here for reader view F or most of its history, the railway industry has been a
closed sector that has been slow to embrace new technologies. In terms of its
previous functioning, a key aspect that has been emphasized both in legislation
and in execution is safety requirements. EU regulations define safety as the
absence of unacceptable risk of harm. Safe railways have been a priority for the
EU for many years, as evidenced by various legislative acts such as safety
directives, interoperability directives, and the regulation on CSM RA. Modern
railways are becoming open and interoperable systems. Within the EU, a series of
legislative initiatives have been taken to create a single European railway area
where rail transport can operate smoothly. Eliminating barriers also involves
digitalizing the railways. This process is intended to facilitate the operations
of various entities, especially infrastructure managers, carriers, and rolling
stock manufacturers.
