DR. DEBRA MASON

COMMUNITY PUBLIC SAFETY INITIATIVE COORDINATOR, CITY OF WILMINGTON

Dr. Debra Mason is the current Community Public Safety Initiative (CPSI)
Coordinator for the City of Wilmington and the previous Deputy Executive
Director of the HOPE Commission. She has a bachelor's and master's degree in
Sociology. Her doctorate is in Social Science with a focus on Prevention
Science. Dr. Mason's research identified the relationship between Adverse
Childhood Experiences and recidivism, coining the term Trauma-Induced
Recidivism. She also developed an eight (8) part series about trauma. The
series, Trauma Talks, was developed specifically for the justice-involved
population. Dr. Mason also teaches at Wilmington University. Before going to the
HOPE Commission, she spent more than ten (10) years with the Delaware Department
of Correction as a Probation and Parole Officer and a Training Administrator.
She has also worked with other reentry programs and at Howard R. Young
Correctional Institute as a drug and alcohol counselor. Dr. Mason has been
working with the criminal justice system for more than 15 years and continues to
provide insight about the issue of public safety in the City of Wilmington. She
has always taken a trauma-informed approach when working with justice-involved
individuals. Her goal is to help returning citizens reach their goals, live
pro-social lives, and remain arrest-free. Dr. Mason also wants to increase
public safety for all citizens in the City of Wilmington.


JILL GUFFEY

DIRECTOR OF SOLUTIONS ARCHITECTURE, BONTERRA

Jill Guffey is a Director of Solutions Architecture with Bonterra where each day
she and her teams enable and elevate the hardworking people at organizations
that do social good by bringing together best-in-class tools and technology.
Prior to Bonterra, Jill spent 17 years in the nonprofit and public sector
leading Information Technology teams, data projects, and performing research.


SHONTE ELDRIDGE — MODERATOR

SENIOR FOLLOW, CENTER FOR DIGITAL GOVERNMENT

Shonte Eldridge is an award-winning strategy and organizational change expert
who spent 23 years in State and Local Government leadership. She served in
senior positions for a Governor, two States’s Attorneys, and two Mayors, and
ended her public sector career as the Deputy Chief of Operations for the City of
Baltimore. Shonte is currently focused on helping government leaders simplify
cumbersome business operations and navigate an ever-evolving technology
landscape.
