JUSTIN MARLOWE — MODERATOR

SENIOR FELLOW, CENTER FOR DIGITAL GOVERNMENT

Justin Marlowe is a research professor at the University of Chicago’s Harris
School of Public Policy. His research and teaching are focused on public
finance, and he has published five books — including the first open-access
textbook on public financial management — and more than 100 articles on public
capital markets, infrastructure finance, financial disclosure, public financial
technology, and public-private partnerships. He is an admitted expert witness in
federal and state courts, and has served on technical advisory bodies for the
state of Washington, the California State Auditor, the Governmental Accounting
Standards Board, the National Academy of Sciences, the Bill and Melinda Gates
Foundation, and many other public, private and nonprofit organizations. Prior to
academia, he worked in local government in Michigan. He is a Certified
Government Financial Manager and an elected Fellow of the National Academy of
Public Administration, and he holds a Ph.D. in political science and public
administration from the University of Wisconsin-Milwaukee.


DANA WEBB

DEPUTY DIRECTOR, OFFICE OF MANAGEMENT AND ENTERPRISE SERVICES

With over 27 years public-service experience, Dana Webb has a well-deserved
reputation within Oklahoma state government as an innovative and knowledgeable
state leader. Webb currently serves as OMES' deputy director and oversees the
essential services provided by several OMES divisions, including the state’s
procurement, health insurance and capital assets management offices.

Most recently, Webb has been a key leader in the implementation of a statewide,
cloud-based human capital management solution, Workday@OK, that will bring all
Oklahoma state agencies onto a central platform for the first time in state
history. This two-year initiative, that involved extensive collaboration from
all state agencies, will revolutionize the state’s HR systems and ultimately
lead to better services for both state agencies and Oklahoma citizens.

Additionally, Webb led the initiative to modernize Oklahoma state government’s
physical footprint through the implementation of more collaborative workspaces
and a standardized telework model. This project has led to annual savings of
over $400,000 for OMES alone and has established a new example recognized by the
state legislature for other agencies to follow.

Webb earned her Bachelor of Business Administration from Central State
University. In her free time, she enjoys spoiling her grandchildren, cooking and
spending time with her family, and is an active member of Choctaw Road Baptist
Church in Choctaw, Okla.


LIZ BRANDON

DIRECTOR OF WORKDAY OPERATIONS, OFFICE OF MANAGEMENT AND ENTERPRISE SERVICES

Liz Brandon is the Director of Workday Operations at the Office of Management
and Enterprise Services where she leads Workday strategy across the state.
Working with multiple cross-functional teams, Liz handles Workday@OK support,
governance and future planning to ensure the system remains an efficient and
effective tool for the entire state.

She holds a B.A. in Journalism and an M.PW in Professional Writing from the
University of Oklahoma. Liz has worked in training, instructional design,
technology, higher education and program development for 15 years, beginning at
the University of Oklahoma Women’s Outreach Center before moving on to head the
Volunteer and Service Learning Center at the University of Central Oklahoma. She
taught financial literacy for 5 years with Oklahoma Money Matters, until October
2011 when she moved to Training Coordinator for the Oklahoma College Assistance
Program, a division of the State Regents for Higher Education.

At OMES, Liz has served as Director of Statewide Learning Services and project
manager for the statewide implementation of the Oracle Learning Management
System. She joined the BrightPath project to serve as both Change Management and
Learning lead before moving into her role as Director of Workday Operations.

She is a certified instructor for Myers Briggs Type Indicator, Franklin Covey’s
7 Habits of Highly Effective People, 5 Choices for Extraordinary Productivity
and Leading at the Speed of Trust. She is working on her project management
certification.

Liz has served as Vice President of the Oklahoma Jump$tart Coalition for
Personal Financial Literacy, Vice President of the Board of Directors for
Esperanza en Accion, and is a member of the Central Oklahoma Chapter of
Association for Talent Development and the International Public Management
Association for Human Resources.
