Pres. Biden says he believes Russian Pres. Vladimir Putin has decided to invade
Ukraine: "As of this moment, I am convinced he's made the decision"

Remarks are notable change from Biden, who has previously stated he did not
believe Putin had made up his mind, but acknowledged his insights into Russian
leader's thinking were limited

U.S. has "reason to believe the Russian forces are planning to, and intend, to
attack Ukraine in the coming week," Biden says, stressing Russia still has
option to pursue diplomacy

Biden's comments come after call with world leaders to discuss ongoing crisis,
where they "pledged to continue pursuing diplomacy to de-escalate tensions while
ensuring readiness to impose swift, coordinated economic costs on Russia should
it choose further conflict," according to White House

Defense official tells CNN nearly half of Russian forces surrounding Ukraine are
in attack positions, with number of battalion tactical groups swelling to
120-125; this comes as new U.S. intel assessment also indicates Russia is
continuing with preparations to invade, U.S. official says

Secy. of State Antony Blinken says Russia's coercive tactics towards Ukraine are
already in play, including "creating false provocations...having to respond to
those provocations, and ultimately committing new aggression against Ukraine"

Canadian police begin major operation to clear capital city of protesters after
demonstrations turn violent

Police say some protesters assaulted officers and tried to remove their weapons;
one person was arrested when a bicycle was thrown in the direction of a police
horse, officials say

City, provincial, and federal law enforcement officers began unprecedented
operation Friday morning to remove protesters and their trucks and cars that
have been blockading Ottawa's streets for weeks; more than 100 have been
arrested and dozens of vehicles were towed

"All means of de-escalation have been used to move forward in our goal of
returning Ottawa to (its) normalcy," police tweet

Protesters first gathered in Ottawa Jan. 29 to express their disapproval of a
vaccine mandate to enter the country or face testing requirements, but protest
has since spiraled into wider grievance against all Covid-19 measures, including
mask-wearing and vaccinations

Federal judge allows civil lawsuits against former Pres. Trump for Jan. 6 to go
forward but tosses cases against his former atty. Rudy Giuliani and his eldest
son, Donald Trump Jr.

Democratic members of House and police officers who defended U.S. Capitol on
Jan. 6 sued Trump, claiming he prompted his supporters to attack; judge rules
Trump doesn't have immunity from litigation and lawsuits can move to
evidence-gathering phase and toward a trial -- a major loss in court for Trump

Judge writes in 112-page opinion that Trump's statements to his supporters
before attack on U.S. Capitol "is the essence of civil conspiracy" because Trump
spoke about himself and rally-goers working "towards a common goal" of fighting
and walking down Pennsylvania Ave.

Trump's legal team is likely to appeal decision; representatives of Trump did
not immediately respond to requests for comment

Giuliani and Trump Jr. who were named as co-defendants succeeded in getting
civil suits against them dismissed; judge indicates he will also eventually
dismiss case against GOP Rep. Mo Brooks, but wasn't ready to do that Friday due
to technical reasons related to Brooks' defense strategy

Natl. Archives says it's talking with Justice Dept. about classified documents
that were found in boxes at Mar-a-Lago after former Pres. Trump left office,
according to letter

Letter sent to House Oversight Cmte. and released by Archives also provides more
detail on reports that Trump tore up records after being warned not to while he
was President

Letter is among four that Archives released portraying the agency, which acts as
historical library for federal govt., as concerned about Trump admin.'s
record-keeping policies

Archives arranged for transport of about 15 boxes of records from Trump's
Florida resort last month after agency sought them from Trump's team; archives
says it is "in the process of inventorying the contents of the boxes," which is
expected to be complete by Feb. 25

Justice Dept. did not immediately respond to request for comment; CNN previously
reported that Archives had asked dept. to investigate Trump's handling of White
House records

Trump's handling of records both inside White House and after his presidency
could come under intense legal scrutiny in coming months as congressional
investigators look into records transfer initiated by Archives, though experts
don't believe he'll face criminal charges

Pro-Russian separatists order evacuation of civilians to Russia amid worst
shelling in eastern Ukraine in years

Authorities in breakaway states of Donetsk and Luhansk say they're organizing
evacuations, accusing Ukrainian govt. of planning large military offensive
against two self-declared republics

Ukrainian govt. denies this, saying separatists have launched "disinformation
campaign"; each side is accusing the other of heavy shelling of civilian areas,
with Ukrainian authorities saying there were 60 breaches of the ceasefire
Thursday, many of them by heavy weapons

Vehicle explosion in Donetsk Friday was dismissed by Ukrainian and U.S.
officials as a staged attack designed to stoke tensions in the region; images
and video showed emergency services at the scene and a badly damaged vehicle
identified by CNN as a Russian-made jeep, but it's unclear what caused the
damage to vehicle or the fire

Both Ukrainian govt. and western officials have warned of possibility of
provocative actions by Russia and eastern Ukraine's separatist leadership to
provide a pretext for a Russian offensive into Ukraine

Meantime, Russian official announces Russia's southern Rostov region will be
location to receive and accommodate those who arrive from Ukraine's
separatist-controlled areas; evacuees will receive around $130, official says

Home prices up 15.4% last month compared to a year ago, according to National
Assn. of Realtors

Median price for a home was $350K last month -- the highest for a January, which
tends to be a sleepier time for home sales

Buyers "were likely anticipating further rate increases and locking in at the
low rates, and investors added to overall demand with all-cash offers," National
Assn. of Realtors economist says

Last month also saw house inventory fall to all-time low of 860,000, down 16.5%
from last year; at current monthly sales pace, supply would last just over 1.5
months, also a record low

Share of first-time homebuyers is at near all-time low: Only 27% of sales last
month were to first-time buyers, down from 33% a year ago, while share of
all-cash sales and purchases by individual investors and second-home buyers
increased

Homes prices at $500K and below are disappearing, while supply has risen at the
higher price range; economist says such increases will continue to shift mix of
buyers toward high-income consumers and push out first-time homebuyers

MLB cancels some scheduled spring training games due to ongoing labor dispute
between owners and players

agreement that is fair to each side"

MLB Players Assn. says, "Nothing requires the league to delay the start of
spring training, much like nothing required the league's decision to implement
the lockout...Players remain committed to the negotiating process"

MLB says negotiations with players union are scheduled to resume next week;
league's Opening Day is scheduled for March 31

Kim Potter, former MN police officer convicted in deadly shooting of Daunte
Wright, sentenced to two years in prison

Sentence is less than the seven years prosecutors requested; Potter's attys.
argued for a lesser sentence after she was convicted of first- and second-degree
manslaughter, pointing to her lack of prior criminal record and remorse for
Wright's death

Potter will be required to serve two-thirds of sentence in prison and will be
eligible for supervised release for remaining third, according to state law

Members of Wright's family asked judge to impose the maximum possible sentence;
Wright's mother said Potter "took an oath to serve" but "she failed Daunte, our
family, and our community"

Potter apologized to Wright's family, saying, "I am so sorry that I brought the
death of your son, father, brother, uncle, grandson, nephew, and the rest of
your family"

Potter, a 26-year police veteran, mistakenly drew a gun instead of a Taser and
fatally shot Wright during traffic stop last year in Minneapolis suburb of
Brooklyn Center; shooting, which occurred as Derek Chauvin stood trial for
murder of George Floyd in same metro area, prompted days of unrest
