GPA REQUESTS $6.4 BILLION FROM FEMA FOR INFRASTRUCTURE PLAN

The Guam Power Authority is requesting $6.4 billion from the Federal Emergency
Management Agency to fund its One Guam Comprehensive Infrastructure Resiliency
Plan, a mitigation plan to harden the island's power infrastructure and improve
resiliency from threats such as natural disasters, according to a release from
the utility.

GPA General Manager John Benavente met with key FEMA officials on Feb. 7 to
provide further insight into the funding request. Federal officials were on Guam
the day before to meet with the governor and lieutenant governor to assess
damages and recovery efforts resulting from Typhoon Mawar's arrival last year,
according to GPA.  



"We discussed the challenges we endured because of Typhoon Mawar and how Guam
needs to place its power lines underground. This will significantly reduce the
threat of losing assets during future storms, minimize power outages, and
improve recovery time after natural disasters," Benavente stated in the GPA
release.



GWA General Manager Miguel Bordallo also attended the Feb. 7 meeting, according
to the release.

Preliminary costs for the One Guam Comprehensive Infrastructure Resiliency Plan
includes $833 million for undergrounding transmission lines and indoor
substations, $813 million for critical distribution system mitigation, $730
million for other critical infrastructure projects and about $4 billion to
underground the remaining distribution system.

The power utility stated in its release that it remains optimistic about FEMA's
support as the federal agency expressed the importance of strengthening the
island's critical infrastructure.

"Because of our location in the world and our history of extreme weather, we
remain focused on strengthening our power system for the people of Guam. FEMA
recognizes that taking this next step to place power lines underground will
positively affect future recovery efforts after natural disasters. We are
grateful for (FEMA) Administrator (Deanne) Criswell and her leadership team’s
time and attention while on Guam. We will continue our important discussions
with FEMA about how this plan best serves our community’s needs," Benavente
stated in the release. 



GPA previously stated that Typhoon Mawar cost the utility about $36.9 million.



Damage to utility infrastructure and costs for mutual aid and restoration labor 
made up the vast majority of GPA's costs, amounting to about $33 million.

Emergency protective measures, which included pre-typhoon preparation,
equipment, fuel and labor, amounted to about $6.4 million, while costs for
buildings and equipment amounted to more than $100,500.

GPA stated in its release that it has submitted the totals for all damages to
FEMA and is working with the agency to provide documentation for eligible
reimbursements, which would be up to 90% under the additional disaster
assistance approved for Guam by President Joe Biden. 

The utility also made note of the Typhoon Mawar Reconstruction Act, or H.R.
6478, legislation introduced by Guam Del. James Moylan that aims to provide FEMA
the authority to seek out and allocate funds to address infrastructure damage
resulting from the storm. 

H.R. 6478 was introduced back in November 2023.
