COMPONENT EMC SPECIFICATIONS FMC1278 & FMC1280 FMC1278 and FMC1280 delineate electromagnetic compatibility (EMC) requirements for electrical and/or electronic (E/E) components and subsystems for Ford Motor Company (FMC). These requirements were developed to assure compliance with present and anticipated domestic and foreign regulations in addition to customer satisfaction regarding the EMC of vehicle E/E systems. Specifically: FMC1278 delineates EMC requirements for low voltage (LV) and high voltage (HV) electrical/electronic (E/E) components and subsystems during normal vehicle operation. FMC1280 delineates EMC requirements for HV E/E components and subsystems specifically associated with Electric and Hybrid Electric vehicles and that are active during HV battery charging while the vehicle is connected to the AC mains power grid or an external DC charging device. Processes associated with the FMC1278 and FMC1280 are contained in a separate specification called FMC1279. Processes include test plan creation, data reporting and re-validation requirements. FMC1278, 1279 and 1280 are not publicly available. Ford automotive suppliers seeking to obtain these specifications must do so by contacting the appropriate design activity within Ford Motor Company. EMC LABORATORY RECOGNITION PER FMC1278 AND FMC1280 (UPDATED 05/31/2024) Formal EMC certification (i.e. sign-off) testing of automotive E/E commodities and subsystems for Ford Motor Company (FMC) is limited to EMC laboratories recognized by FMC. Although “pre-certification” EMC testing may be performed at any non-recognized laboratory, the results from that testing will not be accepted by FMC for formal certification. The information presented describes the process that will be used by FMC for laboratory recognition per FMC1278 and FMC1280 only. Recognition is based on a needs-assessment performed by FMC for specific regions. Please be advised that the recognition program is quite mature therefore addition of new laboratories is infrequent. Questions and/or comments concerning laboratory recognition shall be forwarded to the individuals, listed below, who are responsible for laboratories within their geographical region: PROCESS FOR RECOGNITION PER FMC1278 & FMC1280 (NEW LABORATORIES) Step 1: Request for consideration of recognition The laboratory shall contact FMC to request consideration for support of recognition. The laboratory will also need to present a business case for consideration of recognition. For supplier-owned laboratories, the supplier shall contact the FMC product team they are corresponding with to develop a business case for recognition of their EMC test laboratory. The business case for inclusion is ultimately based on several factors including # of products provided to FMC, projected volumes, and annual cost savings to FMC. The business case is reviewed internally between the FMC product and EMC teams for consideration. For independent EMC laboratories, the laboratory shall contact one of the FMC individuals listed below who are responsible for laboratory recognition within their geographical region. The business case for inclusion is based on the geographical location of the laboratory relative Ford suppliers and the projected need by Ford for additional EMC testing services. Region Contact North/South America Robert Goyette (rgoyett1@ford.com) Japan, China, South Korea, Taiwan, India Keith Frazier (kfrazier@ford.com) Ronald Missier (rmissier@ford.com) Europe Ayhan Gunsaya (agunsaya@ford.com) Martin Harvey (mharve27@ford.com) Step 2: ISO 17025 accreditation Once the laboratory (supplier-owned and independent) has received formal notification that FMC will consider support for its recognition, the laboratory shall then verify that they are accredited to ISO 17025 and include a copy of their scope of accreditation showing inclusion of the base standards for the associated test methods they wish to be recognized for. A complete list is shown in the table below. All information must be in English. It is preferred that this information be available as a link from the accreditation body’s website. Accreditation shall be granted only by an ILAC MRA signatory assessment body. It is neither necessary nor recommended for the laboratory to gain accreditation for FMC’s unique test methods. Once ISO 17025 accreditation has been verified by FMC, the laboratory will be provided a copy of the FMC EMC specifications for self-assessment. The additional steps must then be completed before recognition may be attained. The laboratory shall leverage these documents to provide a self-assessment summary of its capabilities to perform testing to FMC requirements, including a listing of any limitations. The self-assessment shall include a list of equipment available to perform each test method. Arrangements for an on-site visit may occur at the sole discretion of FMC EMC. Limitations in capability found during the self-assessment must include timing for when such capability will be attainable. Unless specifically authorized by FMC EMC, the recognition of the laboratory requires capability to perform all test methods delineated in FMC1278 and FMC1280 (e.g. Mode Tuned Reverberation per RI 114/114H) The lab shall provide list of personal that will be performing the testing including their education and level of experience. The laboratory shall also include information about the laboratory supervisor. The supervisor shall meet one of the following of requirements: * NARTE EMC Engineer Certification (provide certification #) * S.E.E or B.S. Physics degree (or equivalent) plus 5 years technical experience in an EMC laboratory. * S.E.E. (or equivalent) plus 3 years technical experience in an EMC laboratory. * Associate degree in electronics specific discipline (e.g. EET) plus 10 years technical experience in an EMC laboratory. In addition to the qualification criteria listed above, the laboratory shall verify that the laboratory supervisor/manager is responsible for: * Laboratory technical operations and training * Review and approval of test data and reports * Serve as the single point of contact to the FMC EMC team. No other person Step 4: Test Facility Report If the summary self-assessment is accepted, a detailed EMC test facility report shall be provided which includes, but not limited to, equipment list for each test, laboratory procedures, setup diagrams / test setup photos, performance history plan / data, and an example test report. FMC will provide details concerning the pro-forma of this report. The laboratory shall provide evidence that they are executing a periodic verification of the stability in their test/measurement system for each test method. This verification procedure must also be clearly defined in the facility report. Step 5: Proficiency Testing The laboratory may be requested to perform testing at their expense using an artifact specified by FMC. This includes artifacts including but not limited to those provided by FMC or artifacts owned by the laboratory. The test results are reviewed and approved by FMC. Maintaining Recognition per FMC1278 & FMC1280 (Existing Recognized Laboratories) Existing recognized EMC laboratories are to maintain their accreditation to ISO 17025 inclusive of the relevant international standards (see above). At the request of FMC, the laboratory shall provide the latest copy of their scope of accreditation. The lab provides attestation that they will follow the process requirements delineated in FMC1279. This attestation requires update upon updates to FMC1278 and FMC1280 or annually, whichever comes first. At the request of FMC EMC, additional information shall be provided by the laboratory. Examples include but not limited to: * Change in test requirements or test methods. * Reported tests related issues. * Change in the laboratory location. * Change in the laboratory supervisor/manager. Suspension of Recognition FMC reserves the right to temporarily or permanently suspend the recognition of any laboratory that does not follow the requirements delineated FMC1278/1280, details delineated in the EMC test plan provided or the processes delineated in FMC1279.
