Users should be able to contribute to the app in some ways, such as being able
to vote on the importance of certain actions on an official's profile. This
would allow users to view highlights of, ideally, the best and the worst history
of an official, making it easier for users to develop there own consensus on how
an official has performed in their office.

RepScout should estimate every official's stances on important issues based on
their actions and statements and display those on each official's profile. When
officials can manage their own profiles, they should be able to declare an
official stance.
