Join us on March 14th at 12:00pm as we honor two distinguished members of the
Florida law enforcement community for their outstanding work in stopping hate.

We are honored to present the ADL Florida Doris & Murray Felton Excellence in
Law Enforcement Awards to Khalil H. Quinan, Assistant State Attorney, Miami-Dade
State Attorney's Office, and Detective Volkan Ersozlu, Miami Police Department.

INVESTIGATIVE AWARD
VOLKAN ERSOZLU
DETECTIVE 
MIAMI POLICE DEPARTMENT

Detective Volkan Ersozlu moved to Miami from Istanbul, Turkey in 2001. In 2013,
he attended the Police Academy at the Miami Dade College North Campus and
received the Top Gun award for his outstanding marksmanship. In 2014, he was
hired as a Police Officer by the City of Miami Police Department, where he began
his career as a uniform patrol officer in the Model City neighborhood. In 2017,
he joined the Criminal Investigations Division as a detective in the Robbery
Unit. In 2019, his exemplary work as an investigator earned him a prestigious
position as a Task Force Officer with the Federal Bureau of Investigation. He
earned MPD’s Officer of the Month award in February of 2020 and again in
December of 2022. He was recently invited to Miami City Hall to receive a
proclamation for his role in solving a case involving a disabled victim using a
unique investigative method he pioneered. He has been happily married for 11
years to his wife Kaegan, who owns and operates an inclusive learning center for
children. They have a six-year old son named Kenan, who Detective Ersozlu hopes
will someday follow in his parents’ footsteps by serving the community.

KHALIL H. QUINAN
ASSISTANT STATE ATTORNEY 
MIAMI-DADE STATE ATTORNEY'S OFFICE

Khalil was raised in Miami and is a product of local public schools, ultimately
graduating from Miami Beach Senior High School. After attending the University
of Florida, Khalil attended Nova Southeastern University Shepard Broad College
of Law where he was on trial team, Moot Court Society, and Law Review. Khalil
began his career at the State Attorney’s Office while still in law school,
serving as a Certified Legal Intern during his last semester. After graduating
May of 2016, Khalil was sworn as an Assistant State Attorney the following
September. During his tenure, Khalil has risen through the ranks of the office
and tried over 50 cases. Khalil has successfully tried and convicted offenders
for murder, attempted murder, conspiracy, sexual battery, and has successfully
dismantled various street gangs through firearm, narcotics, and fraud based
prosecutions. Khalil also mentors younger prosecutors and has presented
trainings on prosecuting firearms offenses, use of digital and cell-site
location evidence, and case reviews. 

As part of the State Attorney’s Gun Violence Reduction Initiative, Khalil is
co-located with Miami-Dade Police Department at the Northside district where he
is responsible for proactive and reactive investigations and prosecutions of
violent firearm crimes, including murder and attempted murder. In addition to
his position, Khalil is often entrusted with high profile, sensitive, or
complicated investigations and prosecutions.
