MEET JUDGE CLAYBURN PEEPLES



Hi, I’m Clayburn Peeples. For the past 20 years I’ve had the high honor and
privilege of serving you as your circuit court judge, and now I’m asking for
your help in continuing that work. I am asking for your vote and influence so
that I can continue to put people ahead of partisan politics in our court rooms.

 

With so many people running for the various judgeships in the district this
year, you’ve probably heard all sorts of promises to fix this or improve that to
the point it’s hard to keep the promises separate. Well let me simplify things
in my campaign; I make but three promises. First, if reelected, I will continue
to decide each case that comes before the court fairly and impartially, free of
any and all political influence, personal animosity or favoritism of any sort at
all. Second, regardless of my personal views on any subject, or the views or
desires of anyone else, I will follow the law. Finally, I will continue to treat
every person who comes into the circuit courtroom with dignity and respect. We
can’t demand more than that from a judge, but we should never settle for less.

 

When I was first elected in 2000, it was with the support of Republicans,
Democrats and independents. For my entire career I have been deeply committed to
seeing that all people who find themselves in the circuit court room are treated
fairly and in an unbiased manner. I will match my conservative credentials with
those of any person in West Tennessee, but as conservative as I am, I strongly
feel that partisan politics has no place in our circuit court room, nor in
gaining access to it. Therefore, I’m running for reelection, as I always have,
as an independent judge answerable to no one but the people of this judicial
district.

THE MEASURE OF A JUDGE



Judge Clayburn Peeples has announced his intention to seek reelection to the
office of circuit court judge for the 28th Judicial District of Tennessee in the
general election to be held August 4, 2022, and he deserves our support. The
28th Judicial District includes Crockett, Gibson and Haywood Counties. Judge
Peeples was first elected to his current position in 2000, with the support of
Republicans, Democrats, and independents and was reelected in 2006 and 2014.

 

A lifelong west Tennessean, Judge Peeples has more than 40 years experience in
our circuit court, having served 20 years as our district attorney before taking
the bench as circuit judge. Prior to becoming a prosecutor, Judge Peeples served
for three years as a professor of criminal justice at the University of
Tennessee at Martin and for several years after that as an adjunct professor as
well. Before joining the university faculty, he spent three years on active duty
with the Judge Advocate General’s Corps (JAGC) of the United States Army.

 

He is a 1968 graduate of the University of Tennessee at Martin and a 1971
graduate of the University of Tennessee College of Law. He is married and has
six children, including three teenage daughters who live at home with Judge
Peeples and his wife Rhonda.

 

For the last three years Judge Peeples has served as Presiding Judge of the 28th
Judicial Circuit, and currently, due to the untimely passing of Chancellor
Ellis, is the only state level judge in our circuit. Always looking for ideas
to  improve the delivery of legal services, several years ago Judge Peeples
helped pioneer the idea of video arraignment of incarcerated prisoners, at the
time as a measure to cut transportation costs and as a safety feature. This
concept was perfected and spread, and has saved our three counties hundreds of
thousands of tax dollars over the years, even before COVID-19 struck, and also
gave us a critical head start on implementing the various technologies that have
enabled us to weather the Covid crisis.

 

He has set on special panels with the Tennessee Supreme Court in workers’
compensation cases and written opinions in numerous cases. As a prosecutor, he
handled and tried thousands of criminal cases and personally prosecuted well
more than 100 jury trials. As a judge he has presided over and disposed of 4,849
civil cases, and 14,317 criminal cases over the span of his career, and those
statistics become even more meaningful when you consider that the average
criminal “case” involves more than one crime. The 4,749 criminal cases Judge
Peeples has heard in the Gibson County Circuit Court alone, for example,
involved 15,299 separate criminal acts charged.

 

That is serious and significant experience, but that’s not all Judge Peeples
does; working closely with law-enforcement officials on a regular basis, he has
issued and signed several hundred search warrants, and continues to do so,
sometimes on a daily basis, at all hours of the day and night. Being judge of
the circuit court in our district is a tough job, with one of the heaviest
workloads in the state, and in recent years it’s gotten even tougher. Sovereign
citizens, the opioid crisis, an unprecedented increase in the number of violent
crimes in the district coming before the court, and that’s all before the Covid
crisis struck.

 

In March of 2020 the Tennessee Supreme Court placed severe restrictions on jury
trials in Tennessee, but ordered Judge Peeples, as presiding judge of our entire
district, to implement a plan to keep our court system open — and safe.

 

And working with the other judges in the district, he did. All across the
nation, court systems shut down, but here in West Tennessee, ours remained open,
every day. Of course, things are not back to normal yet, and we’re not back to
full speed, but because of Clayburn Peeples’ leadership, we’re safely moving in
that direction. There is no magic bullet or miraculous idea that will make the
problems we now face as a society, and in our courts, go away, and no amount of
politicians’ promises will solve them, but Judge Peeples is fighting them every
day, and his hard work has gone a long way toward keeping them under control

 

For 22 years Clayburn Peeples has handled our most important legal matters and
has worked tirelessly to make sure our judicial branch works as well as possible
for all of our citizens — victims, witnesses and jurors, as well as defendants,
and he has never forgotten the effect of his decisions on the general public as
well. He has a proven record of keeping promises and taking care of us, day
after day, year after year, one case at a time.

 

Clayburn Peeples — a lifetime of service.  He’s the dedicated and experienced
leader we need in these troubled times.

 

He’s our circuit judge. Let’s help reelect him so he can continue to put people
ahead of partisan politics in our circuit court room.
