      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">The World Radiocommunication Conference 2023 (WRC-23), often dubbed as the "Olympics" for international spectrum
          coordination, concluded successfully. WRC-23, the highest decision-making conference organized by the International Telecommunication Union (ITU), addresses key matters related to spectrum allocation and radio communication around the
          world. This year’s conference was held in Dubai, United Arab Emirates over four weeks, from November 20 to December, and was attended by government delegations from 162 countries and more than 3800 related experts.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">The Korean government's delegation to WRC-23 comprised 49 individuals from both the public and private sectors,
          including representatives from the Ministry of Science and ICT ("MSIT," Minister Lee Jong-ho), Ministry of National Defense, National Radio Research Agency (RRA), and Samsung Electronics. The delegation actively engaged in international
          discussions on 23 agenda items, covering topics such as mobile communication, satellite technology, aeronautical and maritime science, etc. Moreover, the Korean delegation made diverse efforts to enhance global spectrum collaboration
          through bilateral talks with more than 15 major countries, including the US, China, and Japan, facilitating policy coordination.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">In preparation for the era of 6G communication, Korea has been actively collaborating with Asia-Pacific countries,
          including the US, and carried out international activities to identify spectrum bands for 6G. Notably, the Korean delegation took the lead in developing agenda items for the next WRC (WRC-27) by proposing the 4.4-15.35 GHz band, which had
          not been discussed at previous WRC sessions, as a potential 6G band. Consequently, three out of the four candidate 6G bands proposed by Korea were adopted at this year's conference. The MSIT plans to play a more active role in 6G technology
          development and standardization discussions by 2027.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 14pt;">* A total of 2.2 GHz bandwidth, including 4.4-4.8 GHz (partial band), 7.125-8.4 GHz (partial band), and 14.8-15.35 GHz</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">The protection of Korea’s WiFi services will also be strengthened. Currently, Korea uses WiFi in the 6 GHz band
          along with the US, and at this year’s WRC, Korea stipulated the use of WiFi in the 6 GHz band in ITU’s Radio Regulations through cooperation with the US. This marks the first inclusion of WiFi-related regulations in the Radio Regulations,
          creating an environment that allows for the interference-free use of WiFi services in the 6 GHz band. This development is aimed at actively enhancing the speed and quality of WiFi services in the future.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">Life safety functions in the aeronautical and maritime sectors have also been enhanced. With new spectrum for air
          traffic control allocated for satellites at WRC-23, dead-service zones on high seas will be eliminated through satellite coverage. In addition, the Korean delegation agreed to discuss and cooperate with the US and French governments and
          global service providers such as Globalstar to ensure the stable provision of SOS text services using satellites.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">Meanwhile, conditions for the operation of a new service (ESIM*) through non-geostationary orbit satellites have
          been established to conveniently provide internet services on aircraft and ships. Initially, most satellite services (such as Fixed Satellite Service) required the installation of fixed satellite antennas at certain locations. With the
          establishment of ESIM operational regulations through this World Radiocommunication Conference (WRC), it is anticipated that high-speed internet services using satellites can be easily provided on aircraft and ships in the future.</span>
      </p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 14pt;">* Earth Stations in Motion (ESIM): Satellite communication systems for high-speed internet access on aircraft and ships.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">In addition, regulations have been newly established to protect not only the geostationary public satellites
          currently operated by Korea but also future public combined communication satellites scheduled for launch. This ensures that our satellite network can operate stably without radio interference from the rapidly increasing non-geostationary
          satellite systems.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">The meeting also marked the first discussion on space weather, drawing attention. Space weather refers mainly to the
          environmental changes in space between the sun and Earth caused by variations in solar activity. The resulting space radio disasters can cause significant damage to artificial satellites, ground communication, power generation facilities,
          etc. Through this research, it is anticipated that a foundation will be laid to protect the lives and property of the citizens.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">Furthermore, the Ministry of Science and ICT announced that, under the MoU signed with the International
          Telecommunication Union (ITU) in August 2023, Korea plans to dispatch domestic mobile communication experts to the ITU in the first half of next year. It is expected that this expert dispatch will secure the initiative for Korea in the
          discussion on 6G frequency exploration at the WRC meeting in 2027.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">Vice Minister Park Yun-kyu of the Ministry of Science and ICT stated, "Through proactive radio diplomacy, Korea has
          successfully achieved the initial goal, such as the adoption of 6G mobile communication candidate frequencies led by our country as an agenda at the next World Radiocommunication Conference (WRC)." He emphasized that “In preparation of the
          era of deep digitalization, the government will swiftly implement follow-up measures, including frequency distribution that was decided at this WRC, to create new industries and encourage domestic businesses to enter into the global market,
          and enhance public safety and citizens’ benefits.</span></p>
      <p align="justify" style="text-align: justify;"><span style="font-family: Times New Roman; font-size: 18pt;">​</span></p>
      <p align="justify" style="text-align: justify; text-indent: 40pt;"><span style="font-family: Times New Roman; font-size: 18pt;">Meanwhile, the telecommunications industry and related manufacturing industries welcomed the successful exploration
          of 6G candidate frequencies by Korea through the industry-academia-research-government collaboration at WRC-23. They expressed their commitment to actively respond to the newly discovered mid-band frequencies and proactively adapt to the
          future evolution of networks.</span></p>

The World Radiocommunication Conference 2023 (WRC-23), often dubbed as the
"Olympics" for international spectrum coordination, concluded successfully.
WRC-23, the highest decision-making conference organized by the International
Telecommunication Union (ITU), addresses key matters related to spectrum
allocation and radio communication around the world. This year’s conference was
held in Dubai, United Arab Emirates over four weeks, from November 20 to
December, and was attended by government delegations from 162 countries and more
than 3800 related experts.



The Korean government's delegation to WRC-23 comprised 49 individuals from both
the public and private sectors, including representatives from the Ministry of
Science and ICT ("MSIT," Minister Lee Jong-ho), Ministry of National Defense,
National Radio Research Agency (RRA), and Samsung Electronics. The delegation
actively engaged in international discussions on 23 agenda items, covering
