SECRETO FINANCIERO
2022

El Índice de Secreto Financiero es una clasificación de las jurisdicciones que
más favorecen que las personas oculten sus finanzas al Estado de derecho.

La opacidad financiera hace que el abuso fiscal sea viable, que el dinero sucio
sea financiable y que los derechos humanos sean menoscabados. El índice
identifica los mayores contribuidores al secreto financiero y destaca las leyes
que los gobiernos pueden cambiar para reducir su contribución al secreto
financiero.

Cómo funciona el índice

Analiza que margen de opacidad financiera permite el sistema jurídico y
financiero de un país, representado por un Puntaje de Opacidad de 0 hasta 100.

El volumen de servicios financieros que la jurisdicción presta a los residentes
de otros países, representado por el Peso de la escala mundial.

La combinación del puntaje de opacidad de las jurisdicciones y el peso de la
escala mundial, la cual representa la medida del grado de secreto financiero que
proporciona la jurisdicción, el Valor FSI.

Las jurisdicciones se clasifican por su valor de FSI, que es una medida para
saber en qué grado contribuye la jurisdicción a la opacidad financiera a nivel
mundial.



Ser un mayor proveedor de secreto financiero no siempre significa que la
jurisdicción es más opaca.

Mientras que las listas negras de guaridas fiscales, por lo general, solo tienen
en cuenta las leyes y son susceptibles a la presión política, el Índice de
Secreto Financiero identifica de forma más exacta las jurisdicciones
perjudiciales observando la forma en la que las leyes y la actividad financiera
offshore confluyen con el mundo real para crear riesgos de secreto financiero.

Panama es más opaca que el Reino Unido, pero el Reino Unido es mucho más
utilizado como destino de la riqueza offshore, convirtiendo al Reino Unido en un
mayor proveedor de secreto financiero en la práctica.






The Financial Secrecy Index is a ranking of jurisdictions most complicit in
helping individuals to hide their finances from the rule of law. The index is
produced by the Tax Justice Network and published once every two years.
