DAN ARTHUR

Mr. Arthur is the Founder, President and Chief Engineer of ALL Consulting and
has served as its President & Chief Engineer throughout the firm’s 20 year
history. He is a registered Professional Engineer in 34 states and has over 35
years experience. He earned his degree in Petroleum Engineering from the
Missouri University of Science & Technology. Mr. Arthur permitted his first SWD
in 1981, served as a National Expert in the Underground Injection Control (UIC)
Program while employed with the U.S. Environmental Protection Agency, served as
the UIC Director for the State of Montana (contract basis), and has designed,
permitted, and/or drilled/completed/tested hundreds of wells across the country.
He has presented and published hundreds of times on oil and gas, injection
wells, and a variety of engineering topics focused on the upstream oil and gas
space. Dan is a recognized expert in the regulatory, development, and operations
of underground injection (SWD) wells throughout the USA., and has built the ALL
Consulting enterprise to support all elements of the upstream oil and gas
marketplace. Additionally, Mr. Arthur has been an expert witness on dozens of
environmental, technical, geosocial, and regulatory cases across the U.S.



DAVID EPPERLY

Dr. Epperly is the Vice President and Secretary of ALL Consulting and has been
with the firm since 2000. He is a registered Professional Engineer in Oklahoma
and has over 30 years experience. He earned his BS, MS and PhD degrees in
Agricultural Engineering from Oklahoma State University. Dr. Epperly worked for
the US Army Corps of Engineers (USACE) Tulsa District from 1992 through 1999 as
a Project and Technical Manager for various environmental and construction
projects, including the Formerly Used Defense Site (FUDS) and Potentially
Responsible Party (PRP) programs. While working with another large consulting
firm from 1999 to 2000, David served as Senior Project and Program Manager for a
USACE Environmental contract. After joining ALL Consulting in 2000, Dr. Epperly
continues to work with and manage a variety of USACE projects. He is currently
the Program/Project Manager for ALL Consulting’s IDIQ A-E Small Business HTRW
Contracts and performs QC and regulatory reviews for all projects delivered
under these and past projects. Dr. Epperly is very knowledgeable in all aspects
of federal government contracting. He also has experience in working with mixed
and low level radiological waste in the U.S. and Europe, and is knowledgeable in
many agricultural areas including food processing, irrigation, water quality,
and grain management.



NATHAN ALLEMAN

Mr. Alleman holds a Bachelor’s degree in Biology with a minor in Chemistry and
also has a Master’s in Environmental Policy and Management. Mr. Alleman serves
as Lead Regulatory Specialist and has over 10 years of experience in the oil and
gas industry and specializes in the planning, design, permitting, and
construction of water sourcing, treatment, transportation, storage, and disposal
systems. He has permitted over 500 oil and gas wells, and has conducted due
diligence audits on over 2,000 oil and gas production facilities and over 150
SWD facilities. Mr. Alleman oversees a team of interdisciplinary experts
(engineers, geologists, landmen, and regulatory specialists) and has managed the
turn-key permitting of over 100 SWDs across the country including planning, site
selection, surveying, well design, permit completion, and regulatory
coordination. Mr. Alleman has testified as the regulatory expert in over 20
hearings related to the permitting and operations of SWDs.



KRIS ANDERSEN

Mr. Andersen holds a BS degree in Geological Engineering from the Missouri
University of Science and Technology and has 34 years of experience in project &
construction management, litigation, safety, and environmental work. He has been
involved in the planning and permitting of Class I wells and Class II saltwater
disposal wells, oil and gas and injection well audits, stray gas investigations,
groundwater contamination investigation and cleanup cases, induced seismicity,
seismic monitoring and installation, and expert witness testimony. Mr. Andersen
has extensive planning and construction management experience in projects
involving millions of barrels of fresh and produced water storage, treatment and
recycling facilities with supply, distribution and disposal networks ranging
over 100 miles in Wyoming, Texas, Oklahoma and New Mexico on private, state and
federal lands. Among his recent notable recent construction projects are a
first-of-its-kind produced water storage and recycling system in the Permian
Basin in West Texas and the largest freshwater storage and distribution system
in the Stack Play in Oklahoma.



DANIEL ARTHUR

Mr. Arthur holds a bachelor’s degree in Earth & Environmental Science from
Wright State University and is a certified commercial drone pilot. He has been
involved in the site evaluation, selection, and permitting preparation process
of over 100 SWD facilities in Texas and New Mexico. He has overseen and managed
all construction activities regarding numerous fresh and produced water
impoundments, tank battery facilities, pipelines, and a saltwater disposal well
in Texas, Oklahoma, and Louisiana. He has overseen the installation of hundreds
of geotechnical borings for a variety of water infrastructure and oil & gas
related facilities in Texas, New Mexico, Oklahoma, Louisiana, and Wyoming.



BEN BOCKELMANN

Mr. Bockelmann earned a B.S. in Geography with specializations in Physical
Geography and Geographic Information Systems (GIS) from Southern Illinois
University Edwardsville. He joined ALL Consulting in 2011 and has been managing
GIS-related deliverables for ALL Consulting since joining the firm. Mr.
Bockelmann routinely performs GIS analysis, data query, map production,
HEC-GeoRAS flood mapping, and data creation and management for various clients;
creating maps and AutoCAD drawings; and has managed environmental sampling
programs and landfill inspections. He maintains a close relationship working
with all project managers, field personnel, and data analysts to ensure quality
and timely deliverables for clients. Mr. Bockelmann has extensive experience
working with numerous state O&G databases to help support
environmental/regulatory site assessments for permitting/planning/constructing
hundreds of wells, pipelines, and water infrastructure systems in all O&G plays
in the U.S. Mr. Bockelmann also supports geospatial seismic analyses for
saltwater disposal wells for permitting efforts and litigation cases.



MARK FAUCHER

Mr. Faucher holds Bachelor of Science (Biology) and MBA Degrees and has more
than 40 years of domestic and international experience in the oil and gas
industry. His broad industry experience was acquired through leadership roles
and direct responsibility leading multidisciplinary teams in strategic
development, planning, development and execution of a broad range of projects
(from ultra deep-water to unconventional produced water pipelines), drilling
engineering, production operations, process optimization, EOR, produced water
treatment, recycling, and injection.He has led several innovation teams in new
product development efforts for water recovery/reuse, crude treatment, waste
minimization and produced water treatment. Mark has presented and published
numerous technical papers ranging from analytical methods to advanced separation
processes to the industry through SPE. Since joining ALL, Mark has managed the
planning, budgets, design and construction of several water infrastructure
projects including permitting, surface facilities, storage/treatment
impoundments and pipelines, for several upstream and midstream companies across
the country.



GAVIN JAMES

Mr. James holds a Master’s Degree in Civil Engineering and is a registered
professional engineer with over 20 years of experience. He has managed the
design and construction of an assortment of projects in the oil and gas industry
pertaining to water infrastructure and water recycling. He has permitted dozens
of produced water recycling and freshwater impoundments in multiple States
including New Mexico, Texas, Oklahoma and Wyoming. Mr. James has also designed
and permitted 50+ well pads and access roads. He has designed, permitted and
managed construction of pipelines, pumping stations and road/creek crossings
including locations within floodplains and wetlands. He has supported clients in
infrastructure site selection avoiding sensitive areas while using HEC-RAS
hydrologic analysis of watersheds to permit locations in floodplains when
necessary. He has directed geotechnical investigations and designed
impoundments, equipment pads and foundations and footings based on the results
of the investigations. Mr. James has managed remediation projects for upstream,
midstream and downstream clients as well as the mining industry, real estate
investors and the U.S. EPA. He has designed and permitted solid waste projects
for public corporations, local governments and the U.S. Army Corps of Engineers.
As an expert in his field, Mr. James has composed expert reports for commercial
litigation involving general contracting in construction disputes and made
presentations and co-authored papers on liner systems and water infrastructure.



MARK KIDDER

Mr. Kidder holds a Bachelors of Science Degree in Business with Minors in
Chemistry and Biology and has spent 30 years in the Oil and Gas, Engineering,
Analytical Chemistry, Water Treatment, Water Infrastructure and Management
markets. Prior to joining ALL, Mr. Kidder was the Global Sector Lead – Water
Infrastructure for MWH (now Stantec) and most recently, was the Global Business
Manager over Schlumberger’s Water Treatment and Management Division, responsible
for all technical, infrastructure, and business aspects of the upstream global
business enterprise. While under his leadership, Mr. Kidder was responsible for
developing upstream water management for frac operations, as well of treatment
technology evaluation and entity acquisition oversight. In this role,125 various
treatment companies, technologies, and management strategies were technically
and economically evaluated and ranked based on their projected efficacy to treat
widely varying water qualities across the globe in the upstream exploration and
downstream production recovery marketplaces. Mark led the strategic development
and implementation of Schlumberger’s xWATER Integrated Water-Flexible Fracturing
Fluid Delivery Service. Today, the xWATER Program is still actively deployed
across the globe while focusing on the customization of stimulation fluid
chemistries in order to eliminate the need for water treatment when reusing
produced water.



JON SEEKINS

Mr. Seekins is a Senior Environmental Scientist with ALL Consulting and the
Regulatory Manager. For the past 34 years he has worked in the environmental
consulting field on projects centered on the Upstream Oil and Gas extraction
industry ranging from impact analysis and remediation efforts to regulatory
permitting and compliance for both conventional and unconventional development
as well as midstream water management infrastructure.

Since joining ALL Consulting in 2000, Mr. Seekins has participated and managed a
variety of projects dealing with the planning and permitting of upstream and
midstream infrastructure support initiatives on both federal and state, as well
as private leases. These including conducting site assessments and preparing and
obtaining permits for turnkey designed injection wells, a variety of pits and
impoundments including evaporation pits, an array of recycling facilities and
water treatment operations, numerous pipelines projects with road and stream
crossing, a range of different facility type air permits, and a host of county
permits for various construction concerns. Project locations encompass the
Permian Basin of Texas and southeastern New Mexico, the Eagle Ford in southern
Texas, the Anadarko-Woodford in west-central Oklahoma, the Bakken in western
North Dakota and eastern Montana, the Powder River Basin in east central Wyoming
and south western Montana, the Haynesville in eastern Louisiana, the
Fayetteville in central Arkansas, and the Marcellus and Utica plays in both
eastern Ohio and across most of Pennsylvania. One noteworthy effort involved
obtaining the first successful temporary permit for a recycling facility
co-located at an existing SWD facility in Midland, Texas utilizing the Railroad
Commission’s expedited approval process under Rule 4.202. Over the years Mr.
Seekins has establish numerous contacts at various state and federal agencies in
charge of issuing development permits and thoroughly understands the application
requirements as well as the agency processes for obtaining these permits.
Currently, he supervises and coordinates our team of in-house regulatory
specialists made up of scientists and engineers, and provides daily contact with
clients, regulatory agencies, as well as reviews reports, plans and applications
before they are issued.




TOM TOMASTIK

Mr. Tomastik is a certified petroleum geologist with over 38 years of diverse
expertise and experience in the energy sector, government, and consulting. Tom
obtained his BS and MS in geology from Ohio University in 1979 and 1981. He has
been involved in the planning, drilling, permitting and development of oil and
gas and Class II saltwater disposal wells, Class I feasibility studies,
injection well audits, stray gas investigations, natural gas and natural gas
liquids storage, groundwater contamination investigation cases, induced
seismicity, seismic monitoring and installation, and expert witness testimony.
During his career, Mr. Tomastik has been involved in the drilling and completion
of 26 oil and gas wells, which included the drilling, cementing, geophysical
logging, perforating, hydraulic fracturing, and acid treatment of these wells.
Tom also has been involved with oversight of the permitting, drilling,
conversion, and completion of numerous Class II disposal wells, which included
all aspects of the permit process, AFE development and contractor coordination,
drilling, cementing, geophysical logging, acidizing, mechanical integrity
testing, injectivity testing, and well workovers.

As a chief geologist at ALL Consulting, Mr. Tomastik has experience and
expertise not only in the energy sector, but previously as a state regulator,
with 25-1/2 years as a senior geologist with the Ohio Department of Natural
Resources (ODNR), where he oversaw the planning, permitting, drilling, and
conversion of hundreds of Class II and Class III injection wells using
hydrogeology, geology, and engineering specialization for well construction,
completion, and surface facility operations. At ODNR, as lead geologist, Tom
also conducted several hundred groundwater and stray gas investigations related
to oil and gas, industrial minerals, and coal mining operations in Ohio and
testified on numerous occasions as an expert witness before various commissions
and in the county court system. Additionally, over his career, Tom has published
61 articles or presentations on oil and gas, secondary oil recovery,
salt-solution mining, cavern storage, Class II disposal, groundwater and stray
gas investigations, CO2 Geosequestration, hydraulic fracturing, induced
seismicity, and regulatory issues.




JOSH TICKNOR

Mr. Ticknor obtained a bachelor’s degree in Petroleum Engineering from the
University of Tulsa and is a licensed professional engineer. Mr. Ticknor has
gained experience through more than 10 years of supporting production operations
and reservoir engineering. Mr. Ticknor’s experience includes analysis and
resolution of both operational and multi-disciplinary issues in the areas of
well construction and siting; well permitting; contractor management; and water
sourcing, storage, treatment, transportation, and disposal. He is highly
knowledgeable in many areas and aspects of workover operations such as flowback
maintenance, gas lift optimization, and marginal well management. He has been
involved in the site evaluation, selection, and permitting preparation process
of SWD facilities in Texas and New Mexico. He has managed construction
activities of numerous fresh and produced water impoundments, tank battery
facilities, pipelines, and a saltwater disposal wells in Texas, Oklahoma, and
Louisiana.




DAVID WINTER

Mr. Winter is a senior environmental and energy consultant with ALL Consulting
and has over 20 years of experience that includes working with the U.S. Army
Corps of Engineers (USACE), the U.S. Department of Energy (DOE), the U.S. Forest
Service, and other federal and commercial/industrial clientele. Projects have
included environmental site assessments, environmental audits, ecological
restoration, wetland delineation, Waters of the U.S. evaluation, National
Environmental Policy Act (NEPA) analysis, risk assessment, remedial
investigation, endangered and threatened species surveys, oil and gas produced
water projects, and feasibility studies. Mr. Winter is a Certified Wetland
Biologist who has performed delineation and permitting requirements as
established under the Clean Water Act, Section 404. Mr. Winter is also a
Certified Professional auditor who has overseen many of oil & gas acquisitions.
