SAFEGUARD STATE INFRASTRUCTURE FUNDING FOR SAN DIEGO

Outdated city contracting rules put San Diego at risk to lose millions in state
infrastructure funds.  Over $64 million a year San Diego needs now more than
ever.  The Safeguard San Diego measure is a simple fix that protects our fair
share of state funding while increasing taxpayer accountability and prioritizing
job opportunities for local workers.

WHAT’S AT STAKE

$64m

In 2019, San Diego received over $64 million in state funds to fix streets,
upgrade parks and rebuild neighborhood infrastructure.


$140m

For San Diego’s Pure Water project alone, the loss of state funds would cost
city taxpayers $140 million.


$12.4 billion

With $12.4 billion lost from San Diego’s economy in 2020 due to COVID-19, we
need to safeguard our city’s ability to rebuild and get San Diegans back to
work.



Safeguard San Diego empowers the city to pass critical workforce protections,
like priority hiring for locals and apprenticeships for laid off workers.




HOW IT WORKS

Safeguard San Diego updates city contracting rules to meet state funding
requirements and ensure our city doesn’t lose state infrastructure dollars in
this economic crisis. It restores the city’s ability to use project labor
agreements for priority local hiring so we can get San Diegans back to work and
rebuild our economy. And there’s more public disclosure and strict
accountability so taxpayer dollars are protected.

 * Ensures San Diego doesn’t lose state infrastructure funding
 * Requires full public disclosure all bids and contracts over $10k
 * Creates a citizen’s oversight committee to root out waste and fraud
 * Empowers the city to pass workforce protections, including local hiring
 * Prohibits all forms of discrimination in city public works projects
