
   * Conducts monthly analysis and monitoring of budget expenditures;
   * Exercises control of accounts receivables for programmes and fund transfers
     from donors and UNDP Country Office and Head Quarters;
   * Provides inputs and system data to support periodic and annual reports as
     well as in response to requests and questions related to programme
     delivery;
   * Leads processes to ensure proper financial closure of projects and cost
     sharing agreements;
   * Ensures the correct filing and storage of legal documents and binding
     agreements at programme level;

 2. Advises on implementation of operational strategies and procedures

 * * Lead on implementation of the effective internal control, proper design and
     functioning of the financial resources management system and approaches in
     terms of UNDP rules, regulations, policies and strategies;
   * Lead implementation of the effective internal control, proper design and
     functioning of payment request workflows system;
   * Research transactions to document evidence to support policy exceptions and
     obtain management approval before grant closure
   * Review transaction documents and system entries before signature by Finance
     and Admin Specialist
   * UNDP support operations business processes mapping and close collaboration
     on internal standard operating procedures in the Finance and Admin Unit;
     control of the workflows in the Finance Unit;
   * Support the PMU in the establishment and update of asset management system,
     assets tracking and process of assets verification;
   * Routinely monitors financial exception reports for unusual activities,
     transactions and investigates anomalies or unusual transitions.

 3. Promotes knowledge building and knowledge sharing on UNDP related policies
    on operations, assets and financial management:

 * * Lead in documenting evidence to support high-quality financial management,
     analysis and oversight for all resources managed by the PMU
   * Lead the data gathering processes to enable the provision of technical and
     advisory support to the PMU in the area of financial and assets management
   * Organizes trainings for the operations/ projects staff on programme, as
     well as external partners and responsible agents on UNDP procedures.
   * Lead the creation of a community of practice for finance officer and
     equivalent of the grantees and partners of the project;
   * Provides a synthesis of lessons learnt and best practices in programme from
     a financial perspective
   * Contributes to knowledge networks and communities of practice.

 4. Support risk management and assessment processes, for risk-informed
    financial operations

 * * Ensure compliance with UNDP POPP, Manuals and Guidelines related to grants.
   * Leadupport the periodic and targeted quality assurance and
     transaction-level analyses, including sampling and reviews at the project
     level;
   * Organise  and  plan  work  to  systematically  meet  service  standards 
     set  for  areas  of responsibility within the grant life-cycle.
   * Ensure compliance of the Grant recipient with recommendation outlined in
     the Capacity  Assessment Report;
   * Conduct periodic monitoring in line with the recommendation outlined in the
     Capacity Assessment Report;
   * Lead grantees and responsible partners in producing reports that match UNDP
     standards  by taking proactive measures, such as monthly check-in to engage
     on financial reporting and consulting on report preparation;
   * Ensures implementaters properly fill in Face Forms in line with UNDP
     requirements and verifies accuracy of reports, facilitates spot checks and
     other monitoring activities, ensure timely entry in UNDP systems;
   * Any other relevant tasks assigned by the PMU Manager.

 


INSTITUTIONAL ARRANGEMENT

Working under the guidance of the Finance and Admin Specialist, the Finance and
Quality Assurance Officer promotes a collaborative, client-focused, quality and
results-oriented approach across grant sub-recipients and stakeholders. He/She
provides hand-on technical support to preparation of accelerations plan and
capacity transfer in actual implementation of SR work plans, and budgets to
ensure proper accountability for results, timely reporting and efficient use of
the Global Fund resources.

In delivering these important functions, the  Finance and Quality Assurance
Officer works in close partnerships with Programme and M&E team, PSM Team,  and
finance and admin staff at SRs and within the UNDP-PMU.

REQUIRED SKILLS AND EXPERIENCE

Min.  Education requirements
 * Advanced (Masters) University Degree in Finance/Accounting, Business,
   Administration
 * Professional accounting qualification from an internationally accredited
   institute of accountancy will have a distinct advantage.
 * First degree (Bachelor’s Degree) in Finance/Accounting, Business,
   Administration, or professional accounting qualification from an
   internationally recognized institute of accountancy with additional 9 years
   of relevant experience will be given due consideration in lieu of Master’s
   degree.

 UNDP Advanced Accounting and Finance Test will be conductedMin. years of
relevant work experienceMinimum 7 years (with Master’s degree) or 9 years (with
Bachelor’s degree) of relevant experience in compliance, risk and financial
management,Required  skills
 * Demonstrated experience in providing risk mitigation, compliance and
   financial management advisory services

TRAVEL:

The position may require travel to the States in Sudan and other parts of the
world, based on program needs, for which UNDP will cover the cost of travel of
the individual to and from the duty station.
