SECURITY OVERVIEW

 * There is a high threat of terrorism. Most attacks occur near the borders with
   Syria and Iraq, though Ankara and Istanbul have also been targeted.
 * The most recent and notable attacks took place in Ankara (2023) and Istanbul
   (2022 and 2024). Attacks occurred in public locations including government
   buildings. Mass security arrests and retaliatory military airstrikes followed
   each incident. Reports indicate that suspected members of the Islamic State
   (IS) and Kurdistan Workers’ Party (PKK) carried out the attacks.
 * Internal Kurdish militant groups including the PKK conduct many of the
   attacks near the borders and within Türkiye.
 * The Turkish military contributes to campaigns in Iraq and Syria; this
   geopolitical action elevates the threat of retaliatory terrorist activity.
 * After in-country conflicts with IS members, Turkish authorities cracked down
   on jihadists by tightening border security and launching large-scale arrest
   raids targeting suspected militants. For example, in late March 2024, Turkish
   security forces arrested 147 suspected members of IS across over 30 Turkish
   provinces. This massive security operation likely coincided with increased
   security measures for the March 31, 2024, administrative elections.
 * Protests are common. Some peaceful demonstrations can quickly escalate into
   clashes between participants and authorities.
 * Regional developments typically prompt protests. In October 2023, thousands
   of people protested the current Israel-Hamas conflict. Some instances of
   clashes with police led to considerable injuries and arrests.
 * Annual rallies are held on May 1 (May Day). Large demonstrations typically
   occur in Taksim Square in Istanbul and have often escalated into violent
   clashes.
 * Exercise increased caution around March 30 to April 20, August 15, and
   December 19 due to the dates being significant to terrorist groups.
 * There is a moderate civil unrest threat and after the failed 2016 coup
   attempt, over 50,000 government employees were fired or arrested.
 * Local elections held on March 31, 2024, resulted in a major upset for
   President Recep Tayyip Erdogan’s Justice and Development (AK) Party. It is
   understood that this is the first time the AK Party lost the popular vote
   since 2002. Additionally, in April 2024, the government threatened to ban the
   Peoples' Equality and Democracy (DEM) Party due to claims that the party is
   associated with Kurdish militant groups. Threats to fine or ban other
   opposition parties cannot be discounted given AK Party’s major loss following
   the March 2024 election results.

CRIME

 * Crime levels are moderate though most do not affect foreign travelers.
   Shooting and stabbing incidents occur in larger cities, usually due to
   personal disputes or organized criminal activity.  
 * Petty theft and opportunistic incidents are the biggest concern. Incidents of
   sexual assault and harassment targeting foreign nationals have been
   reported.  
 * Kidnapping incidents by militants linked to al Qaeda and IS have occurred.
   The risk is higher near the borders with Syria and Iraq.  

Security Services  

 * Security personnel in urban areas are professional, abundant, and clearly
   visible in public spaces. The police presence in rural areas is limited.  
 * Finding multi-lingual officers may be difficult outside of tourist areas.   


TRANSPORTATION

 * Hazardous driving practices pose a risk to motorists as they contribute to a
   high traffic accident rate. Driving under the influence has been identified
   as a major problem across the country. 
 * Major roadways are typically in good condition, however, roads in rural areas
   can often be in poor condition. 
 * Most cities have vast and modern transportation networks. 
 * The dolmuş (pronounced dolmush) is the local minibus/taxi service, available
   in a number of cities, where passengers can jump on and off along the set
   route. Dolmuş bus stops are indicated by a blue sign with a black-on-white
   field “D,” sometimes with the destination name included.  
 * Istanbul, Ankara, Izmir, Bursa, and Adana have metro systems. Light rail
   networks are also available in these cities, as well as in Eskişehir, Konya,
   Antalya, Kayseri, Gaziantep, Samsun, and Kocaeli.  
 * The train network is run by Turkish State Railways (TCDD) and is currently
   being overhauled with new high-speed lines linking the capital Ankara with
   Istanbul, Konya, and Sivas. The TCDD high-speed network is expected to be
   finalized by 2027.  


HEALTH AND MEDICAL

 * Private modern healthcare facilities can be found in larger cities such as
   Ankara, Antalya, Izmir, and Istanbul; use these when possible. Public medical
   facilities are typically overcrowded and provide lower quality care.  
 * Practitioners and hospitals may require immediate payment prior to rendering
   services. The European Health Insurance Card (EHIC) and Global Health
   Insurance card (GHIC) are not valid.  
 * Malaria is a risk from May to October in Çukurova (Cilician Plain), located
   in southeastern Türkiye. Other insect-borne diseases present include
   leishmaniasis and Crimean-Congo hemorrhagic fever.  
 * Only drink sealed bottled water.

ENVIRONMENT

 * The country is in a seismically active region. Earthquakes have the potential
   to cause significant destruction and loss of life. In February 2023,
   significant earthquakes northwest of Gaziantep and in Kahramanmaraş caused
   over 50,000 fatalities and more than 100,000 injuries.  
 * Severe droughts limit access to water, including at hotels in impacted areas.
   High temperatures and limited rainfall increase the risk of wildfires, which
   have led to fatalities in the past.  
 * Severe rainstorms cause flash flooding and travel disruption.  
 * Adverse winter conditions can trigger landslides.   


LAWS, REGULATIONS, AND RECOMMENDATIONS

 * Same-sex relationships are legal, and many areas are safe for LGBTQ+
   travelers. Acts of discrimination are more likely in rural areas, and clashes
   have occurred at pride marches in Ankara and Istanbul in the past.
 * Women traveling alone should exercise caution due to the risk of sexual
   harassment.
 * Avoid the borders with Syria and Iraq due to high levels of insecurity.
 * Limit movements near Turkish government buildings, police stations, police
   checkpoints, and military installations in Kurdish-majority areas. Refrain
   from taking photos of government, defense, or military buildings.
 * Always carry a photo ID or a copy of your passport with you. Keep valuables
   secure and in sight, especially in busy areas and on public transport.
 * It is illegal to insult Türkiye, the flag, the government, or the first
   president Mustafa Kemal Atatürk.
 * Avoid ongoing protests to minimize the risk of being mistaken as a
   participant.
 * Be aware that in some public spaces, men and women who do not know each other
   are discouraged from sitting near each other.
 * Consider taking anti-malarial medication and insect repellent if traveling to
   Çukurova (Cilician Plain), in southeastern Türkiye.
 * In May 2024, the municipal council of Keçiören in the capital approved a ban
   for the use of signs in foreign languages. Local signage will only be
   available in Turkish.
