The European construction sector has recovered strongly from the COVID pandemic,
but since last year it has faced new challenges that have created uncertainty
about future developments. Already existing supply shortages have been
exacerbated by the war in Ukraine, which has led to soaring inflation rates and
the need to raise interest rates.

Michael Weingärtler
Specialist for Constructrion Markets, Austrian Institute of Economic Research

Michael Weingaertler is a construction market expert at the Austrian Institute
of Economic Research (WIFO), focusing on the analysis and forecasting of
construction markets. As part of the “Structural Change and Regional
Development” research group, he works on aspects of the construction market such
as macroeconomic issues, innovation, sustainability and housing policy. He has
been closely associated with the Euroconstruct group for 25 years. He
contributes to Euroconstruct publications, organises conferences and is
responsible for the network’s online activities.

EUROPEAN RESIDENTIAL CONSTRUCTION OUTLOOK TO 2025



Josep Ramon Fontana
Head of Market Intelligence, ITeC Spain

Dr. Josep R Fontana is head of market research at ITeC and has more than 30
years of experience in the construction sector. In November last year, the
publication of a mildly recessive housing forecast for 2023 and 2024 should have
not taken anybody by surprise at all. Six months later, after the collapse of a
couple of banks, should we keep playing it down or is it time to start worrying
about the European residential sector? Josep Fontana will try to answer the
question, bringing out the forecast re-visions and analysing them with the
critical view of a witness of the housing melt-down of 2008.

the story buried within that waits to be told.

EUROPEAN NON-RESIDENTIAL CONSTRUCTION OUTLOOK TO 2025

Specialist for Construction and Real Estate Markets, ifo Institute Germany

Ludwig Dorffmeister, industry specialist at the Munich-based ifo Institute, has
been monitoring the construction sector in Germany for about one and a half
decades now. For the market analysis, he can draw on a large number of in-house
survey results, as well. In Amsterdam, he will speak about the European
non-residential market. Last November, the EUROCONSTRUCT network predicted
reaching the pre-Corona level finally in 2025, whereas the outlook for the new
build segment was more cloudy. How have the assessments changed half a year
later against the back-drop of the various influencing factors (construction
prices, inflation, financing)?

Bjørn Erik Øye
Partner, Prognosesenteret Norway

Bjørn Erik Øye is the partner and co-founder of Prognosesenteret Norway and
Swe-den. Economist and building engineer. More than 40 years of experience in
analysing the European construction markets. Member of the Euroconstruct network
for almost 30 years. In Amsterdam, he will speak about the civil engineering
market. A part of the construction markets that has always been a safe haven
when the economic cycles have tumbled the other sectors up and down. New
challenges related to environmental issues combined with new technologies will
perhaps lead to fundamental changes in the future needs for public
infrastructure – which again will have huge impact on the type and size of the
investment.

Taco van Hoek
Director, Economisch Instituut voor de Bouw Netherlands

Taco van Hoek has been the Economic Institute for Construction and Housing (EIB)
managing director since 2006. From 2001 to 2006 he was a deputy director at the
Central Planning Bureau, the main advisory body for the Dutch Government on
economic affairs. In the period from 2006 onwards the EIB has published numerous
reports on the developments within the construction sector as well as in-depth
analyses of policy issues related to various markets that directly and
indirectly affect the construction and the built environment. At the conference,
Taco van Hoek will present the latest results of a scenario study for the Dutch
Construction Sector and what can be learned from this study from a broader
international perspective.

behind the numbers. If there are no clear and logical answers, he will certainly
present you with some philosophical angles to help you understand the possible
consequences of different scenarios.


LUDWIG DORFFMEISTER

He is a specialist in construction and real estate markets. "The most
interesting object of observation in Germany at the moment is the new housing
sector. A major upheaval seems inevitable. Meanwhile, politics is watching and
doing - nothing".


JOSEP RAMON FONTANA

He is a prospective manager and after more than 30 years in the construction
sector, Josep is still struggling to understand the many mysteries of this
market. He'll probably never succeed, but that doesn't stop him from trying to
make sense of this bizarre sector and tell a few stories about it.


TACO VAN HOEK

As Managing Director of the EIB, he is actively involved in the public debate on
construction, housing and infrastructure through the media, presentations and
participation in various substantive events.

Intensively involved in EUROCONSTRUCT activities for 25 years and always looking

The history of The Grand’s building begins in 1411 as two monasteries: St.
Catherine’s Monastery and the Cecilia Monastery. In 1992, the building was
converted into hotel Sofitel Legend The Grand Amsterdam. No expense was spared
to renovate and restore the exceptional property. During the restoration, the
Princenhof retained the atmosphere of the past, with walls decorated with
reproductions of French and Dutch coats of arms and portraits of the Dutch
nobility.

The Grand’s 600-year-old rooms provide a unique setting for the 95th
EUROCONSTRUCT Conference.

House Bartolotti is one of Amsterdam’s best-preserved canal houses. It was built
around 1620 by order of the wealthy banker-merchant Willem Bartolotti van den
Heuvel. It was one of the largest merchant’s houses in the city. Hear stories
about the architecture, history and inhabitants of House Bartolotti during a
guided tour. But above all, experience the beautiful canal house yourself. Sit
on the chairs, look in the cupboards and take a walk through the beautiful deep
garden. 

After the guided tour you can join us in the front room for drinks and
appetizers and subsequent dinner in the great room.
