Fishing Vessel Electronic Licensing System or FeLiS is an online licensing
system for Philippine-flagged commercial fishing vessels fishing in Philippine
domestic waters, high seas or waters of other Coastal States. It is a project
developed by BFAR to streamline and expedite the issuance of fishing licenses
and/or permits as part of its mandate under Executive Order No. 154 entitled
"Adopting a National Plan of Action to Prevent, Deter, and Eliminate Illegal,
Unreported, and Unregulated Fishing, and other Purposes" and Republic Act No.
8550 or the "Philippines Fisheries Code of 1998" as amended by Republic Act No.
10654 or "An Act to Prevent, Deter and Eliminate Illegal, Unreported and
Unregulated Fishing, Amending Republic Act No. 8550, otherwise known as the
"Philippine Fisheries Code of 1998" and for Other Purposes". It also serves as a
tool to combat illegal, unreported and unregulated fishing in response to the
requirements of the international market.


FeLiS provides an online platform for commercial fishing vessel owners or
operators (FVO) to apply for Commercial Fishing Vessel/Gear License(CFVGL),
Fishing Gear Registration, Distant Water Fishing Permit (DWFP) and Special
Fishing Permit (SFP), track the status of their application/s and monitor the
record of their fishing fleet/s.
