CALIFORNIA HEALTH RISK ASSESSMENTS FOR MANAGERS

This half-day course provides environmental managers, plant managers, and
industry professionals a broad understanding of air dispersion modeling as it
relates to toxic air contaminants and health risk assessments (HRAs), what the
results of these models mean, and how they can be interpreted for
California-specific regulations, such as for the California Environmental
Quality Act (CEQA), air quality permitting, and Environmental Justice
initiatives, such as Assembly Bill 2588 (AB 2588). The course covers the
fundamental modeling concepts as well as regulatory requirements for the
reporting of air toxics, when health risk assessments are required, and when a
health risk assessment may be beneficial even if it is not required. California
modeling tools are introduced, including the Office of Environmental Health
Hazard Assessment’s (OEHHA’s) prioritization score screening calculation, AERMOD
in the BREEZE interface, and the California Air Resources Board’s (CARB’s)
Hotspots Analysis and Reporting Program (HARP). The course combines short
lecture and interactive classroom demonstrations for maximum comprehension.

COURSE TOPICS

 * Regulatory drivers, such as Criteria Pollutant and Toxics Emissions Reporting
   (CTR), that require facility-specific HRAs to be completed and potential
   alternatives to HRA demonstrations
 * Overview of the tools commonly used across California Air Districts for
   calculating HRA results
 * A high-level discussion on modeling methodology formulation
 * Demonstration of HARP and situations where adjustments may be defensible
 * How to interpret HRA results and understand potential implications
 * How the HRA results are used for permitting, rulemaking, and communication to
   the public
 * Common HRA roadblocks and pitfalls
