Regulators stepped in quickly over the weekend to manage contagion from the
second-biggest bank failure in US history, while the UK government arranged for
HSBC to acquire the bank’s UK arm. 

Regulatory reform passed after the 2008 financial crisis was designed to avoid a
repeat of the turmoil that devastated the banking sector. But the SVB crisis has
