GOOD MORNING, SA

Former health minister Zweli Mkhize's name has surfaced in a Special
Investigating Unit (SIU) investigation probing how a KwaZulu-Natal provincial
treasury tender ballooned from R3.5 million to R114 million.

The disciplinary hearing of Stellenbosch University student Theuns du Toit for
urinating on fellow student Babalo Ndwayana's belongings is expected to begin
today, as protesting students demanded Du Toit's immediate expulsion.

Adding to other pressures on household budgets – including rocketing fuel and
food prices – the Reserve Bank’s modelling indicates that interest rate hikes in
the coming months may be steeper than previously expected.

EXCLUSIVE | ZWELI MKHIZE'S NAME SURFACES IN ANOTHER SIU INVESTIGATION - THIS
TIME OVER A R114M DEAL

Former health minister Zweli Mkhize's name has surfaced in a Special
Investigating Unit (SIU) investigation probing how a KwaZulu-Natal provincial
treasury tender ballooned from R3.5 million to R114 million. 
 

News24 can reveal that an SIU investigation, completed last February, found that
a contract for the provision of forensic risk services called Operation Unembeza
awarded to Universal Security Services (USS) by the provincial treasury in
September 2007 was irregular. Mkhize was MEC for finance and economic
development at the time. 
 

According to an affidavit by an SIU investigator, which formed the basis of the
SIU's findings, the circumstances around USS' appointment showed that in
February 2008, the KZN treasury's former head Sipho Shabalala wrote a letter to
Mkhize motivating for Operation Unembeza to be rolled out to all provincial
government departments.

The disciplinary hearing of Stellenbosch University student Theuns du Toit for
urinating on fellow student Babalo Ndwayana's belongings is expected to begin on
Friday. 
 

"What are you investigating?" asked theology student, Ishmael Mabena, of the Du
Toit incident.
 

"Are you looking for DNA?" Mabena said pointedly to vice-chancellor Wim de
Villiers after a memorandum of students' demands was handed over. Protesting
students demanded Du Toit's immediate expulsion and heckled De Villiers when he
explained that proper processes had to be followed for a disciplinary finding to
stand up to scrutiny.

PROBLEMS

Adding to other pressures on household budgets – including rocketing fuel and
food prices – the Reserve Bank’s modelling indicates that interest rate hikes in
the coming months may be steeper than previously expected.
 

The Reserve Bank’s Quarterly Projection Model (QPM) now shows that rates will be
hiked by around 25 basis points more than what was previously expected.
 

After the bank’s monetary policy committee hiked the repo rate by 50 basis
points on Thursday to 4.75%, the QPM now shows that interest rates could be
hiked by at least another 55 basis points before the end of the year, from only
around 30 previously.
