WHAT WE WANT TO ACHIEVE

CARE (Citizen Assemblies for Renewing Engagement) will provide practical and
research-based evidence of how citizens can most effectively engage in any
debates about the future of Europe, and influence the EU policy agenda. We
believe our project will demonstrate that there is a real appetite for ‘doing
politics differently’, and that citizens will want to participate in informed
deliberation about the complex questions facing Europe, in a balanced and
constructive way.

The EU urgently needs new democratic tools, such as the proposed Citizens
Assembly (CA), to reduce the distance felt by many EU citizens from EU
institutions and challenge the rise of populism. "CARE for the Future of Europe"
is a strong collaboration between academic and civil society partners that will
develop and evaluate an EU appropriate form of Citizens Assembly. The University
of Liverpool, which is the project and research lead organisation, is partnered
by WeMove, a leading, pan-European, online campaigning organisation and European
Alternatives in Italy, Asociatia Efectul Fluture (and the de-clic initiative) in
Romania, and DemNet in Hungary. These partners are supported by a strong
advisory board drawn from leading civil society organisations working in the
field of democracy and academic institutions.

The Citizen Assembly is a deliberative democratic instrument that allows regular
citizens, rather than special interest groups or experts, to participate in the
agenda-setting process in a structured and informed way. In a Citizens’ Assembly
a group of citizens is selected at random from the population to learn about,
deliberate upon, and make recommendations in relation to a particular issue or
set of issues. CAs have proved to be an effective model for public engagement in
politics and policy-making in places such as Canada, Ireland and the UK.

Our innovative approach to the CA model is different for two reasons: it is
applied for the first time at EU level and it combines online citizen
participation with the successfully used offline CA approach.

We will deliver an EU level Citizens Assembly that will raise awareness of and
encourage citizens’ engagement with the debate on “the Future of Europe”.
Citizens will be given space to deliberate on the democratic future of the EU in
a structured, informed process, and will develop policy recommendations to
achieve a vision of a more democratic Europe. Over 250 citizens from 4 member
states will have the opportunity, through offline meetings and online debates,
to understand, discuss, challenge and develop ideas. Two physical Assemblies
will be held in each country (DE, HU, IT, RO) coordinated by the partner
organisations. The online development of the CA model will complement the
physical meetings and allow engagement with a larger, more diverse audience
across the EU. The online deliberation techniques are expected to reach all
Member States and more than 500,000 citizens.


TEAM AND ADVISERS

James is a Lecturer at the University of Liverpool and his research focuses on
citizen participation through instruments of direct democracy. He works
extensively with civil society organisations in the area of EU participatory
democracy.



Paola works with several civil society organisations across Europe. As a
resercher, she is intersted in direct action and social movements. As a citizen
and as an activist she is involved in different projects on questions of social
justice and citizens participation.



Xavier has extensively worked on initiatives promoting access to technology for
a more participatory democracy, as well as on open data projects for more
transparency. He has managed the IT behind the half of the successful European
Citizens Initiatives.



Janice is a consultant providing strategic advice and planning support for
public and stakeholder engagement, workshop process design and facilitation. She
is a researcher, writer, and speaker on civic engagement and democracy.
